We could arm wrestle, I suppose.

17:28

Right.

17:29

Good evening.

17:30

Um, I would like to call to order the June third, twenty twenty six Parks and Rec board meeting.

17:35

Please stand for the Pledge of Allegiance.

17:41

Pledge allegiance to the flag, the United States of America.

17:48

One nation under God, individual liberty and justice for all.

18:04

Jennifer Foster here.

18:06

Michael Griggs.

18:08

Chrissy had to work late.

18:10

Um, Sean had to work late, and Dan Pollock is out of town.

18:17

Um, we have the minutes from May in front of us, but since we don't have a quorum, um, we will table that until the August meeting.

18:28

Um, do we have any citizen comments?

18:34

None.

18:34

Okay.

18:38

Oh, okay.

18:41

Okay.

18:49

Sure.

18:50

Um, thank you, guys.

18:51

In the in the report, I did uh talk about Mike's resignation.

18:56

Um, no hard feelings.

18:57

He took a new position at North Canton.

19:00

Um, it's actually very similar to what he was doing here.

19:03

Um, if you don't know a whole lot about North Canton, my understanding from what Mike has told me, there was a forty-five year employee that was handling parks in the water department.

19:14

He retired.

19:15

So now they're splitting the water and parks department.

19:18

So Mike will be handling um kind of building the parks department up similar to what he did here in green.

19:26

So um, we're happy for him.

19:27

We wish him well.

19:29

Um I wanted you to have his official letter just so that you had that.

19:34

Uh, we are evaluating his position um right now.

19:38

I don't know quite where we're heading with it.

19:41

Obviously, a lot has changed over the years.

19:43

I'm gonna talk about the charter commission a little bit here tonight.

19:47

Um we don't have any really big projects on the horizon.

19:52

Like we've caught talked about a little bit how we're moving a little bit more into some maintenance mode.

19:57

So we're we're gonna be just looking at everything in general.

20:01

My staff has changed a lot actually.

20:03

Um last month or two months ago, maybe I told you Scott Robbins retired, so Brian Klinger has been put put in that position.

20:11

Um he's actually doing really well.

20:13

Um I'm going to have a new highway supervisor pretty soon because Jerry Britton retires at the end of this month.

20:20

Um, so there's just a lot of changes.

20:23

Uh we're looking at some changes here internally at City Hall that I I can't really talk about quite yet.

20:29

Um, but I I think we're we're just putting it all in a blender and we're gonna review everything.

20:34

So um I do think I will say this though, over the years, I do think Mike's Mike's role changed, but I do think it was an important role, especially as we were getting the master plan kicked off.

20:46

I think the good thing is we're on a good path.

20:49

Um, and so we have some of that rolling already, and um we're gonna figure it out, and it's all good.

20:55

And as you all know, there is a lot of money going towards the core right now, so that's gonna limit on some of the things we do anyway.

21:02

So I think we'll be fine, whatever the decision is.

21:05

But if you have any questions later on that, please let me know.

21:08

Um, in terms of just our other things going on, um, Kleckner.

21:14

We're just in a little bit of a holding pattern on there.

21:17

The pavilion and the playground is moving forward.

21:20

We're trying to figure out the concrete work out there.

21:23

It's a the the price for the estimate came back a little high.

21:26

So we're re-looking at that because we we'd still like to get all that done this year, but we got to reevaluate that based on the price.

21:33

Um, but collecting a restroom is um scheduled to be opened in August.

21:37

Uh we get closer to the time.

21:39

I know we won't meet in July.

21:40

I don't know, depending I don't know about August if the first part of August, it might be a September meeting, maybe we'll talk about or later in the fall.

Green Parks and Recreation Board Meeting – June 3, 2026

The Parks and Recreation Board met on June 3, 2026, at 10:45 AM. Due to the absence of a quorum (members present: Jennifer Foster and Michael Griggs; absent: Chrissy, Sean, and Dan Pollock), the board tabled the approval of the May minutes and took no official votes. The meeting focused on staff resignations, park maintenance issues, vandalism, and a proposal to reduce meeting frequency.

Public Comments & Testimony

  • John (user group representative) expressed frustration about unauthorized use of Spring Hill fields by an adult Hispanic group on Sundays. He noted that his group voluntarily cancels practices on wet fields to prevent damage, but the unauthorized group plays regardless, causing damage. He stated, "It's just the judgment's not there." He also reported that a sheriff's call was made the day after his email was sent, and a kid riding an ATV was found on the field.

Discussion Items

  • Director's Report (Vicky)
    • Staff Changes: Mike resigned to take a similar position at North Canton. The department is evaluating his role; staff changes include Brian Klinger promoted to replace retired Scott Robbins, and Highway Supervisor Jerry Britton retiring at end of June. Internal City Hall changes are pending.
    • Project Updates: Kleckner restroom is scheduled to open in August; the pavilion and playground are moving forward but concrete estimates came back high, requiring reevaluation. Cleek Bomb restroom officially opened on June 3 after delays and lessons learned; much work was done in-house.
    • Vandalism and Field Misuse: A rogue driver damaged the Butler Park basketball court, requiring a $30,000 repair; the driver has insurance. The fence will be fixed and the court reopened at own risk with signs. At Spring Hill, unauthorized adult soccer groups are using the permit-only fields on Sundays, causing damage to goal areas. The sheriff has been asked to increase patrols, especially on Sundays. Board member noted that goals are being moved and left in dangerous positions. The board discussed possible solutions like locking goals or using sandbags (cost over $1,000).
    • Charter Review Recommendations: The charter review commission recommended a 60/40 split for park funding and revised language clarifying the board's advisory role. The recommendation will go to City Council and then to voters.
    • Meeting Schedule Proposal: Vicky suggested reducing meetings from monthly to every other month (February, April, June, August, October, December) or quarterly, citing short meetings. The board will discuss and vote at the August meeting. The July meeting was canceled by tradition.
    • Splash Pad and Concession: The splash pad is open from Memorial Day to Labor Day. Kona Ice will operate from the small concession stand to better manage bee issues.
    • Youth Vandalism: Ongoing issues with middle-school aged children causing damage, using foul language, and climbing on structures. The sheriff's SROs patrol in summer, and cameras help identify offenders. The board discussed the need for parental responsibility; the city prosecutes juveniles.
  • Board Member Requests: A member requested updated capital improvement spreadsheets and a baseball/softball field inventory with a column indicating which fields have lighting, to help plan for replacing fields lost to school construction and the potential closure of the sports complex.

Key Outcomes

  • No votes were taken due to lack of quorum.
  • Minutes tabled to the August meeting.
  • July meeting canceled (by tradition, no formal vote needed).
  • Charter review recommendations (60/40 split and advisory language) will be forwarded to City Council; board members encouraged to contact council members.
  • Sheriff patrols to be increased at Butler Park and Spring Hill, especially on Sundays.
  • Director Vicky will email the charter review report to board members.
  • Updated field inventory with year and lighting information will be provided before the August meeting.
  • The board will consider a reduced meeting schedule (every other month or quarterly) at the August meeting.
