Mr.

0:46

And Mr.

0:47

Maker is absent.

0:48

Motion carries.

0:50

Thank you, ma'am.

0:51

And we will start with committees, but before we do, I just would like to make a mention that we shuffled around some of our committees.

0:58

We did notice a conflict with our City of Green CIC committee, had three of our finance committee members on it.

1:06

So we solved that issue by Mr.

1:09

Humphrey did step down from the CIC.

1:20

He is now on the Intergovernmental and Utilities Committee.

1:23

And that solved any issues with potential conflict.

1:27

So with that being said, we'll roll right into our committee meetings with the first committee being the finance committee chaired by Mr.

1:33

Humphrey.

1:34

Thank you, Mr.

1:34

President.

1:35

Finance committee will meet this evening.

1:37

We have several items of legislative business.

1:40

Myself, Mr.

1:41

Nujabauer, and Mr.

1:42

Spate are all present.

1:44

The first item is a second reading of 2026 R01 resolution approving change order number two and three for the increase in the barbacus construction company incorporated contract for the Great Bull Road Turn Lane Project at Green Elementary School making an appropriation and declaring an emergency.

2:05

Anytime that there's a change order that exceeds 10%, it requires uh council approval for that change order.

2:14

Um there was an increase, um, two different change orders, um, an increase of 41,821 dollars and twenty-one cents.

2:25

Um the pre-change order cost of the contract was 191,152 and 93 cents.

2:34

After the change orders, the uh cost of the contract is 249,747 and 10 cents.

2:43

Um there's a difference of $58,594 and 17 cents, which is different than the amount of the increase.

2:52

So somebody's gonna help me try to understand why those two numbers are different.

2:56

So maybe Mr.

2:57

Pickett, you could take it away and just explain the the change order and and the amounts there perhaps.

3:03

So I'll explain the two change orders and hopefully that answers the question.

3:07

The first one didn't require council approval, it was a small increase.

3:11

It was an adjustment of all the quantities after the project was done that were part of the original bid scope.

3:16

Um and the quantities vary based on what actually gets there's an estimate of the quantities and then what actually gets used is what gets uh put on the invoice.

Green City Council Committee Meetings – February 10, 2026

The City of Green City Council held committee meetings on Tuesday, February 10, 2026, starting at 5:00 PM. The meeting addressed several legislative items, including change orders for a school road project, credit card processing fees, and appropriations. Council also entered executive session to discuss pending litigation.

Consent Calendar

  • Approval of Minutes (January 13, 2026): A motion by Council Member DeVitis, seconded by Council Member Brandenburg, to approve the minutes carried with five ayes (DeVitis, Brandenburg, Noble, Neugebauer, Speight), one abstention (Humphrey), and one absence (Meager).

Discussion Items

  • Finance Committee

    • 2026-R01 (Second Reading): Resolution approving Change Order #2 and #3 for the Graybill Road Turn Lane Project at Green Elementary School. The total contract increased from $191,152.93 to $249,747.10, an increase of $58,594.17. Council approval was required because the cumulative change orders exceeded the 10% threshold (the first change order of $5,851.93 was under the threshold). City Engineer Pickett explained that the largest change order ($52,594.17) was for raising two sanitary manholes to grade. The resolution will be read at the regular meeting.
    • 2026-02 (Second Reading, Amended): Ordinance authorizing the recovery of credit card processing costs and bank fees. Finance Director Goodrich reported that over the last five years, the city spent $165,985 on credit card fees in the finance, income tax, and zoning departments. The ordinance was amended to remove debit card fees after a misunderstanding with the merchant services provider. The proposed surcharge is 3% for credit cards, excluding parks and recreation payments. Mayor Yeargin noted this is part of a broader effort to tighten the budget. The law director praised the compromise. Council members expressed support. The resolution will be read at the regular meeting.
    • 2026-R05 (First Reading): Resolution declaring a skid steer as surplus to be traded in for a new Bobcat. The trade-in value is $11,175.53, net cost to the city is $70,000. Service Director Carr requested first reading passage to finalize the sale before spring. Committee members supported the request. Will move to adopt at the regular meeting.
    • 2026-R07 (First Reading): Resolution modifying appropriations within Fund 705 (health insurance) and providing a $50,000 advance to Raintree Golf & Event Center. Finance Director Goodrich explained that the health insurance fund was not funded during the budget process and needs $281,000 to pay premiums. The advance to Raintree is required per contract due to low winter revenue; it is a cash-flow issue, not a profitability concern. Mayor Yeargin noted the city has set aside $40,000 from golf course proceeds for future capital improvements. Councilman Neugebauer clarified that the course is doing well. The legislation will need to be amended at the regular meeting to include the Raintree appropriation. Committee members supported first reading passage.
  • Environment and Parks Committee

    • No legislation. Chair Neugebauer reported on the Parks & Recreation Board meeting, including plans for shade sails at Central Park and progress on restroom facilities at Cleckner Park and Creekbaum Park.
  • Public Safety, Planning, Rules, Transportation, and Intergovernmental Committees

    • All had no legislative items and either did not meet or had brief reports.

Key Outcomes

  • All four pieces of legislation discussed in the Finance Committee will be moved forward to the regular council meeting for adoption or further reading.
  • Council entered executive session at 5:37 PM to discuss pending litigation/court action, with a motion by Speight, seconded by Neugebauer, carried unanimously (6-0, Meager absent). The session adjourned at 6:46 PM.
  • The meeting adjourned at 6:47 PM.
