We have an item on first reading that we're going to cover because the administration has requested second reading passage on this.

1:02

This is 2026 R18, a resolution authorizing the closure of the City of Green's depository account with PNC Bank National Association and declaring an emergency.

1:21

Yes, thank you very much.

1:23

Currently the city has accounts at Consumers Bank, Huntington Bank, PNC Bank, Star Ohio, and then we have investments with UBS and MBS.

1:34

So this PNC bank account is one that when I came on board was we had a couple million sitting in that bank account.

1:47

Star Ohio is provided by the Ohio State Treasurer's Office.

1:52

There are no no direct fees to us for using Star Ohio, and we um get a much better interest rate through Star Ohio.

2:01

It's the funds are also very liquid, so I can do a request today and the funds will be in our bank account tomorrow.

2:09

So I did make the decision to move funds from PNC over to Star Ohio when I started.

2:15

So we have just been you know monitoring the PNC bank account.

2:20

As you can see, I moved other funds out of there from what I provided to you guys.

2:26

Um but we are paying a lot of fees for that bank account.

2:29

I don't know.

2:30

Um I don't think that there is a need for that bank account.

2:33

Uh we don't really have much of a relationship with a banker at PNC.

2:37

And so I think to save the fees and for ease of use, that you know, I would like to close this account.

2:44

This account was being used for some electronic deposits for our income tax department.

Green Ohio City Council Committee Meetings - April 14, 2026

The City of Green held its Committee Meetings on April 14, 2026, starting at 5:01 p.m. local time (note: the provided timestamp indicates 10:15 UTC, but the minutes and transcript confirm a 5:00 p.m. call to order; this discrepancy is acknowledged). The meeting covered multiple committees reviewing legislation, receiving annual updates, and discussing infrastructure projects. All votes are to be formalized at the subsequent regular council meeting.

Consent Calendar

  • Approval of the March 24, 2026 Committee Meeting Minutes (TMP-5305) – approved unanimously (7-0).

Discussion Items

Finance Committee:

  • 2026-R18 – Closure of PNC Bank Depository Account: Finance Director Goodrich explained that the PNC account incurred higher fees ($19,784 in fees over two years) compared to other accounts (Huntington $13,880.53) and offered lower interest (1.36% vs. Star Ohio's 3.79%). The account is no longer needed; funds have been moved. Committee supported first reading passage (not the requested second reading) to close the account by end of April to save additional fees.

Environment and Parks Committee:

  • Raintree Golf & Event Center Annual Update: Nick Bednar (Troon) presented 2025 financials: 42,390 rounds hosted (budget 41,300); revenues exceeded budget by $15,000; net operating income (EBITDA) reached $335,000, up $105,000 from 2024. Outing sales ~$400,000; banquet revenue nearly $500,000 (up $50,000+); grill revenue $290,000 (up from $250,000). Player development programs grew, with $23,000 in lessons. Future plans include dynamic pricing (up to 15% increase during peak times), continued reinvestment, and creating an interest-bearing account for large capital needs (e.g., irrigation system, estimated $1-2 million). Discussion on resident discounts: currently a 10% discount for CORE members (Monday-Thursday or Friday). Council encouraged exploring community days or other givebacks. The City has paid off the acquisition bonds; the golf course is now free and clear.

Public Safety Committee:

  • 2026-R15 – Opioid Settlement with Six Remnant Defendants: The resolution authorizes participation in a $97 million class-action settlement. Green's estimated share is approximately $9,000, to be deposited into the opioid settlement fund. The May 4 opt-in deadline necessitated a second reading passage request. Law Director Dean noted that additional settlements may continue for years. Committee supported second reading passage unanimously.

Planning, Community and Economic Development Committee:

  • 2026-06A – Adoption of Updated Fee Schedules (Third Reading): The ordinance consolidates and updates planning, zoning, and right-of-way fees, many of which had not been changed in years. Following council concerns at the previous meeting, the administration amended the proposed fee schedule (changes shown in red). Key change: the dumpster permit fee was reduced from a proposed $100 back to the current $50 after council discussion (Councilmember Humphrey and others expressed concern about the impact on residents). Other fees were adjusted to be more homeowner-friendly. The committee agreed to move forward with the amended version.
  • 2026-R14 – Green Vision Care MEDG Grant (Second Reading): The applicant withdrew the request as the business opportunity fell through. The item was withdrawn.

Transportation, Connectivity and Storm Water Committee:

  • 2026-R10 – BWC Safety Grant for Dump Truck Vibrators: The Ohio Bureau of Workers' Compensation awarded a grant of $2,475 (with a city match of $825) to install vibrators on two smaller dump trucks. The equipment aims to prevent injuries like the one that occurred last summer (an employee lost part of a finger). Funds already received; committee supported second reading passage.
  • 2026-R11 – 2026 Pavement Markings Contract: Awarded to Aero-Mark Company LLC – base bid of $210,606.73 (engineer's estimate $267,000) plus alternate bid. Committee supported second reading passage.
  • 2026-R12 – 2026 Resurfacing Contract: Awarded to Barbicas Construction Co., Inc. – base bid $686,754.75 (engineer's estimate $1,035,057.75) plus alternates. The project covers Hyde Park Ph 1, Spade Rd, Kungle Heights, and Hoover Lake. Councilmember Humphrey requested a breakdown of road maintenance funding, a map of resurfacing areas, and pavement condition scoring reports. City Engineer Pickett stated that maintaining pavement conditions would require about $3 million per year, but the current budget is around $1 million. Committee supported second reading passage.
  • Arlington Rd Corridor Update: Engineer Pickett reported that utility relocations (Enbridge gas, AT&T) will begin soon.

Key Outcomes

  • Approval of Minutes: Unanimous (7-0).
  • 2026-R18 (PNC Account Closure): Committee recommended first reading passage (not second reading as requested).
  • 2026-R15 (Opioid Settlement): Committee recommended second reading passage.
  • 2026-06A (Fee Schedules): Committee will recommend adoption with the amendment to keep the dumpster fee at $50.
  • 2026-R14 (Green Vision Care): Withdrawn by applicant.
  • 2026-R10 (BWC Grant): Committee recommended second reading passage.
  • 2026-R11 (Pavement Markings): Committee recommended second reading passage.
  • 2026-R12 (Resurfacing): Committee recommended second reading passage, with a request for additional road funding details and a map for future meetings.
  • Raintree Golf Update: No formal vote; the presentation was informational. Plans to establish an interest-bearing account for future capital needs were supported.

All committee recommendations will be presented for formal votes at the regular City Council meeting.
