The first item on third reading is 2026 R01.

1:02

This is a resolution approving change order number two and number three for the increase in the Barbacus Construction Company Incorporated contract for the Grey Bull Road Turn Lane Project at Green Elementary School, making an appropriation and declaring an emergency.

1:19

A change order was necessitated as a result of two sanitary manholes needing to be adjusted to grade.

1:28

It caused the need for a change order that exceeded the 10 percent threshold that is allowed under these contracts.

1:36

And so as a result of that change order in excess of the 10 percent, this legislation provides for an increase of 41,821 dollars and twenty-three cents.

1:48

So this is the amount that we're appropriating with this.

1:52

Mr.

Green City Council Committee Meetings - February 24, 2026

The City of Green held its regular committee meetings on Tuesday, February 24, 2026, at 5:00 PM in Council Chambers. Council President Justin Speight called the meeting to order at 5:01 PM and adjourned at 5:36 PM. The meeting covered approvals, legislative readings, and updates from multiple committees, with a student report concluding the session. Public hearings for the NOPEC electricity aggregation program were held at 3:00 PM and scheduled for 7:00 PM on the same day.

Consent Calendar

  • Approval of Minutes (TMP-5247): The minutes of the February 10, 2026 Committee Meeting were approved by a vote of 6–0–1 (Council Member Meager abstained).

Discussion Items

  • Finance Committee (Chair Humphrey):
    • 2026-R01 (Third Reading): A resolution approving Change Orders #2 and #3 for the Graybill Road Turn Lane Project at Green Elementary School, appropriating $41,821.23 due to unforeseen sanitary manhole adjustments and soft soil conditions. The committee agreed to move it to the regular meeting for adoption.
    • 2026-02A (Third Reading, Amended): An ordinance amending Chapter 30 to authorize recovery of credit and debit card processing costs. Parks rentals and class fees are exempt. The committee supported moving it to the regular meeting.
    • 2026-R03 (Second Reading): A resolution authorizing three-year contracts (2026–2028) with various engineering, construction management, and testing firms. Council Members Neugebauer and Noble recused themselves due to conflicts with firms on the list (EDG and ACOM). City Engineer Pickett explained that Ohio law requires selection based on qualifications, not price. The committee requested time at the regular meeting.
  • Public Safety Committee (Chair DeVitis):
    • Emergency Alert System Update: Communications Manager Valerie Wolford reported that the city switched platforms after a system outage in late 2025. Publicly available data (landlines and cell numbers) have been imported, and a week-long test (February 24–28) is underway by city quadrants. On March 18, a voice test will coincide with the state tornado drill. Residents are encouraged to re-enroll online or by phone to receive weather, road closure, and other alerts. Ms. Wolford noted that prior enrollments were not transferred.
  • Planning, Community and Economic Development Committee (Chair Noble):
    • 2026-03 (Second Reading): An ordinance to rezone approximately 2.76 acres at 988 E. Turkeyfoot Lake Road from R-1 (Single Family Residential) to B-1 (General Business). The Planning & Zoning Commission voted 5–0 in favor. A public hearing is scheduled for March 10, 2026, at 7:00 PM; discussion was deferred until then.
    • PZC Update: Councilman Noble summarized the recent Planning & Zoning Commission meeting regarding a contentious mixed-use project at the former root beer stand site adjacent to Bueller's Plaza on South Main Street. The plan (approved 5–0 by PZC) includes a coffee shop with a letter of intent and a second phase of commercial development. A variance will be heard by the Board of Zoning Appeals.
  • Transportation, Connectivity and Stormwater Committee (Chair Meager):
    • Construction Report: City Engineer Pickett announced that bids for the Arlington Road Corridor project will open in March, with utility relocation by AT&T beginning in the next few weeks. The engineer's estimate is approximately $16 million.
  • Intergovernmental & Utilities Committee (Chair Brandenburg):
    • 2026-R04 (Second Reading): A resolution renewing the annual agreement with the Summit County Legal Defender's Office for 2026. The fee per case increased by $20 to $250, of which the city pays 18% ($45 per case). Law Director Dean noted the city's total cost in 2025 was $1,146.60, the lowest since 2020. The committee will request time at the regular meeting.
    • 2026-04 and 2026-05 (Second Readings): Ordinances authorizing the city to join the Northeast Ohio Public Energy Council's (NOPEC) electricity aggregation program and approving its governance plan. Both must be adopted together. A public hearing was held at 3:00 PM (three residents attended) and another is scheduled for 7:00 PM. Discussion deferred until the regular meeting.
  • Student Report: A student council representative reported on a recent blood drive at the high school, the ACT administration (no school), the upcoming Battle of the Slice event, and a tour of the Fannie May chocolate factory by the Mayor's Junior Council.

Key Outcomes

  • All third-reading items (2026-R01 and 2026-02A) will be moved to the regular council meeting for adoption.
  • Second-reading items (2026-R03, 2026-03, 2026-R04, 2026-04, 2026-05) will be scheduled for further discussion or votes at the regular meeting.
  • The emergency alert system test is ongoing; residents are urged to re-enroll.
  • The Arlington Road Corridor project is progressing toward construction.
