The Grand Island City Council held a study session on August 18, 2026, to review the proposed FY2027 budget, including the Parks & Recreation budget, fee schedules, capital projects, and full-time equivalent (FTE) requests. The meeting highlighted a widening gap between revenue growth (projected at 1.5%-2%) and expenditure growth (personnel costs rising 4%-5%). City Administrator Patrick Brown recommended a one-year pause on all general fund FTE hires and capturing property tax growth (2.5%) to begin closing the structural deficit. Council members largely supported a cautious approach, though several requested further evaluation of specific reclassifications and a firefighter EMT position. No formal votes were taken; the budget is scheduled for adoption on September 8, 2026.

I was out of town today for business and wasn't checking the news until about uh about 45 minutes ago, so this is a little fresh for me. Uh but I saw that Ray O'Connor passed away today. Um in the next few days we're all going to hear a lot about how much he developed and the resume of things he added to our landscape in Grand Island. Uh you're gonna hear a lot about just his dedication to our community and uh the nonprofits and the activism and the support he gave. And you're probably gonna hear a lot about the impact he made on people, including those like me. Uh I can't add to the resume talk any more than what's going to be told. I can't speak uh on behalf of everyone, but I'll speak on behalf of myself and just say how grateful I am for the impact he did make on Grand Island and the support that he always offered and advice he always offered me. Uh he was such a cheerleader for this town and an innovative thinker for this community. His name is on some things and he his legacy will last a long time. Uh but I just was I wanted to use this microphone tonight just to say how thankful I was to know him and his uh thankful for his impact and I hope his family knows that we're all thinking of him and grateful for all he's done for Grand Island.
