0:45

Okay.

0:48

Under procedural review, procedure review.

0:50

I just wanted to talk briefly of what hopefully we're going to get accomplished tonight.

0:57

We're going to go through each of the recommendations that we've brought forward since our we commenced on the review.

1:10

My ask is that we will go through those that I I view will probably be the easiest to go through.

1:17

And if there's any discussion, and then we will call a vote if we want to advance them for a charter amendment or not.

1:25

And then I'll keep the three uh larger ones, which would be the parks budget, uh law director and the competit bidding, we'll keep those to the tail end, and we will try to work through those.

1:40

Um if we get long, um, some of these maybe we'll just pause and see to maybe take a vote to see where we are with it.

1:49

But the hopes would be that we end tonight with those things.

1:53

We're gonna recommend as charter amendments.

1:56

We take the remainder of the week on to brush those up, and then we would pass those over to Lisa, and then our next meeting.

2:04

Um the hopes would be those things that we decided no this evening.

2:11

We would then decide of those what would go on the non-substantive list, would go on to this new recommendations for mayor and council, or no action needed.

2:23

And there's several I think that kind of fall in that category after a lot of research and debate.

2:29

I don't know if there's any a way to move them forward.

2:32

And the only thing I would ask is that on these there's modernization, which I think are several of them, and anything where there's a uh a defined need that's been brought forward either by this uh commission, by the administration, council, um, those are important.

2:50

If there's we have some of these that there just is not been any issue, nothing over the last seven years.

2:57

We don't have a better way to define it, then I would ask that we uh let that go because I think we really want to end up one protecting, which I think at this point is the largest one we have is the parks budget that's got a um uh a really defined need, and then some of the other ones will go through them.

3:18

Uh Rob, I appreciate um all that you sent forward.

3:23

Um reminds me of my old days in corporate or had to read lots of documents, but I appreciate all that you did for us.

3:30

So with that, um let's uh we've got the approval of minutes.

3:35

Um I know Betty, you have some.

3:39

No, we're good.

3:40

I think uh we corrected them.

3:42

I can move to uh approve them.

3:45

Second, second okay, Miss Conan?

3:52

Yes, Miss Coral, yes, Mr.

3:53

Dufferin.

3:54

Yes, Mr.

3:55

Knapp?

3:55

Yes, Miss Yanko, yes, okay, motion case um correspondence.

4:04

I know we got something from you, Lisa, um, in terms of of term limits and or um talking about I think uh competitive bidding, which will come up this evening, and when we get to those sections, um we didn't have any other correspondence, correct?

4:22

Okay, so if you we'll start through these, and when I said there's a few of them I'll just kit, we'll put to the back, but let's go through and again if there's not a lot of debate or somebody, and I think there was one in there.

4:37

I think we've already kind of kicked around and thought there was a no-go, but I just want to try to move as quickly as we can to make sure we reserve time to talk about those things that need more discussion.

5:00

The first one is uh Article 2, which is form of government, which I did I didn't know and learned something, but I went out and did a lot of research and um the adding strong to mayor council and a lot of the research I did that was actually uh there in there and an important part of uh discerning between different city structures.

5:16

So um anybody have any thoughts on that uh I would propose that we move this forward as an item that council can consider I would agree.

5:30

Do you want to take a vote?

5:32

No end of discussion if we want to put that on our recommended list.

5:37

I'm good with the proposed I wouldn't think they would have to you would have to make a motion to accept it, second and have a vote.

5:45

And your recommendation is to just give it to council, not as a uh actual amendment for the ballot rate just as a ballot amendment.

5:55

Okay, yes, then we need you to vote.

5:57

Yes, for to go to the council perfect ballot.

6:01

Yep.

City of Green Charter Review Commission Meeting Summary - May 4, 2026

The Charter Review Commission met on Monday, May 4, 2026, at approximately 5:54 PM (the agenda listed 5:30 PM but the actual start time was 5:54 PM as noted in the transcript). The meeting was held in the City of Green Council Chambers. Commissioners reviewed and voted on a series of proposed charter amendments, including changes to the form of government, public notice procedures, and parks board language. Major discussions centered on the mayor's temporary absence, parks budget allocation, and income tax revenue distribution. Several items were advanced as charter amendments, others were tabled or placed on a non-substantive recommendations list.

Consent Calendar

  • Approval of Minutes: The minutes from the April 21, 2026 meeting were unanimously approved.

Public Comments & Testimony

  • No public comments were made during the meeting.

Discussion Items

  • Temporary Absence of Mayor (Section 3.4a): The Commission debated whether to clarify the mayor's temporary absence language. Concerns were raised about the current phrase "temporarily absent from the city" being ambiguous and potentially implying the mayor is no longer mayor if outside the city. After lengthy discussion, the Commission decided not to propose a charter amendment but to include a recommendation for City Council to consider future clarification.
  • Parks Board Language (Item 15): The Commission reviewed proposed redline changes to the parks board section (7.4B) following a lawsuit over open meetings. The debate focused on changing "shall" to "may" to avoid future legal exposure. A motion to accept the redline changes passed 4-0-1 (Commissioner Dufferin abstained, arguing the entire parks board section should be removed from the charter).
  • Income Tax Allocation / Parks Budget (Item 16): A major discussion debated three options: (1) leave the 7% income tax allocation for parks unchanged; (2) eliminate all specific allocation, allowing full discretion; or (3) modify the current 15% operational use limit to 40% (the administration's proposal). The Mayor argued the 40% option provides necessary flexibility for parks operations and relieves pressure on the general fund for roads, while still maintaining a commitment to parks capital. Commissioner Dufferin presented data showing a 480% increase in general fund transfers to parks from 2015 to 2026. No vote was taken; the item was tabled to obtain the correct language before final consideration.
  • Competitive Bidding and Law Director: These items were deferred to later in the meeting but ultimately not reached due to time constraints.

Key Outcomes

  • Article 2 (Form of Government): Motion to add "strong" to "mayor-council" form of government as a charter amendment passed 4-1 (Commissioner Dufferin opposed).
  • Mayor Term Limits (after 4-year gap): Removed from agenda as not necessary.
  • Public Office Definition (Item 3): No change recommended.
  • Judicial Powers (Item 4A): No change recommended.
  • Law Director Removal (Item 4C): Tabled pending later discussion on law director section.
  • Special Meeting Notice (Item 9): Motion to add email with read receipt and delete "leaving a copy at place of residence" passed unanimously (5-0).
  • Committee Deliberation (Item 10): Placed on non-substantive recommendations list.
  • Publication Notice Modernization (Item 11): Motion to allow electronic equivalent when newspaper is only electronic passed unanimously.
  • Economic Development Assessment (Item 13): No charter change; placed on recommendations list.
  • Emergency Language for Mayor (Item 14): Stricken from consideration; referred to job description review.
  • Parks Board Changes (Item 15): Motion to accept redline language (changing "shall" to "may" in certain duties) passed 4-0-1 (Commissioner Dufferin abstained).
  • Income Tax Exemption (Item 17): Placed on non-substantive list.
  • Charter Review Period (Item 18): Motion to change review period from 7 to 5 years passed unanimously.
  • Public Notice Modernization (Item 19): Motion to allow electronic/online equivalent passed unanimously.
  • Income Tax Revenue Allocation (Item 16): Tabled to next meeting pending language clarification; no vote.
  • Adjournment: Motion to adjourn passed unanimously at 8:15 PM (approximate).

Note: The meeting agenda listed a start time of 5:30 PM, but the transcript indicates the actual start at 5:54 PM. Most votes were recorded with roll call; Commissioner Dufferin voted "no" on Article 2 and abstained on Item 15.
