Everyone, the time is now 15.

0:02

We are going to get the community development committee started.

0:05

And before we begin, I like to say welcome to the Urban Leagues Youth Group.

0:09

Welcome.

0:09

Glad you're here today and that you'll be spending some time with us.

0:13

So our first item on the agenda this morning is a resolution approving a fireworks discharge permit for a spyro LLC for special effects at the Gillette Bridge in connection with the wedding of Dr.

0:23

Rashmi Junea on June 20, 2026.

0:26

So move support.

0:27

We're going to supported good morning.

0:30

Anything at pretty standard?

0:32

Yeah, it's like a fourth of July celebration, so it's going to be fully manned the whole time, and we will keep it as safe as possible.

0:39

Wonderful.

0:40

Wedding uh fireworks at a wedding, beautiful.

0:43

Uh, all in favor?

0:44

Aye.

0:45

Motion carries.

0:45

Item number two is a resolution approving a fireworks discharge permit for image engineering special effects, doing business as image SFX for special effects at the Aquisher Amphitheater in connection with the machine gun Kelly Lost Americana Tour concert on June 17, 2026.

1:02

So we support.

1:03

Moved and supported.

1:05

There's any other discussion.

1:06

Um I'd just like to know what would the um these effects actually be, please.

1:11

I'm sorry, I couldn't hear you.

1:13

What would the fireworks effects be?

1:15

Oh, we have a whole list of them.

1:16

We got a couple handhelds, we got some gerbs, waterfalls, mines, um, and a flame unit.

1:26

So mostly it's gonna be stuff on the stage, not oh, yeah, no, those things.

1:30

These are all close proximity fireworks, so everything that you see at the van handle, they'll be using there.

1:36

But because it's new and we don't know what direction of wind's gonna blow.

1:40

We're we're in attendance at the stage all the time.

1:44

Okay, great, thank you.

1:46

No other questions, all in favor?

1:48

Aye, motion carries.

1:50

Thank you.

1:51

Item number three is a resolution to schedule a public hearing on July 22nd, 2026 for the 11 Barnett Street Northeast, 834th Street Northwest, and 838 Butterworth Avenue Southwest redevelopment project.

2:05

So we'll support supported, Ms.

2:07

Renero.

2:08

Good morning.

2:08

Yes, thank you.

2:09

This is a um multi-site residential development uh where we had an existing house that was vacant and as well as adjacent vacant land, and there's gonna be a new um multifamily redevelopment of 20 different units.

2:25

Um I would call attention to the unit mix because this is a pretty unique uh in that there's uh four bedrooms and five bedrooms, um which we don't often see.

2:37

So I just want to call some attention to that.

2:39

Uh five of the 20 units will be set at uh 95% area median income uh for the period of the Brownfield plan, which is 15 years, and the total construction costs are five and a half million.

2:51

Uh most of the eligible activities are under housing TIFF, meaning the potential rent loss.

2:56

And um the only other thing I would call attention to is the uh aspirational uh subtract subcontractor participation goals at almost 30 percent um or one point almost 1.5 million of the almost five million in construction costs.

3:12

I'm happy to answer any questions.

3:14

Thank you.

3:15

And you mentioned the unit types.

3:17

Did you say four or five bedrooms?

3:19

I think in the memo says sec uh two and three bedrooms.

3:22

I just want to clarify that.

3:25

Sorry, three, there's three bedrooms and five bedrooms and two bedrooms, so no four, yes.

3:32

Five bedrooms is kind of unique for us to see.

3:35

Wonderful.

3:37

Any questions or discussion?

3:38

Commissioner Knight.

3:39

Mr.

3:40

Nero, one, can you remind us of who the developer is on this project?

3:43

And two is the five-bedroom, yeah, are the five bedrooms any of the ones that are considered.

3:49

Um that's a good question.

3:51

I don't know the answer to, but I will check that.

3:54

Um and then it's Ricky.

3:55

Um I'm blanking on his last name, but um newer develop newer newer face.

4:01

Yes.

4:01

Your microphone, Commissioner Knight.

4:03

Oh, I was just saying, kicking up.

4:07

You're set.

4:10

You know how much it the question, if anyone did not hear it was um, who the developer was and if any of the five bedrooms were the ones considered in the um lower income bracket.

4:26

And you said that is an emergent developer who is um doing this project, and you would check and find out about the five.

4:33

Thank you so much.

4:34

Thank you.

4:35

Any questions or discussion?

4:36

Yes, sir.

4:37

Thank you.

4:38

Um, so my question is is this this is a spread across three different separate parcels, and he's just doing them as one big project to get all the planning done at one time.

4:47

What how did that emerge?

4:49

It's a good question, and I was thinking that we need um it would be helpful to have a better aerial where you can see that, right?

4:54

So I'll um I don't know the answer to that.

4:57

I will double check it and get back to you.

4:59

Yeah, and I'm looking at like just the addresses don't make sense to me um in terms of being contiguous, so these are probably separated, and the Barnett parcel has the house on it, whereas the other two are vacant.

5:11

So um, yeah, that would be helpful to know.

5:14

And we are just setting the hearing today.

5:16

Yes, okay.

5:17

Yes, all in favor?

5:19

Aye.

5:20

Motion carries.

5:22

Item number four is a resolution scheduling a public hearing for July 21st, 2026 to consider an amendment to the Brownfield Plan amendment for the redevelopment project located at 701 and Street Northwest.

5:34

So move.

5:35

Support and supported Ms.

5:37

Monero.

5:37

Yes, good morning.

5:38

So this is actually the next two items in addition to this item, are all connected to Profile Films.

5:46

Uh and Profile Films is in our property in the city.

5:51

Um, but adjacent to the um 425 agreement that we have with Walker.

5:57

Um, so it's it's only relevant in that it's adjacent.

6:00

This is a project in the city of Grand Rapids.

6:02

In 2023, there was an industrial building that was demolished.

6:05

Those costs are not necessarily included in this ask.

6:08

Uh, but this is an expansion uh for that entity to the tune of a 97,000 square foot new industrial facility that will house 55 new employees and um cost approximately 53.7 million.

6:23

Uh the first public hearing is related to the Brownfield plan.

6:27

So we're making our way through uh the Brownfield Redevelopment Authority, and you can see majority of those eligible activities are not housing, right?

6:35

This is related to um site preparation activities.

6:39

Um again calling some attention to the aspirational uh goals for our inclusion plan at over 20 percent.

6:49

Um, about 7.2 million of the 31.9 million in construction costs.

6:57

Thank you.

6:58

Any questions or discussion from the days?

7:01

Saying none, all in favor.

7:02

Aye, motion carries.

7:04

Item number five is a resolution scheduling a public hearing for July 22nd, 2026 to consider establishing an industrial development district for profile films at 701 and Street Northwest.

7:16

So move support, we'll do supported.

7:18

We just heard about this.

7:19

There's no more questions.

7:20

I'll call the question.

7:21

Aye, all in favor.

7:22

Oops, sorry, aye, any opposed, motion carries.

7:26

Thank you.

7:27

Item number six is a resolution scheduling a public hearing to consider an application for an industrial facilities exemption certificate filed by Profile Films for a 26 million dollar project located at 701 and Street Northwest.

7:41

So move.

7:42

Support.

7:43

Would you supported same item?

7:44

All in favor?

7:45

Aye.

7:46

Motion carries.

7:47

Item number seven is a resolution awarding a contract with Pwnstein Enterprises LLC, doing business as Georgetown construction for reconstruction of Mill Bank from Giddings to Newcastle in the amount of six hundred and eighty-three thousand five hundred and ninety-seven dollars with total amount not to exceed 931,915.

8:07

Their motion, so support and supported.

8:09

Good morning, Ms.

8:10

Irving.

8:10

Good morning.

8:11

Um, this project um includes water main replacement, uh, reconstruction of the street, um, some repairs to culverts and then re-establishment of a ditch for drainage.

8:23

It was it is funded through the drinking water state revolving fund.

8:27

So we weren't able to use the micro LBE program, but Georgetown did come with four percent micro LBE participation.

8:34

Good to hear.

8:36

See, no questions, all in favor?

8:38

I motion carries item number eight is a resolution awarding a contract with steadfast construction, and for the WERF uh water resource recovery facility, cold storage building improvements in the amount of 111,875 dollars with total amount not to exceed 288,770 dollars or motion.

9:00

Support moved and supported.

9:02

This is um repair replacement of roof um siding, some outdoor electrical cold storage, meaning it's a not not a heated building.

9:11

Um, just for clarification, and storage is at a premium at the WERF, so just rehabbing an existing building.

9:18

Thank you so much.

9:20

All in favor?

9:20

Aye, any opposed?

9:22

Motion carries.

9:23

Item number nine is a resolution awarding a contract with freedom Construction and Consulting for Improvements at Camelot Park in the amount of $1,056,572.84 cents with total amount not to exceed $1,428,840.

9:41

So moved.

9:42

Support.

9:29

Moved and supported.

9:44

Um at Camillach Park, they're going to be putting in a splash pad picnic area, uh, restrooms, outdoor drinking fountain, so an exciting investment in the neighborhood.

9:54

This is supported by the Michigan Department of Natural Resources through their outdoor recreation legacy partnership program, is a portion of the funding along with additional funding coming from the parks department.

10:09

Wonderful.

10:10

All in favor?

10:11

Aye.

10:12

Any opposed?

10:13

Motion carries.

10:14

Item number 10 is a resolution improving an increase of $3,596,000 for Grand River Revitalization Lower Reach for a total not to exceed $29,578,130.

10:30

So move support.

10:31

Moved and supported.

10:33

So at FISCO this morning, we accepted $12.9 million for the NRCS grant.

10:38

That $12.9 million is being added into this project.

10:42

With that, Whitewater and the City of Grand Rapids are removing a portion of the dollars that they had put in to make sure the project was fully funded when we bid it because we were still waiting for this grant.

10:53

So we are still um we are removing a um about.

11:00

Sorry, look at me, I'm brain fading today.

11:03

About nine million dollars to move towards supporting the upper reach.

11:08

Um and so the net increase for the lower reach is the three million five hundred and ninety-six thousand.

11:15

Yeah.

11:17

Excited to see how uh you all braided together different sources of funding to make this happen and to spread it around.

11:24

Any questions, colleagues?

11:26

Um, just uh comment on uh yesterday.

11:30

We had the groundbreaking for the litter to an uh trail, and it's it's really standing there was really exciting to envision what the future is looking like with all these changes going on on the river.

11:41

So really excited about this work.

11:44

Thank you.

11:45

All in favor, aye.

11:47

Any opposed?

11:49

Motion carries.

11:50

We are on item number 11, a resolution approving an increase of $36,638 for East River Front Improvements, phase one for a total not to exceed of $20,057,445.

12:05

So move.

12:06

Support and supported.

12:07

Ms.

12:08

Irving again.

12:09

So as a reminder, this project is the path behind the amphitheater along the river.

12:14

It's adding about 4.5 acres of green space, and this $36,638 is from a revitalizing and placemaking grant from the MEDC.

12:25

So these were additional funds that DGRI had from a separate project that they wanted to bring forward to support this project.

12:36

Seeing no questions or comments, all in favor?

12:38

Aye.

12:38

Aye.

12:39

Motion carries.

12:40

Item 12 is a resolution accepting utility easements at 2565 Irene Avenue Southeast and 2559 Linda Avenue Southeast in connection with Irene and Linda WM extension for a combined amount of $9,290.

12:56

So moved.

12:57

Support.

12:59

This is a water main extension.

13:01

So working with the state of Michigan with their alternative water supply grant addressing areas where there's concern about PFOS contamination and people who are still on wells.

13:11

So this is an extension of the water main in Cascade Township.

13:16

All in favor?

13:17

Aye.

13:18

Any opposed?

13:19

Motion carries.

13:20

Item 13 is a resolution approving a construction agreement and accepting a public utilities easement for Black Hawk site condominium phase three.

13:29

So moved.

13:30

Support.

13:31

Thank you.

13:32

So this is a development in Grand Rapids Charter Township and our standard public utility easement where we're extending water and sewer to serve these customers.

13:43

All in favor?

13:44

Aye.

13:44

Any opposed?

13:45

Motion carries.

13:49

Yep.

13:50

Um, so we are um set to conclude the community development committee.

13:54

I just want to point out for our guests that uh we went through this within you know 15 minutes, but there was a ton of work, years of work behind some of these items, and several uh millions of dollars as you might have uh heard investing in these projects to invest in our waterfront, invest in our water system.

14:12

So everything that you see happens in the city, new development, uh new amenities, park upgrades comes through the city and takes a lot of work from a lot of people.

14:21

So I'm hoping that you glean that uh during this committee meeting as well as during Cal.

14:26

Uh the committee of the whole will start at 9 45 today instead of 10 a.m.

14:30

Any other announcements?

14:32

All right, we're concluding.

14:33

Thank you.
