Summary of Proceedings

Green City Council Meeting – April 14, 2026

The Green City Council met on Tuesday, April 14, 2026, at 7:00 p.m. in the Council Chambers at 1755 Town Park Blvd. All seven council members were present (Brandenburg, DeVitis, Meager, Noble, Neugebauer, Speight, and Humphrey). President Justin Speight presided. Council approved minutes, heard public testimony about neighborhood road conditions, considered first-reading legislation, accepted committee reports, and adopted several resolutions and an ordinance before adjourning at 7:41 p.m.

Consent Calendar

  • Approved the March 24, 2026 Council Meeting Minutes by a 7-0 vote.

Public Comments & Testimony

  • Pat Carleski (3878 Greenfield Road) thanked Station 1 paramedics for arriving quickly and treating her kindly after a fall, praising the Fire Department.
  • Sharon Aten (2648 Watervale Drive) said asphalt separations up to 2 to 2.5 inches wide appeared after the allotment was built, blamed an inferior road installation by the developer, noted six school buses use the road daily, and asked the city to fix the road this summer. She also expressed concern that the city is losing sight of citizens.
  • Deborah Hosterman (2534 Serenity Lane) said repeated chip-and-seal and patch work washes out, her handicapped husband cannot safely reach the mailbox, and she asked for a real assessment and a real fix.
  • Ron Brandt (2681 Watervale Drive) supported the other residents, noting about 31 homes and less than one mile of road are in need of repair.
  • Kathy Johnson (2730 Watervale Drive) said there are eight bus trips up and down the road, that she was told six years ago the road was three years out, and that the neighborhood was again told it is not on this year's paving list. She asked why the city cannot fix it.
  • John Salmon (2664 Watervale Drive) called the roads horrible, difficult to walk on, and unsafe for children, and said engineering promised a road study last year but nothing has been heard since. He said the neighborhood seems forgotten because it is on the city's border.
  • Councilman Chris Humphrey acknowledged he had met with some residents and seen the roads in person. He said engineering indicated the problem goes down to the road base and requires a major fix. He commended the residents for showing up and said the city needs to get to work, but made no promises because this year's road program is already set.

Correspondence

  • Received and filed: Historic Preservation Commission minutes from October 23, 2025, the Planning Department's March 2026 Monthly Financial Summary, and Charter Review Commission minutes from March 23, 2026.

New Legislation – First Reading

  • 2026-R16: Resolution approving the Southwood Drive Phase 2 dedication plat; referred to the Planning and Economic Development Committee.
  • 2026-R17: Resolution awarding the Arlington Road Corridor Improvements Project (SUM 15-3.55) contract to Xtreme Elements, LLC; referred to the Transportation, Connectivity and Storm Water Committee.

  • 2026-R18: Resolution authorizing closure of the city's depository account with PNC Bank. Councilman Humphrey cited account fees, lower interest, and administrative inefficiency as reasons, noting STAR Ohio deposits yield 3.79% versus 1.36% at PNC. Council suspended committee deliberations, bypassed the three-reading rule, and adopted the resolution 7-0.

Committee Reports and Actions

  • Finance: Met; the only item was 2026-R18.
  • Environment & Parks: Heard Nick Bednar of Troon Golf report on Raintree Golf & Event Center. He said golf is the largest growing sport in the U.S. since 2019, new women golfers outpace new men golfers by six to one, and Raintree had 2025 net operating profit of $335,422 on 42,390 rounds; profits are used for course improvements and future capital improvements.
  • Public Safety: Councilman DeVitis presented 2026-R15, authorizing participation in the 2026 opioid direct settlement with six remnant defendants. He said the city's expected share is approximately 0.08% of about $97 million, just shy of $10,000, with a May 4 deadline, and that funds will go to the opioid settlement fund for training, scholarships, equipment, and mental health awareness. Council bypassed the three-reading rule and adopted the resolution 7-0.
  • Planning, Community & Economic Development:
    • 2026-06A (third reading): Ordinance adopting Planning Department, Zoning Division, and Right-of-Way fee schedules. Council amended Exhibit A to retain the temporary uses/dumpster fee at $50 instead of the proposed $100, then adopted the ordinance as amended 7-0.
