Summary of Proceedings

Green City Council Meeting - February 24, 2026

The City of Green Council met on Tuesday, February 24, 2026, at 7:00 p.m. in Council Chambers, with all seven members present. Council President Speight called the meeting to order, led the Pledge of Allegiance, and the roll was completed. The meeting included a consent/study session, public comments, public hearings on utility aggregation, committee reports, new legislation, and adjourned at 8:20 p.m.

Consent Calendar

  • TMP-5248 – February 10, 2026 Council Meeting Minutes: Approved.
  • TMP-5254 – January 2026 Electronic Financial Report: Approved, subject to audit.

Public Comments & Testimony

  • Multiple residents spoke during public comment. Concerns included T-Mobile utility construction, underground junction boxes, digging permits, noise, an intersection speed-limit change, and truck traffic. Officials directed residents to the Engineering Department and noted the city is limited in what can be installed at the intersection.

Correspondence

  • The Clerk read an email from Carl Christie opposing the South Main Plaza storage units proposal.

Discussion Items

  • NOPEC Utility Aggregation Public Hearings (2026-04 and 2026-05): Council held public hearings on ordinances authorizing the city to join the Northeast Ohio Public Energy Council electricity aggregation program. Staff explained that the city ran a full RFP after viewing the prior renewal as not advantageous, and received two proposals. Quoted 12-month prices were 9.84 cents and 9.48 cents per kilowatt-hour, with NOPEC at 9.48 cents; a FirstEnergy estimate was 10.35 cents per kilowatt-hour. Council did not want an opt-out aggregation fixed for three years at more than 10 cents per kWh. Discussion covered resident enrollment, contract terms and fees, and public education, including a possible kickoff with NOPEC’s communications manager. Residents were advised not to talk to door-to-door solicitors without a City of Green permit and not to give out utility bills. Councilman Brandenburg closed the public hearings at 8:01 p.m.
  • 2026-R01 – Graybill Road Turn Lane Project: Council reviewed Change Orders #2 and #3 for Barbicas Construction Company’s contract at Green Elementary on third reading. The change order exceeded the 10% threshold requiring council approval; work included adjusting two sanitary manholes to grade. No further comments or questions were raised, and the roll was called.
  • 2026-03 – Rezoning, 988 East Turkeyfoot Lake Road: The Planning, Community & Economic Development committee reported the second-reading ordinance to rezone approximately 2.76 acres from R-1 single-family residential to B-1 general business. A public hearing is scheduled for March 10, 2026, at 7:00 p.m.
  • 2026-R04 – Legal Defender’s Office Agreement: The Rules and Personnel committee reviewed the annual renewal with the Legal Defender’s Office of Summit County, Ohio, Inc. During 2026, the city will pay 18% of the total cost of each case closed the prior month.
  • New Legislation: 2026-R08 was introduced, authorizing the mayor to accept the NOPEC 2026 Energized Community Grants Funds and declaring an emergency.

Key Outcomes

  • The consent/study session items were approved.
  • The public hearings on 2026-04 and 2026-05 were held and closed; no immediate vote was taken on the aggregation ordinances.
  • A roll was called on 2026-R01 following third reading.
  • The 2026-03 rezoning public hearing was set for March 10, 2026, at 7:00 p.m.
  • No unfinished business was brought before council, and the meeting adjourned at 8:20 p.m.
