The Planning and Zoning Commission of the City of Green held its regular meeting on Wednesday, March 18, 2026, at 6:00 PM in Council Chambers. The commission reviewed three business items: a signage request for the Portage Lakes Boat Club, a final plat for Stoney Creek Phase 5 (27 lots), and a dedication plat for Southwood Drive Phase 2. All items received favorable votes. The commission also approved the minutes from the February 18 meeting and received reports on upcoming meetings and an appeal.
26-08 Portage Lakes Boat Club ID Sign
Michelle Miller, representing Akers Signs, presented a proposed non-illuminated identification sign for the Portage Lakes Boat Club at 3910 S. Main Street. The sign consists of three poles with fax-treated wood pilings, an aluminum cabinet, and solar rope lighting. Staff reported that the sign meets code requirements for size, height, setbacks, and external downward lighting, and that the Design Review Board recommended approval. Staff recommended approval subject to staking the location before installation to verify setbacks. During discussion, Commissioner Birch questioned the size of the address number (3910) and suggested it be larger and placed vertically on the pole. The applicant agreed to use reflective vinyl and increase the size. A motion was made to approve the sign with the conditions that the location be staked and that the address be placed vertically and enlarged. The motion passed unanimously (5-0).
26-10 Stoney Creek Phase 5 Final Plat
Jeremy Rosen from FLG Stoney Creek LLC presented the final plat for the fifth and final phase of Stoney Creek, consisting of 27 single-family lots on R-1 zoned land. He noted that the previous phase (Phase 4, 31 lots) has only four lots remaining unsold. Construction is targeted to begin in summer 2026. Staff found the plan compliant with the land development code, including lot sizes, frontage, setbacks, and public water/sewer. The road layout extends Timber Creek Circle with a new north-south segment to be named Shady Creek Drive (name change made in updated plans). Staff recommended favorable recommendation to City Council subject to the street name change and submission of a performance bond. Commissioner questions clarified the need for a new developer’s agreement and the timing of the bond (required before first reading at council). The total number of new homes to be added by FLG is 67, including model home and previously purchased lots. The commission voted unanimously to recommend approval to City Council pending receipt of the performance bond.
26-12 Southwood Drive Phase 2 Dedication Plat
A representative from the City of Green Planning Department (unidentified in transcript) presented the dedication plat for Phase 2 of Southwood Drive. Phase 1 extended the road from Arlington Road to the east property line of Spring Hill apartments. Phase 2 will construct approximately 785 feet of roadway between Tabbs Drive and Jacobs Lane, completing a connection from Forest Lake to the Akron Canton Business Park and providing an alternate route for industrial traffic from Tabbs Drive, reducing reliance on Butler Road. The city acquired land north of the road from about four property owners over two years. The road will be a city-maintained public roadway. Construction may run simultaneously with Arlington Road improvements (expected two seasons). The commission voted unanimously to recommend approval to City Council to accept the dedication plat.

Okay, thank you. All right, we'll start with our business items. Item 26-08, the Portage Lakes Boat Club sign, ID sign, please. Would a representative for the project please come up? State your name and address for the record, please, when you come up. Thank you. My name's Michelle Miller. My address is 3328 Charlene Avenue, Southwest Canton, Ohio. And I am here for the Porter's Lakes boat. Sign. Um so basically what we're doing is so there's gonna be three poles that are three-inch schedule 40, and then we are gonna have fax-treated wood pilings that go on the outside of them. There'll be cutouts where we attach angle and we weld to the actual pole itself. The cabinet will be what we call a shoebox. It'll be illuminated, or won't, I'm sorry, it won't be illuminated, it'll be aluminum. And then we have these internal solar lights that are weather grade for outside, and then the rope that we're using that'll be attached with adhesive and screwed in. Okay, thank you. Are there any uh commissioners' questions? Or we'll go staff report. Sorry, staff request. Could you put your drawing back up? Yes right there. Thank you. That way, sign up. Staff report, please. Thank you. Thank you, madam chair.
