18:03

We have before us a copy of the minutes from February fourth, twenty twenty six.

18:16

Did you already make the correction on okay?

18:18

Yes, ma'am.

18:19

Thank you.

18:20

Thank you.

18:31

All in favor?

18:32

I all opposed.

18:38

Okay.

18:55

And we'll start with the service parks and recreation.

19:04

Um sorry, I had to take a phone call and I gotta like count to ten now.

19:09

Um just go over any of our highlights for open to hit the highlights.

19:16

Um the inclusive playground at Collective Park, we will uh we've kind of settled on a design but we want to get some parents together in the community that that have children with disabilities and um ha give them the opportunity to take a look at the design and have the uh playground uh supplier representative walk through the playground with them.

19:37

So if you want to be part of that, let me know.

19:40

Um just to sit in on um on that meeting and understand all of the inclusive components of that playground.

19:48

Um staying at Clackner Park, we are working with environmental design group.

19:53

Um again, those improvements, accessible walkways, shade structures, um, improved dugouts and fencing.

20:00

We're about 95% um done with that particular concept.

20:03

We'll move into the construction plans.

20:05

Um we expect that project to be bid sometime in April.

20:09

Creek Bomb Park for those that have long wanted a restroom building.

20:13

It's coming.

20:15

It's been confirmed that the building will be complete on March 22nd.

20:19

Um the good news uh also is that Ohio Edison has extended power into the park that was completed today.

20:26

Um so it's just a matter of uh finalizing utility hookups at the foundation.

20:32

I use foundation and quotes because it's a stone foundation as opposed to concrete.

20:37

Um but again, early April, we expect a restroom to be functioning at Creek Balm Park.

20:43

Um Central Park, um we've talked shade structures.

20:48

We're gonna delay that project to 27.

20:51

Um the reason being we're gonna try and get some uh we're writing a grant proposal for state capital funding for that project to help support it.

21:00

Some of you may remember back in 2016, then Mayor Nujabauer was able to acquire working with Mr.

21:06

Davidas, correct?

21:08

I believe 400,000 in support of the construction of that park.

21:13

Part of that went to the amphitheater, uh other monies went for the walking path.

21:16

So we're gonna ask for another uh grant to help us um shade the seating bowl.

21:23

Actually, if I could interject.

21:25

One of the key things that we brought back with that funding was the pavers.

21:31

They were gonna go stamp concrete, and I just didn't it just doesn't have the same feel as those pavers.

21:37

So uh in addition to the other things, um that came back into the project, which I was very pleased about.

21:45

And the papers are a much nicer touch.

21:47

I agree.

21:47

Yeah, much nicer.

21:49

And uh we will be on site Friday.

21:51

Uh we myself and uh Ivan Valentic of GPD uh we'll be on site at Rail Park as we'll since the weather's breaking, we'll we'll get rolling on that project again.

22:02

But those are the highlights.

22:03

If y'all have any questions, I'm happy to answer those.

22:06

And I'll just mention under community events.

22:08

We mentioned the battle of the slice.

22:10

Um I asked as I came in if anybody was able to make it.

22:12

I know Dan, you were there.

Green Parks and Recreation Board Meeting - March 4, 2026

The Green Parks and Recreation Board met on March 4, 2026, to discuss park improvements, community events, the Southgate Farm annual report, a master plan review, proposed charter changes, and a tree planting initiative for the nation's 250th anniversary. The meeting began with approval of the previous month's minutes and updates from staff on various park projects.

Consent Calendar

  • Approval of Minutes: The board unanimously approved the minutes from the February 4, 2026 meeting after a correction was noted and made.

Discussion Items

  • Service Parks & Recreation Updates: Staff provided highlights including an inclusive playground design at Collective Park with community input planned; Clackner Park improvements (accessible walkways, shade structures, dugouts, fencing) at 95% concept completion, bidding expected in April; Creek Bomb Park restroom building confirmed for completion on March 22, with power extended by Ohio Edison and utility hookups pending; Central Park shade structure project delayed to 2027 due to pursuit of state capital grant funding; and Rail Park construction resuming with a site visit scheduled for Friday.
  • Community Events: The 'Battle of the Slice' event grossed $14,000. The facility layout (cafeteria and gym) for larger events was praised. New memberships were acquired at the core.
  • Core Facility: An application for 'Renew Active' (similar to Silver Sneakers) was submitted after law department approval. Staff emphasized the importance of insurance-based revenue which pays a few dollars per visit.
  • Restroom Opening Schedule: Park restrooms will open by April 1, with some opening early due to sports activities. The bus garage restroom project remains on schedule for late spring/early summer; portable toilets will be available until then.
  • Tree Commission and Award: The city received another Tree City USA award and a Growth Award. Applications for the tree commission close this week; three or four applicants so far.
  • Southgate Farm Annual Report: Board member Dan presented the farm's seventh-year report, noting optimism, a new college-student assistant, ongoing fence upgrades (animals often bypass fences), and efforts to include the community. Capacity for events at the barn is about 47 people without major renovations. Dan suggested potential beer or wine tasting collaboration with Twisted Olive and Wilderfest. He also reported that farm operators feel current dog leash signage is adequate but enforcement remains an issue. Staff followed up, noting a recent complaint and plans to re-educate the public about dog rules, including distributing brochures and referencing new state law 'Avery's Law' which expands vicious dog laws and allows for immediate seizure and euthanasia. Staff will review whether city ordinances need updating. Discussion also covered vehicles at the farm: the Mount Pleasant gate is used for event access and farm stand pickups (e.g., CSA shares). Staff expressed preference to minimize vehicle traffic near the barn for safety.
  • Master Plan Review: The board agreed to systematically review the 10-year master plan (now at the 5-year mark) at future meetings, with staff providing a park-by-park focus. Staff noted significant progress but also a large amount of remaining work, particularly regarding shade and ADA accessibility.
  • Proposed Charter Changes: The board discussed proposed amendments to the parks and recreation board's powers and duties. One member suggested the last two proposed clauses are redundant. Another expressed concern about a proposed change allowing up to 30% of capital funds to be used for operating expenses (currently 15% for programming only). Staff noted that the city has many assets to maintain and needs some flexibility, but board members worried about reducing capital funding while the core facility requires $750,000 annually from that fund. The board will share their comments with the mayor and charter commission.
  • Tree Planting for 250th Anniversary: To celebrate the United States' 250th anniversary, the city is a heritage community and will plant 25 trees (including oak and buckeye) along the walking path behind Veterans Park for Arbor Day. Individuals, families, or organizations can sponsor a tree for $250, with a commemorative plaque for all donors invited to Arbor Day. Staff are ordering trees regardless but hope for sponsorships. A board member suggested her class might sponsor at least one tree.

Key Outcomes

  • Inclusive Playground Design: A meeting with parents of children with disabilities and the playground supplier will be scheduled.
  • Clackner Park Bidding: Construction plans to move forward; bidding expected in April.
  • Creek Bomb Restroom: Completion confirmed for March 22, with functionality expected in early April.
  • Central Park Shade Delayed to 2027: Grant proposal for state capital funding to be submitted.
  • Dog Leash Education: Staff will distribute brochures and may coordinate with sheriff's office regarding Avery's Law enforcement.
  • Charter Review Comments: Board members will provide written comments to staff; staff will forward to mayor and charter commission. Staff will share meeting schedule.
  • Tree Planting Sponsorships: The city is seeking 25 sponsors at $250 each for oak and buckeye trees at Veterans Park. A commemorative plaque and Arbor Day invitation will be provided.

Next Steps

  • Staff to compile board feedback on charter changes and send to charter commission.
  • Board to attend charter review meetings (board member to forward schedule).
  • Master plan review to be integrated into upcoming meetings.
