Okay, good morning, everyone.

0:03

We will call the committee on appointments to order at 8 a.m.

0:07

Okay.

0:08

You need to unlock your iPhone first.

0:10

And Siri wants to be a part of it as well.

0:15

All right.

0:16

We uh have a very long agenda this morning, just two items.

0:20

Uh the first is a resolution confirming reappointments of current members to various boards and commissions updating their term and dates.

0:28

So much.

0:29

So moved support, moved and supported.

0:32

Comments on this, uh staff or colleagues?

0:34

Ms.

0:34

Bosker.

0:36

Yes, just uh this is something we've been talking about for a few weeks, um probably a few months, and this is reappointing members to the economic development boards, so like the CIA's um economic development corporation and Brownfield Redevelopment Authority and Smart Zone, um reappointing them for terms that end at the fiscal year end.

0:59

So June 30 or first Monday in July rather than December to align with the fiscal year and also ease some of the end of year reappointment burden for all parties involved.

1:12

Yeah, thank you so much for your work on this, Miss Bosker.

1:14

I'm very happy of where we came to that.

1:16

I really appreciate you and the clerk's office working on this.

1:19

Any further comments?

1:22

Seeing none, all those in favor?

1:24

Aye, aye.

1:25

Motion carries.

1:26

That brings us to a discussion on the current board and commission vacancy list, Miss Bosker.

1:31

Yes, not a lot has changed.

1:33

We um I did want to just highlight that there are some boards with terms ending soon.

1:40

Um the uh Grand Rapids uh housing commission has terms ending soon, so that's being discussed, and hopefully we'll have appointments and reappointments shortly.

1:50

Um, and then the civil service board also has May term expirations.

1:55

There's two members that are up for reappointment.

1:57

Well, three, including Commissioner uh Sasi.

2:00

So those I'll send more information and we'll hope to move those all along in the next couple of meetings to keep things on track, and then um there's also the Board of Art and Museum Commissioners and Civilian Appeal Board that I know are kind of on everyone's mind, and so we'll keep in touch on that information too.

2:18

I gotta go down there because the battery's just oh sorry, yes, please.

2:21

Yeah.

2:36

There we are for the public.

2:38

See our vacancies here.

2:43

Looks like we are plugging our way through.

2:47

We are, I know there's a lot going on, but we're still making progress.

2:50

That's right.

2:53

And I think getting the pardon me.

2:55

And I think like you said, that work, thank you, of just getting people on the right cycles and that that's taken a lot of the work over the last couple of months, which will be important as you know the clerk's office will be actively involved with the elections that we have this year, and so I think getting all of as much as we can kind of cleaned up and process and procedures is gonna put us in a good place when we go into the fall.

3:16

Thank you.

3:16

Thank you, Commissioner.

3:18

Uh and then uh do we have uh Mr.

3:21

Clerk, if you want to discuss the uh first ward vacancy while we're here.

3:25

I'll come back up.

3:28

Um, yes, we had uh 10 candidates that cleared um vetting between from income tax and the treasurer's department.

3:42

Um so there we're scheduled for April 17.

3:45

I know it's a little bit of time, but there's spring break and we got a lot of other things that are going on right now.

3:50

So we'll schedule that.

3:52

So the what is the pleasure of this board for for me setting up a time frame?

3:57

15 minutes for them.

3:58

I mean, they have you know their five essay questions, so you all have you have copies of those to review.

4:04

So um I don't think there's a need to rehash those, but um what are you thinking?

4:09

15 minutes with a five-minute break in between them.

4:11

Yep, I think that's fine, and then we that'll give us around four hours of interviews.

4:17

Um, and you know, the five-minute breaks built in if people go a little bit over, that's fine.

4:22

So I'm okay with that.

4:24

Uh uh makeup, uh colleagues.

4:28

Commissioner Saucy.

4:30

Do you have another question?

4:32

Um was 10 total, right?

4:37

And so in the past we have done tiers where we kind of reviewed them and then decided we've there's nothing that says we have to interview all 10.

4:45

Does not.

4:46

So I just want to put that out there to all of you colleagues too about that.

4:50

I'd be open to that as well.

4:51

I'm open if you do want to interview everyone.

4:54

Um I personally think just kind of looking through them.

5:00

I do think like in in any instance, just like we're going through this uh thing with the city attorney's office, you get us you get a group of people, you review them, they might meet the minimum qualifications, then we look for what we're what we're thinking that we need, especially in the short term, and then move it from there.

5:15

So I would, I guess I could go with what the group decided, um, but I would just remind us there's nothing that says we have to interview all 10.

5:23

So I'll just need to know that who those are sooner than later.

5:28

Yeah, so I think you know, as someone who is involved in the last appointment process, uh we did we did similar to what I'm hoping we do this time, which is as long as folks passed vetting, uh they uh get their chance to uh come before us and show the community that they'd like to serve in this role.

5:47

Um and that's what I'd like to do this time is to give everyone who passed vetting uh an equal chance here and uh be a part of the process.

5:56

So I'm looking forward to interviewing all 10.

5:59

Okay.

6:00

I I thank you.

6:01

I have no objections to that.

6:02

I also though agree that if we had decided to um whittle it down, I I think that would be also good, but I do respect that you've been through this process once before.

6:13

And um I think that 10 is a lot.

6:16

I really appreciate everyone putting their applications in.

6:19

And I appreciate the clerk doing all the work to do the vetting and making sure everyone is um eligible, does get into the process.

6:28

I know that as for myself, I've been doing a lot of thinking about what we want, what I would like, what I would like, what I think the community would need.

6:35

Um it's it's a tricky position with a short time frame, and I think that um it will be really important to you know hear what the the candidates do have to say.

6:47

Yeah.

6:48

Okay, do we do we can we do an informal vote or that's a sentiment of the committee?

6:53

No, I think I I think I hear the direction.

6:55

Yeah, you've got consensus.

6:56

You said 15 minutes or so um give a break, and then of course, I think this is the other piece that we have.

7:02

We've selected the dates.

7:04

I will say we you know, we didn't spend a lot of time going back and saying, well, this three people can't do this date, so we're gonna find another one.

7:12

It's kind of like commission.

7:14

Um, you know, I I'm not saying that's gonna weed people out, but you know, again, these this is the time frame we've said, so I guess I would just state that again for all of us here.

7:23

Um we're not at least I wouldn't be supportive of like trying to add different dates that we've you know to interview people if they can't make the date that we've identified.

7:32

It's hard enough finding that.

7:33

Okay.

7:33

So if we can agree upon that, I think that would be fair.

7:37

And I think that's consistent with what I experienced with this body.

7:41

I concur.

7:42

It's a it's a long lead time, it's April 17.

7:44

So we have a couple couple weeks for people to juggle their schedules too to make it work.

7:49

And they can also decide their slot, yeah.

7:51

Right.

7:52

Well, yeah, as yeah, as it's available.

7:54

It's kind of like random, and then he'll go, you know, he kind of randomly says who I'm gonna start with, and then you know.

7:59

Wonderful.

8:00

Well, thank you, colleagues, uh, for your feedback on that.

8:02

Thank you to the clerk's office for your work on this.

8:05

Very excited to see our neighbors who uh would like to serve on this body and step up and help our community.

8:11

Uh any further comments?

8:13

Yes, um before we close.

8:15

Um as the director of this program, I feel like or the produ I guess uh a Mark Washington production directed by Joel Hondor.

8:25

But um it's what it feels like some days.

8:29

Um keep going.

8:30

So anyway, um for um we have some time changes this morning because we have a very robust schedule today, and some things are a little bit different today than than normal.

8:40

Um it's so we have this meeting at 8 15, so in seven minutes, fiscal committee will be starting, so it's a little bit earlier.

8:47

Um and then community development starts at 8 45 in committee of the whole starts at 9 15.

8:53

Um so that that's a change, and then at um at noon um we'll begin the city uh attorney interviews, and then tonight is the city commission night out at GRPS University.

9:04

Doors will open at six with resource tables and the meeting starting at seven.

9:08

So very um very robust days, a little bit different than our normal schedule.

9:13

So um pay attention.

9:14

Thanks.

9:15

Yeah, it'll be a fun day.

9:16

Well, without further ado, we will adjourn the committee on appointments at 8.09 a.m.

9:21

Have a good morning.

9:22

Thank you.
