Green City Council Committee Meeting Summary - March 10, 2026

The Green City Council held its committee meetings on Tuesday, March 10, 2026, from 5:01 PM to 5:59 PM in Council Chambers. Council President Justin Speight presided. All committee meetings were held sequentially, covering legislation related to finance, public safety, planning, utilities, and intergovernmental affairs. Key actions included advancing a resolution for engineering contracts, approving a liquor license transfer, discussing the Chick-fil-A right-of-way dedication, and moving forward with joining NOPEC's electric aggregation program.

Consent Calendar

  • Approval of Minutes (TMP-5268): Unanimously approved (6-0, with Council Member DeVitis absent) the February 24, 2026 Committee Meeting Minutes via motion by Gerard Neugebauer, seconded by Jeff Noble.

Public Comments & Testimony

  • No public comments were made during the committee meetings. Public hearings for the rezoning (2026-03) and NOPEC ordinances were scheduled separately (the rezoning hearing was held later that evening during the regular meeting; NOPEC hearings had been held on February 24, 2026).

Discussion Items

Finance Committee (Chair Chris Humphrey)

  • 2026-R03 (Third Reading): A resolution authorizing contracts with 16 engineering, construction management, and testing companies for a three-year term (January 1, 2026 – December 31, 2028). Council Members Neugebauer and Noble recused themselves due to conflicts of interest (their employers are listed). Humphrey noted this follows the state's quality-based selection process. The committee moved to adopt at the regular meeting.
  • 2026-R06A (Second Reading, Amended): A resolution modifying appropriations totaling $139,250 across several funds. Finance Director Shelley Goodrich detailed:
    • General Fund: $24,500 (including $2,000 for utility/asset repairs and $22,500 for a valve replacement at the Central Administration Building).
    • Parks and Recreation Fund: $40,750 (for retirement leave payout, credit card fees at The Core – underbudgeted initially at $2,000, now requesting $13,750 more; and supplies at The Core).
    • Parks Capital Projects Reserve Fund: $26,000 for a replacement Hustler MDV utility vehicle.
    • Park improvements at Kriegbaum Park: $30,000 (previously budgeted for 2025 but not encumbered).
    • Revolving Health Care Agency Fund: increase for COBRA payments (no city funds). Council Member Neugebauer commented that the administration has tightened budgeting, making quarterly adjustments necessary. The committee requested time at the regular meeting.

Environment and Parks Committee (Chair Gerard Neugebauer)

  • No legislation; committee did not meet.

Public Safety Committee (Chair Clark DeVitis absent, Chris Humphrey presiding)

  • Liquor License Transfer TMP-5267: Belgrade Gardens South Inc. transfer of D-2, D-3, D-1 licenses to ADIVANISHI LLC at 3476 Massillon Road. The Summit County Sheriff's Department reported no concerns. Discussion centered on the license being transferred without an active business; it will be held until a business opens. The committee voted to not hold a hearing at the regular meeting.
  • Regroup Emergency Alert System Update: Communications Manager Valerie Wolford reported over 10,000 residents enrolled, including 5,600 cell phones. A recent promotion resulted in 1,400 new or resubscribed users. The system is promoted via the city website (greenohio.org/alerts).

Planning, Community and Economic Development Committee (Chair Jeff Noble)

  • 2026-03 (Third Reading): Rezoning 2.76 acres at 988 E. Turkeyfoot Lake Road from R-1 (Single Family Residential) to B-1 (General Business). A public hearing was scheduled for the regular meeting; discussion was deferred.
  • 2026-R09 (First Reading – Passage Requested): Approval of a right-of-way dedication plat for the Chick-fil-A project at Arlington Ridge (South Arlington Road / Arlington Ridge). Planning Director Wiethe explained the need for an additional 6 feet of right-of-way to construct an extra lane. Key points:
    • The existing stop sign for inbound traffic has been removed to improve flow.
    • Signal timing will be modified.
    • Chick-fil-A hopes to open in fall 2026.
    • Performance security (bond) has been provided. Council Members expressed concerns about traffic stacking, left turns from Jarvis Road, and impacts on other businesses. Council Member Meager suggested closing off the straight lane into the Target parking lot to improve flow. Director Wiethe noted ongoing discussions with Target about parking lot modifications. The committee supported first reading passage and will move at the regular meeting.

Rules and Personnel Committee (Chair Justin Speight)

  • No legislation; committee did not meet.

Transportation, Connectivity and Storm Water Committee (Chair Christopher Meager)

  • No legislation. City Engineer Pickett reported that tree clearing has started (must be completed by end of March) and AT&T has begun moving underground utilities in preparation for Arlington Road construction. Bids for the project are due by the end of March.

Intergovernmental & Utilities Committee (Chair Richard Brandenburg)

  • 2026-R04 (Third Reading): Resolution approving an agreement with the Summit County Public Defender's Office for legal services to indigent defendants. The rate is $50.60 per closed case (down from $50.60 in 2025? Actually the transcript says "down from $50.60 per closed case in 2025" but the state pays $250 for representation; the city's portion is the difference). The committee moved to adopt.
  • 2026-04 and 2026-05 (Third Readings): Ordinances to join NOPEC's electric aggregation program. Brandenburg noted that two public hearings were held on February 24, 2026, and NOPEC provided the lowest bid: 9.48 cents/kWh for June 1, 2026 – May 31, 2027, lower than the current rate of 9.669 cents/kWh with Dynergy. The program is opt-out, meaning residents need take no action to receive the lower rate. The committee moved to adopt both ordinances.
  • 2026-R08 (Second Reading): Resolution to accept NOPEC's 2026 Energized Community Grant of $20,462. Service Director Carr explained past uses: two EV chargers, two leased electric vehicles, HVAC upgrades, and recently the new street tree program. Grant funds must be used for energy-related or environmentally sound projects within three years. The committee supported second reading passage and will move to adopt.

Key Outcomes

  • Approved: Minutes (unanimous).
