And we'll begin with a pledge of allegiance.

0:43

I pledge allegiance to the flag of the United States of America and to the Republic for which it stands.

0:51

One nation under God, indivisible, with liberty and justice for all.

0:58

All right.

1:02

Without our secretary, and as everybody knows, we're in a transitional period here.

1:08

We've taken a hard look at uh the we did an amendment to the bylaws at the last meeting uh and have made a decision that it's in the best interest of the COVID to uh fill the positions of treasurer and secretary from outside the two communities so that there's no confusion about uh uh who's paying for what uh for those services.

1:32

So with that uh we did accept that the last meeting uh the uh resignation of our treasurer uh and uh on the uh agenda today will accept the resignation of our secretary.

1:43

Uh that means we don't have a secretary today, and so your able uh chairperson is going to fill both roles uh today, and we'll see how that goes.

1:51

Uh all right.

1:52

So first of all, uh we have uh approval of the minutes of the uh regular meeting on September 25th.

2:03

Uh and uh those have been uh distributed to all and signed by the president, and I would call for a motion for approval.

2:11

I move to approve, all right.

2:13

And I would second that motion, any discussion.

2:16

Um mayor Adamson, yes, and uh Mayor Jurgen?

2:21

Yes.

2:21

Okay.

2:22

Uh next would be the approval of the special uh the meeting uh minutes of the special meeting of Wednesday, October 29th, 2025.

2:30

Those also have been prepared, circulated, signed by the president.

2:33

Uh and I'd ask for a motion to approve those.

2:35

Move to approve.

2:36

And I will second that motion, any discussion.

2:39

Uh Mayor Adamson, yes, Mayor Jurgen.

2:42

Yes.

2:42

Okay.

2:43

All right.

2:44

On to topics of discussion.

2:46

And uh gosh, we're I think we're probably this is our fourth year of our organizational meeting meeting, I guess.

2:53

Uh and the topics here can uh consistent with our bylaws.

2:57

Uh we are required to adopt our annual budget at this meeting to adopt our five-year uh approve our five-year plan at this meeting.

3:06

And then uh because we're on a calendar year with our health care, it's been the uh recurring uh practice of uh approving the renewal of our health care uh or in the event at some point in time we switched to a different carrier, there would be approval of that.

3:21

So those are the topics of discussion, and we'll begin with resolution 202506, a resolution approving and adopting the 2026 annual operations budget for the operation of the South Summit Council of Governments, South Summit Dispatch Center.

3:36

Uh we'll have some discussion, but I'll begin to be we'll get to that discussion.

3:41

I'll I'll begin with a uh I will move to approve resolution 202506, and then uh we'll have discussion afterwards if there's a second.

3:50

There's a second.

3:51

All right.

3:52

And with that uh discussion, uh Leslie, uh we uh we've already had some significant discussions about that budget, but you want to give us a summary and if there's any questions, we can entertain those.

4:05

Sure.

4:05

Um under the personnel portion of the budget.

4:12

We have added um new line items for the treasurer, the secretary position, and um bond insurance.

4:20

So those will be added.

4:22

Um there's been some increases from the aspect of the um contract that was approved this past year.

4:31

Um the total personnel is 1,880, 490 1,880,497.

4:43

Um then we go down to like the operations.

4:49

We added the contract services for Julian and Groove in here.

4:57

Um phone services went up.

5:00

I did not have enough budgeted for 2024 for that.

5:03

So there is a um an increase for that.

5:08

And the total operations budget, $365,883.

5:22

No, it's um from our experiences in the municipalities.

5:29

And this is just an observation.

5:33

That uh that I was kind of slow to.

5:36

Uh, you know, when we're working with the cities, we know what our revenue is, and then we determine our budget from you know what what our available funds are.

5:43

Uh in a sense, we almost back into uh we almost do just the reverse when it comes to this operation.

5:49

We figure out what it's gonna take to run it, and then we allocate the those costs.

5:55

Uh and uh I'm not sure there's any other way to do that in this situation, you know, in this type of an operation, and it's it's working quite well.

6:03

Um I I think that I don't know that when we set out four years ago, we set out with the with the idea of uh setting the revenue uh or the uh the um basic allocation of cost to the various communities, the members and and the contract uh parties, so that we would have uh some a sufficient carryover at the end of each year, but that's what's happened.

6:28

And I think that's uh so we'll take credit for good planning.

6:32

Uh but I think that's an important piece to keep in mind as we go forward uh with budgeting and and uh uh Leslie, would it be fair to say that um uh that we estimated these costs at the high end with the sense that there's a good chance that our actual cost will come in somewhat under uh what we're budgeted?

6:51

Yes, I would say a little bit.

6:53

I um I tried to get it down a little bit closer this time, but um but yes, okay.

Summary of Proceedings

South Summit Council of Governments Meeting - December 11, 2025

The South Summit Council of Governments (SSCOG) held its annual organizational meeting on December 11, 2025, to adopt the 2026 budget, five-year capital plan, and health insurance renewal. The meeting also addressed personnel transitions, including accepting the resignation of the secretary and electing new officers for 2026, and discussed potential expansion through consolidation with Norton and Barberton dispatch services.

Consent Calendar

  • Approval of minutes from the regular meeting on September 25, 2025. Motion carried unanimously.
  • Approval of minutes from the special meeting on October 29, 2025. Motion carried unanimously.

Discussion Items

  • Resolution 202506 – 2026 Annual Operations Budget: The proposed budget totals $1,880,497 for personnel and $365,883 for operations, reflecting a 3.7% overall increase despite adding new line items for treasurer, secretary, and bond insurance, as well as increased contract services and phone costs. The budget is built on cost estimates intentionally set slightly high to ensure a carryover. Finance Director Shelley Goodridge (outgoing treasurer) noted the budget's efficiency given raises of 4% and new costs. The resolution passed unanimously.
  • Resolution 202507 – Five-Year Capital Plan (2026-2030): The 2026 capital outlay is $38,700, including two remaining Motorola radio console payments ($23,700), two computer replacements ($4,000), and one consoulette (backup radio) replacement ($11,000). Future replacements for computers and consolettes are planned across the five years. The plan is included in the 2026 budget. Discussion acknowledged potential future capital needs for facility expansion. The resolution passed unanimously.
  • Resolution 202508 – Health Insurance Renewal: After negotiation, Anthem Blue Cross Blue Shield proposed a 6.99% increase (down from an initial 17%) for medical coverage; vision premiums remained flat; dental switched to Ask Me Dental Care Plan. The broker, NFP Corporate Services Ohio Inc., advised accepting the proposal rather than going to market due to the small group size (16 employees). The resolution passed unanimously.
  • Dispatch Manager's Report: Manager Leslie Haman reported 15 full-time and 5 part-time staff, fully staffed since September 2024. Alex Kahn was promoted to training coordinator. A recent PSAP meeting at the county discussed 911 fund distribution; SSCOG is projected to receive $52,314 for the year (excluding December). Current 911 fund balance is approximately $30,000, but spending is restricted to 911-related items (e.g., training, phone equipment, not personnel or radio consoles). The reserve fund balance is roughly $100,000-$200,000, though an exact figure will be reported at the next meeting.
  • Resignation and Reorganization: The board accepted the resignation of Secretary Katie Hall, effective immediately, to facilitate a transition to an independent treasurer and secretary hired from outside the member communities, ensuring clear compensation lines. The Treasurer position has been advertised; one strong candidate (with public sector finance experience) is being interviewed. The Secretary position was just posted.
  • Leadership Election for 2026: Mayor Paul Jurgen (New Franklin) was elected President, and Mayor-elect Steve Rector (New Franklin) was elected Vice President for 2026. The motion passed unanimously. Outgoing President Mayor Adamson (Green) was thanked for his service.
  • Potential Consolidation with Norton and Barberton (SwissCom): Discussions have resumed about combining dispatch services with Norton and Barberton, currently separate under SwissCom. A key issue is the computer-aided dispatch (CAD) system: SSCOG uses Tyler Technologies, while the potential partners use Sun Ridge (Sundance). A meeting with chiefs and mayors is scheduled for the following Wednesday (December 18) at New Franklin to further discuss CAD compatibility and potential cost savings. The combined annual budgets would be about $4 million (SSCOG ~$2.2-2.3M, SwissCom ~$1.7M). Consolidation could result in significant savings, but local control concerns remain. The board will evaluate personnel and cost implications.
  • Meeting Cadence for 2026: The board decided to maintain quarterly meetings (next tentatively March 2026), with special meetings called as needed (e.g., for officer appointments). Financial reports will be a regular agenda item starting in 2026.
  • Tyler CAD System Feedback: A recent meeting raised potential dissatisfaction with Tyler among some county users. Leslie Haman noted that law enforcement has reported issues, though SSCOG's CAD runs well. The CAD Oversight Committee is tracking issue resolution and upgrade impacts. Switching back to Sundance is considered a heavy lift. The board will monitor the situation.

Key Outcomes

  • Approved Resolution 202506 (2026 budget) unanimously.
  • Approved Resolution 202507 (five-year capital plan) unanimously.
  • Approved Resolution 202508 (health insurance renewal with Anthem and NFP broker) unanimously.
  • Accepted resignation of Secretary Katie Hall unanimously.
  • Elected Mayor Paul Jurgen as President and Mayor-elect Steve Rector as Vice President for 2026 unanimously.
  • Scheduled a special meeting to interview Treasurer candidate and another meeting on December 18 to discuss CAD with Norton and Barberton.
  • Directed staff to explore using 911 funds for eligible dispatch expenses (e.g., Vesta phone system) to build the reserve.
