Richard Sands, one nation under God, indivisible authority and justice for all.

0:39

The Secretary would call the roll, please.

0:43

Yes.

0:44

Mayor Jurgen.

0:45

Here.

0:46

Mayor Rector?

0:47

Here.

0:48

0:51

If we could have a motion for the approval of the regular meeting minutes for March 19, 2026.

0:57

So moved.

0:59

I'm going to second it.

1:00

Wonderful.

1:02

All those in favor?

1:04

Aye.

1:05

Aye.

1:06

And if I could get a motion to approve the special meeting minutes from April 17, 2026.

1:12

So moved.

1:13

All those in favor?

1:14

Aye.

1:15

Aye.

1:17

Moving to the topics of discussion.

1:21

The first resolution is resolution 2026.

1:32

To provide general legal representation for the COG.

1:37

It's necessary as a government entity to have counsel on hand to help us with general legal questions, procedural matters, and just relative and general legal issues that come up.

1:50

So it's absolutely necessary to have a relationship with an attorney.

2:22

And that has particular value because a lawyer who understands the legal issues, how they're litigated, is good when it look when it comes to looking back and saying preventatively how you avoid legal problems, right?

2:34

Because they he's familiar with how they play out.

2:39

And I'll say as a generally good human being.

3:06

Good.

3:07

Good.

3:08

So if uh let me move to approve the resolution.

3:17

I can pull it back up here.

3:21

Authorizing the South Summit Council of Governments to enter into an agreement with the Cowda Pitchford and Yoder to provide general legal representation.

3:28

I'll note that the um agreement for legal services is attached to an exhibit to this resolution.

3:36

Um the fees are uh reasonable given this nature the nature of this work, uh, and I've already spoken to the qualifications of the candidate.

3:47

So I would like to move to adopt 2026 03.

3:51

Second.

3:56

The clerk would call the roll.

3:58

Mayor Jurgen.

3:59

Yes.

3:59

Mayor Rector.

4:00

Yes.

4:02

Motion is carried.

4:04

Uh the next resolution is 2026.

4:07

A resolution amending the bylaws of the South Summit Council of Governments and adapting the bylaws as amended.

4:13

Uh we had a full meeting back on April 17th that was specifically geared towards talking about amending our bylaws.

4:24

What we did is we went through the entire bylaws to make sure that uh it reflected recent changes in the organization, a definition of roles, new hires such as our assistant and our um treasurer uh to uh make sure that it ref accurately reflected what the organization was doing.

4:42

We also cleaned up language to make it more clear.

4:44

Um we had uh the issue basically passed around to folks uh at the table who all gave their input.

4:55

Um I have read through the amended bylaws as a result of our last meeting, which were put together by our assistant.

5:03

She took all the comments and combined them into one red letter addition.

5:09

Um the only issue that I saw there was one spot in section eight point one that we changed it to executive board in that one area, it should say council.

5:23

So the executive board may vote to abolish it should say the council instead of executive board in 8.1.

5:30

Um that's the only correction I would make.

5:34

Um I don't know, Mayor Rector, if you have any other thoughts.

5:38

I didn't.

5:39

I read through them.

South Summit Council of Governments Regular Meeting – June 26, 2026

The South Summit Council of Governments (SSCOG) held its regular meeting on Friday, June 26, 2026, at 9:00 a.m. at the City of Green Central Administration Building. President Rocco Yeargin (Green) and Vice President Steve Rector (New Franklin) presided. The board unanimously approved minutes from the March 19, 2026 regular meeting and the April 17, 2026 special meeting. Five resolutions were adopted, all with unanimous votes, covering legal representation, amended by‑laws, updated dispatch cost allocations, an unclaimed monies fund, and a cybersecurity policy. The dispatch manager and treasurer reported on operational and financial updates, including a new positive pay bank control and an approved overage on a consultant invoice.

Approval of Minutes

  • Regular Meeting Minutes – March 19, 2026 – Approved unanimously.
  • Special Meeting Minutes – April 17, 2026 – Approved unanimously.

Resolutions Adopted

  • Resolution 2026‑03 – Authorized an agreement with DiCaudo, Pitchford & Yoder LLC for general legal representation. Effective retroactively to April 17, 2026; hourly rates range from $165 (paralegal) to $275 (partner) for 2026.
  • Resolution 2026‑04 – Amended and adopted the SSCOG by‑laws. A correction was made to Section 8.1 to change “executive board” to “council” regarding abolishment. The by‑laws now reflect updated roles (Treasurer, Secretary) and clarified governance.
  • Resolution 2026‑05 – Approved updated dispatch service cost allocation percentages: City of Green 60.38%, City of New Franklin 39.62% (based on call volume, population, and mileage). Effective January 1, 2027, with a biennial review process beginning June 2028.
  • Resolution 2026‑06 – Created an Unclaimed Monies Fund in compliance with Ohio Revised Code § 5705.09(F). Unclaimed money held for five years may then be transferred to the general fund.
  • Resolution 2026‑07 – Directed the President to implement cybersecurity and ransomware protection standards, declaring an emergency. Prohibits ransom payment without Executive Board approval by resolution; adopts a detailed cybersecurity policy aligned with NIST and CIS best practices.

Dispatch Manager’s Report (Leslie Hayman)

  • 911 Government Assistance Fund (GAF): Approximately $50,000 available. Funds will be used for the VESTA phone system (reduced from $4,000/month to $850/month because Summit County is covering three positions), Spectrum internet (increase from $450 to $750/month for 500 Mbps bandwidth), CAD dispatch portion ($16,685.55), new hire EMD training ($880), and possibly recorder/logger costs. A small balance will be retained for future Next Gen 911 needs.
  • Website: Updated and now ADA compliant.
  • Personnel: One full‑time dispatcher position open; two part‑time positions to be filled to prepare for upcoming retirements.
  • LEADS Computers: Two outdated computers need replacement (estimated $2,000 each). Per the Green‑New Franklin agreement, New Franklin is responsible for LEADS computers, but the board agreed New Franklin would purchase them and bill Green via quarterly billing. The board also noted that future contracts with Springfield and Lakemore should include LEADS cost sharing.
  • Bandwidth Upgrade: Dispatch center currently has 50 Mbps; upgrade to 500 Mbps at $750/month recommended by ETC. Cost will be covered by GAF funds.

Treasurer’s Report (Brian Huff)

  • Policy Updates: Several policies were presented for board consideration but deferred to the September meeting pending legal review by Marshall Pitchford. These include:
    • Whistleblower and Fraud Reporting Policy (template from Julian & Grube)
    • Reimbursement of Sales Tax Policy
    • Rewards Points Policy (reflecting new Ohio Ethics Commission opinion)
  • Banking Controls: Huntington Bank account converted to an interest‑bearing account with “positive pay” check and ACH fraud controls. First month interest earned $527.11; fees $127.34; net gain ~$400.
  • Julian & Grube Invoice: Original contract $15,000; final invoice $19,350. Board approved the additional $4,350 with a then‑and‑now certificate.
  • Agreed‑Upon Procedures (AUP) Report: Audit for years ended December 31, 2024 and 2025 by Charles E. Harris & Associates found no exceptions or issues. Next full audit scheduled for 2028 (covering 2026‑2027).
  • Bank Reconciliations: Presented for March, April, and May 2026; all reconciled.

New Business

  • Public Records Commission Meeting: Required by Ohio law; scheduled to take place after the September 3, 2026 regular meeting. The board also noted the need to adopt a new secretary for the Commission.

Key Outcomes

  • All five resolutions (2026‑03 through 2026‑07) adopted unanimously.
  • Additional $4,350 approved for Julian & Grube consulting fees with then‑and‑now certification.
  • New Franklin will purchase two LEADS computers (est. $4,000) and bill Green through quarterly dispatch payments.
  • Bandwidth upgrade to 500 Mbps approved; Spectrum contract to be signed.
  • Policy documents referred to legal counsel; adoption expected at the September 3, 2026 meeting (Thursday, 9:30 a.m.).
  • Public Records Commission meeting set for September 3, 2026.
  • Meeting adjourned; next regular meeting: Thursday, September 3, 2026 at 9:30 a.m. (note: time changed from 9:00 a.m.).
