4:32

I'll be brief, but I'd like to just go over a couple things and then turn this over to Division Chief During to give a couple specific um things about Lieutenant Hildebrand.

4:44

35 years is a long time to be in policing.

5:00

So uh he's seen a lot over 35 years, but one thing I just wanted to mention uh to look back on in 1991, uh, because the older I get the the closer that seems it doesn't seem that far away 35 years, but you look back in 1991, some of the things that were going on in society as far as popular music.

5:20

Uh Natalie Cole saying unforgettable, L.

5:24

Cool J saying Mama said knock you out, and Michael Jackson saying dangerous.

5:29

So if you remember some of the the popular movie at the movie theater, number one was Kevin Kostner's Robin Hood.

5:36

And so looking back at all the time that's gone by since then, doesn't seem that long ago, but a lot of time has passed.

5:43

So 35 years.

5:44

Uh Lieutenant Hildebrand has had a great service to the police department.

5:48

I'd like to invite Division Chief During to say a couple specific things about his service since he was here during the whole time.

5:57

Uh to be clear, I was a sophomore in high school in 1991.

6:01

Uh, in a department where the day of the week or even the time of the day that you're hired is the determining factor as to whether you're on day shift or night shift.

6:10

35 years is truly a lifetime.

6:13

Uh Dale has been around for a long time, and at one point in time, he was described to me by one of his peers in a way that I thought was very, very fitting, and that is quite simply in 35 years.

6:25

Dale has never not cared.

6:27

Uh, he's involved in everything.

6:29

Uh, he will give uh uh an opinion or his expertise in anything that's going on in the the police department, no matter what we're dealing with.

6:38

Dale has never not cared.

Summary of Proceedings

Grand Island City Council Regular Meeting - September 22, 2026

The Grand Island City Council held a regular meeting on September 22, 2026, at 7:00 PM. The meeting included a recognition of a police officer's 35 years of service, discussion and approval of two items pulled from the consent agenda, public hearings on a liquor license and easement acquisitions, and a resolution to amend a redevelopment contract.

Presentations

  • Recognition of Dale Hilderbrand: The council recognized Lieutenant Dale Hilderbrand of the Grand Island Police Department for 35 years of service. Division Chief During praised his dedication, noting that "Dale has never not cared." Hilderbrand expressed appreciation and remarked on serving under five chiefs.

Consent Calendar

  • The consent agenda was approved with the exception of items 7G and 7R. The following items were included in the consent agenda and approved unanimously: approval of minutes, payment of claims totaling $7,076,299.62, liquor license additions for Ay Mi Madre and La Mexicana, garbage/refuse permits, contracts, easements, change orders, bid awards, sub-recipient agreements, and server replacement (item 7R was pulled for separate discussion).
  • Item 7G – 2027 Contract with Clean Community Systems ($35,000) – Pulled for discussion and later approved (motion by O'Neill, second by Nickerson, vote adopted).
  • Item 7R – Approval of Dell Server and SAN Replacement ($222,000) – Pulled for discussion and later approved (motion by O'Neill, second by Lanfear, vote adopted).

Public Comments & Testimony

  • Denise McGovern Gallagher, Executive Director of Clean Community Systems, provided extensive testimony in support of the 2027 contract. She stated that Clean Community Systems is the only regional hazardous waste facility in Nebraska, serving Grand Island and five other counties. Statistics: over 300,000 pounds of waste accepted in the past year; annual budget of $420,000–$450,000; the city's $35,000 contribution serves as a cash match for grants. She detailed proper disposal procedures for batteries, aerosols, paints, and electronics, and highlighted the free swap shop. Councilmembers expressed strong support, citing personal use and community value. Councilmember Lanfear questioned the value but acknowledged the presentation.
  • No public testimony was offered on the liquor license or easement public hearings.

Discussion Items

  • Item 7G – Clean Community Systems Contract: Councilmember Lanfear expressed concern about the $35,000 cost, suggesting the city could provide similar services at the transfer station. Councilmember Nickerson and others defended the service, citing its value and the necessity of proper hazardous waste disposal. Gallagher's testimony addressed the comprehensive services and the importance of the city's contribution for grant matching. The motion to approve passed.
  • Item 7R – Dell Server and SAN Replacement: Finance Director Steinkey presented the request for three servers, two SAN units, and two expansion enclosures at a cost of $222,000 from Dell. Councilmember O'Neill noted that the existing servers are over nine years old and that current market prices are elevated due to unprecedented demand. He urged a more regular replacement schedule. Councilmember Hawsey questioned whether alternative vendors were considered, as the purchase used a State of Minnesota bid. The motion to approve passed.
  • Resolution 9A – Amended Contract for Grand Island Mall Project: Assistant City Attorney Nowity explained that the original 2014 redevelopment plan authorized $5.6 million in TIF bonds and $4 million in Enhanced Employment Area (EEA) bonds. Outstanding balances: TIF $3.5 million, EEA $4.5 million. The amendment reduces TIF principal to $1.6 million and EEA principal to $1.5 million, with the bonds expiring December 31, 2029 (TIF) and December 31, 2034 (EEA). No financial loss to the city. The motion to approve passed.

Key Outcomes

  • Approved (7G): 2027 contract with Clean Community Systems for $35,000.
  • Approved (7R): Dell Server and SAN replacement for $222,000.
  • Approved (8A): Class I liquor license for Buffet Hispano LLC at 2110 W 2nd Street.
  • Approved (8B): Acquisition of permanent easements for Stolley Park Road paving improvements (Project 2024-P-4), including a trail easement from Fawner Park.
  • Approved (9A): Resolution 2026-259 amending the contract with Grand Island Joint Venture LLC to reduce TIF bond principal from $3.5 million to $1.6 million and EEA bond principal from $4.5 million to $1.5 million. The bonds will expire on December 31, 2029 (TIF) and December 31, 2034 (EEA).
