Grand Island City Council Regular Meeting - June 10, 2025
The Grand Island City Council convened on June 10, 2025, at 7:00 PM in the Council Chambers. All council members except Pollock were present, along with the city clerk, deputy city clerk, city attorneys, finance director, public works director, and other staff. The meeting included presentations, a consent agenda with one item removed for discussion, public hearings, ordinances, and an executive session.
Consent Calendar
- Items 7A through 7M were approved with the exception of 7B, which was removed for discussion.
- Item 7B (payment of claims totaling $3,588,911.21 for May 28–June 10, 2025) was brought back for discussion. Councilmember Lanfear questioned a $444 charge for a Hilton Hotel in Baltimore. City Administrator Laura McAloon explained it was for herself and a grants manager attending an ICMA conference on economic mobility, fully funded except for travel and lodging. The motion to approve passed unanimously.
Public Comments & Testimony
- Roger Vaverchek addressed the council. He requested to speak on item 9A (State Fair funding) and also submitted a future agenda item request regarding a policy decision on confiscation of items at the city cemetery, expressing concern that the existing policy may be problematic.
Presentations
- Recognition of Paul Leeper: Mayor Steele presented a certificate and pin to Paul Leeper for 32 years of service on the Grand Island Civil Service Commission. Mr. Leeper thanked the council.
- Update on Nebraska LB707 (Good Life District): City Attorney Carrie Fisk and City Attorney Laura McAloon explained that LB 707 changes the funding formula for the Good Life District, reducing the revenue from existing retail from an anticipated $7.5 million to a $5 million cap, with additional revenue from new businesses split 50-50 with the state. The law also fixes district boundaries, imposes a 20% cap on non-revenue-producing expenditures for private developers, and requires city code updates by October 1, 2025. McAloon reported that Woodsonia is still evaluating the changes’ impact on their application. Council members expressed support for moving forward with a sports complex and aquatic center, emphasized the need for transparency with voters, and suggested setting a reasonable deadline for Woodsonia to decide. Several members noted the community’s strong support for the project.
- Nebraska State Fair Heartland Event Center Parking/Lighting Improvements: Representatives from the State Fair and Fonner Park presented on ARPA-funded improvements (phase 1 and 2) totaling $20 million, including underground detention systems, concrete parking lots, lighting, and landscaping. They requested $2.6 million from the city to cover electrical, communications, and lighting costs not covered by ARPA, with $1.535 million directly benefiting the city-owned Heartland Event Center. Council members praised the investment and discussed long-term maintenance planning. No action was taken; the city attorney will determine how the city can legally fund the request.
