0:49

Okay, our first and only item on the agenda today is 26-14 Friendly Express Gas Station.

0:55

Would uh representative please come up, state your name and address for the record, and give a summary of your project.

1:04

Hello.

1:05

My name is Joe Persudo.

1:06

I'm the architect of this project.

1:09

Our address for the architectural services is 2850 South Arlington Road, Suite 200 Akron.

1:20

So thank you again for the opportunity to present the project.

1:25

Do a quick overview of uh where we're at and how we got here.

1:30

Um this is at the property of the corner of South Main and 619.

1:38

It's the old right aid that's been closed for a few years now, and uh our clients here have purchased the property and are intending to build a new gas station and convenience store at this location.

1:58

Um this is the site plan uh that was approved uh at the design review board meeting.

2:05

Uh we kind of took a few left and right turns to get here.

2:10

Um there were a number of changes uh that the planning department had requested uh to make this site function a little bit better and uh cleaner, and uh our client was gracious enough to kind of look at all the options and uh make adjustments as needed to satisfy those concerns.

2:31

Um essentially uh the biggest uh item that had changed from the original submittal uh was uh the owner has agreed to demolish the 20-foot of the existing building that faces Turkey Foot to gain additional circulation for the gas pumps and canopy.

2:55

So that bought a great deal of uh additional circulation.

3:01

Um at one point we also had a drive-through window on the west side of the building that was eliminated, uh, therefore kind of eliminating all the stacking spaces and other coordinating circulating spaces around the building.

3:15

Um so the overall intent is to take just over 6,000 square foot of the existing remaining building uh and have that as the convenience store, and then out on the south side between it and Turkey Foot.

3:31

Uh we have six gas pumps, a canopy that measures uh 40 by 94.

3:38

Um, and uh we've provided enough uh parking.

3:43

I think the when we ran the numbers through zoning requirements, we needed uh 20 parking spaces.

3:50

We currently provide 24 at the front of the building.

3:54

Uh there were nine existing spaces in the back.

3:57

We've added uh one additional here as well as eight additional on the north side of the building to accommodate a future tenant space.

4:08

So um I think in total we were required to have 29 parking spaces.

4:13

We ended up with I think 42.

4:17

Um so uh as far as site changes, we are still using the primary existing drives uh both off of Maine and Turkey Foot.

4:28

There's also a main drive to the plaza here on the north side of this building, and an access drive that's shared between uh other tenants in this development.

4:40

Um so all those are being maintained.

4:43

Um we're not encroaching on any other buddy any other property lines.

4:49

Uh we request no variances as part of this project.

4:53

Um, all our setbacks for the uh gas pumps, the canopy, we've met those requirements.

5:06

In fact, again, we're cutting back 20 feet of the building to accommodate some additional circulation.

5:14

We are adding a new monument sign out here at the corner.

5:18

It's roughly in the same location as the original right aid sign that still sits there.

5:25

And I believe we met all those square footage requirements as well.

5:33

We've proceeded with some of our civil drawings.

6:07

So we we've definitely shown that we've got a path through the site.

6:21

So I think there's multiple options there.

6:37

So we made sure we had ample room to turn in and around, especially on the interior pump areas.

6:46

We figured the exterior or the perimeter pumps would have much easier access than the interior.

Planning and Zoning Commission Meeting - July 15, 2026

The City of Green Planning and Zoning Commission met on Wednesday, July 15, 2026, at 6:00 PM in Council Chambers. The primary business was a site plan review for the Friendly Express Gas Station at 4053 S. Main Street. The commission also approved previous meeting minutes and received a council liaison report.

Public Comments & Testimony

  • An email from a previous longtime resident was acknowledged by Commissioner Anderson, expressing concern about the effect on the Bueller store. The sender could not attend the meeting.

Discussion Items

  • 26-14 Friendly Express Gas Station: Joe Persudo (architect for Four Points Architectural Services, Inc.) presented the project at 4053 S. Main Street (former Rite Aid). The proposal includes a 6,200 sq ft convenience store, six gas pumps under a 40x94 ft canopy, and 42 parking spaces (29 required). Key changes from initial submission include demolition of 20 ft of the existing building facing Turkey Foot Road to improve circulation, removal of a planned drive-through window, and underground stormwater detention. The site will use BP branding with green accents. Staff reported that the project went through Design Review Board several times and received a favorable recommendation. Conditional approval was recommended subject to final engineering and fire department comments. Commissioners discussed concerns about the future tenant space (potential restaurant vs. bar) and parking adequacy. Owner Larry Kane stated they do not operate bars and that any future tenant would require commission approval. Council Liaison Jeff Noble raised concerns about site maintenance, lighting (cutoff fixtures), operating hours (5 AM to 11 PM), recreational fuel, and the city's moratorium on vape stores (noting the store's vape product sales are under 1% and age-restricted). Commissioner Anderson requested the dumpster enclosure be updated.
  • Council Liaison Report: Jeff Noble reported that City Council approved the "horse farm" development (land development) by a 4-3 vote. He discussed concerns about directional drilling safety (citing Twinsburg explosion and a recent shelter-in-place in Green) and advocated for multiple access points in new subdivisions to avoid trapping residents. He also mentioned a pending public hearing on drive-through criteria, noting ongoing debate about emergency escape lanes for two-lane drive-throughs.

Consent Calendar

  • Approval of the June 17, 2026 meeting minutes was moved and seconded, and carried unanimously.

Key Outcomes

  • 26-14 Friendly Express Gas Station: Approved by a vote of 4-0 (Ms. Anderson, Mr. Birch, Mr. Bishman, Ms. Thresher) with the following conditions:
    • Final engineering approval of plans.
    • Applicant addressing any fire department concerns.
    • Approval of the proposed freestanding identification sign as submitted.
    • A D5 liquor license restriction prohibiting a bar in the future tenant space.
  • Minutes: Approved.
  • Director's Report: Noted; Director Wayne Fife was on vacation.
