Grand Island City Council Regular Meeting - July 9, 2024
The City Council met on July 9, 2024, at 7:00 p.m. at Council Chambers, 100 E First Street. All council members were present except Councilmember Conley. The meeting included approval of the consent agenda, a public hearing for a Class D liquor license, and adoption of an ordinance updating the electrical code. No public comments were made.
Consent Calendar
- Approved minutes of the June 25, 2024 City Council Regular Meeting.
- Approved payment of claims for the period of June 26, 2024 through July 9, 2024 for a total amount of $3,607,014.23.
- Approved reappointment to the Civil Service Commission.
- Approved #2024-153: Amendment of Temporary Lease for Dedicated Parking Stalls in the Public Parking Lot at South Locust Street and 1st Street – RW Sorensen Construction.
- Approved #2024-154: Bid Award for George Park Ball Field Improvements.
- Approved #2024-155: Regional Government Enterprise License Agreement for GIS Software Licensing.
- Approved #2024-156: Purchase of Police Laptops and Docking Stations. All items were approved unanimously under a single motion.
Public Hearings
- Item 7A: Public hearing for a Class "D" liquor license for Caguama Station, LLC, dba Caguama Station, 406 W 4th Street. The application was received by the city on June 17, 2024, and notice was published on June 29, 2024. Departmental reports recommended approval upon final inspection. No members of the public spoke. The Council approved Resolution #2024-157, granting the license and liquor manager designation for Amanda Sanchez. The license was approved unanimously.
Ordinances
- Ordinance #9981: Consideration of amendment to Chapter 15 (Electricity) of the Grand Island City Code to adopt the 2023 National Electrical Code. The presenter noted that the state electrical board adopted the 2023 code effective August 1, 2024, and the city must adopt the same or newer code to maintain its local electrical inspection program. Additionally, language was added to clarify utility department standards for interconnection of power-generating devices (e.g., solar, diesel, wind), directing readers to existing city utility standards and providing examples. The ordinance was recommended by the city electrical board. The Council first voted to suspend the statutory rules regarding ordinances, then approved Ordinance #9981 on a unanimous vote.

Welcome to our meeting. The date is July 9, 2024. The time is 7 p.m. This is an open meeting of the Grand Island City Council. The City of Grand Island abides by the Open Meetings Act in conducting business. A copy of the Open Meetings Act is displayed in the back of this room as required by state law. The City Council may vote to go into closed session on any agenda item as allowed by state law. At this time, please stand and join me in the Pledge of Allegiance. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands. One nation under God and divisible with liberty and justice for all. Also present are Jill Grinier, the City Clerk, Laura McAloon, the City Administrator, Patrick Brown, the assistant city administrator. Carrie Fisk, the city attorney, Keith Kurtz, the public works director, and Matthew Gleason, the finance director. Individuals who have appropriate items for city council consideration should complete the request for future agenda items form located at the information booth. If the issue can be handled administratively without council action, notification will be provided. If the item is scheduled for a meeting or study session, notification of the date will be given. Council members, do you wish to remove any of tonight's consent agenda items for additional discussion? Hearing none, we will continue. A sign-up sheet was available in the lobby for individuals wishing to provide input on any of tonight's agenda items. Uh including Brad Foster, Betty Plot Paulou, Connie Demboski, Deb Croft, Kyla Ingdahl, Jane and Tim Goding, Dwayne Woodward, and Milt Loeb. We have so many wonderful volunteers who help on our parks. And uh they make our parks beautiful. And if you stop in at City Hall, you'll see that they've made our City Hall beautiful as well. And I thank them.
