1:40

Jennifer Foster.

1:41

Here.

1:45

Um we have a copy of the August 5th, 2026 minutes.

1:52

Um do we have any additions or corrections to the minutes?

2:03

Okay.

2:04

Do I have a motion to approve the August 5th minutes?

2:08

I'll make a motion to approve the August 5th, 2026 minutes.

2:12

Oh second.

2:14

All in favor?

2:16

I.

2:17

I so it doesn't look like we have any citizens' comments today.

2:32

So we will move forward to administrative reports starting with the service parks and rec.

2:39

Okay.

2:40

Um I'm gonna I'm gonna go and reintroduce our student reps.

2:46

I know Amelia was here last time, but just seppy, I don't think you were.

2:48

I know there was some confusion by the handbook, what day they started.

2:53

So if we missed you, sorry, Giuseppe, you might not have known there was even a meeting last month.

2:57

So do you mind Amelia and Giuseppe if you could just like reintroduce yourselves, maybe what grade you are, um, what made you interested in s being part of the Minnesota rep program, maybe what you've experienced so far.

3:12

So whoever wants to go first, that's senior here.

3:21

Cool.

3:21

This is my first year.

3:22

Oh wow, I kicked in.

3:23

First year, first year of student missile representation.

3:27

Very happy to be here.

3:28

Uh one thing about me is I play soccer, I'm very passionate about it.

3:32

If you come watch green soccer game, you'll probably hear me out in the field.

3:36

Probably complaining of the ref or screen my teammates the positive way, of course.

3:40

Um reason I joined Summusal Representation program was I wanted to become more involved in my community and see what goes on behind the scenes, especially in the parks and recreation board, because I am always around the parks.

3:51

I love playing pickleball butler park and going on walks around our parks as well.

3:56

What's your favorite park?

3:57

I love Butler.

4:00

I mean, that might be a pretty recurring answer, but I love all the amendies.

4:11

Thank you.

4:13

Um, I'm Amelia Bishop.

4:15

Um, I'm a junior at Green High School, and this is my second year in SMRP.

4:20

Um last year I served on the board of zoning appeals with my older sister, Audrey Bishep.

4:26

We I said this last meeting, but we went to some fun things in that um board.

4:31

Um a lot of disagreements, but it was really cool because like we could have seen the behind the scenes of stuff like honestly.

4:38

If I was gonna be honest with you, I had no idea even like what zoning was before joining that board, and then I got to watch like how important it was, like, and how every code like is such a big deal.

4:49

And then I actually joined this board because my mom saw it in um the green like announcements and my parents have been long time municipal workers.

5:00

Um she worked with um Miss Foxcar in Kent, right?

5:04

Caga falls, yeah.

5:05

So they worked in Caga Falls and then Kent, and then now they work at Akron.

5:09

So they have a lot of government work, so I was like, might as well try it out, and I love it.

5:16

So all right.

5:18

What's your favorite park, Amelia?

5:20

Um probably I well, I like Central Park because it's really convenient because I I play tennis, so I'm sweating after tennis matches, and we get a run over to the splash pad and cool off really fast.

5:35

So I love that.

5:36

All right, cool.

Green Parks and Recreation Board Meeting - September 2, 2026

The Green Parks and Recreation Board met on Wednesday, September 2, 2026, at 11:00 AM. The meeting was called to order with the Pledge of Allegiance and roll call. Present were board members Dan Pollock, Sean McDaniel, Chrissy Kuznick, Jennifer Foster, and student representatives Amelia Bishop and Giuseppe Spano. Oak Riggs was absent. The board approved the minutes of the August 5, 2026 meeting and discussed capital projects, a proposed charter amendment affecting parks funding, facility updates, and the meeting schedule.

Consent Calendar

  • Motion to approve the August 5, 2026 minutes was made, seconded, and carried unanimously.

Public Comments & Testimony

  • No citizens’ comments were made.

Discussion Items

  • Student Representative Introductions: Amelia Bishop (junior) and Giuseppe Spano (senior) introduced themselves. Amelia serves her second year on the board; Giuseppe is a first-year student rep. Both expressed interest in community involvement and shared favorite parks (Butler Park, Central Park).
  • Administrative Reports:
    • The bus garage is open for the school side; city-side walkthrough expected next week, with move-in following. Restrooms at the garage remain locked for security concerns; an AED has been ordered. The playground (8-10 week lead time) is ordered, with installation targeted for fall; a pavilion is also planned. A sidewalk connection issue is being corrected.
    • Splash pad closes after Monday, September 7 (Labor Day). Twisted Wilderfest (September 26) and Pumpkin Patch ($5 pumpkins) upcoming. Winter day camp is under consideration for three-day camps over two weeks.
    • The Core (joint recreation facility) is seeing positive community participation. Silver Sneakers memberships growing. The board discussed birthday party packages and a Nerf war add-on. The Parker’s Challenge fall walking trail includes the Core as a new location; non-members can walk the track once with photo ID.
    • Youth programming stats were noted; senior expo held September 3.
  • Capital Projects and Charter Amendment Discussion:
    • The board reviewed capital spending over the last five years: approximately $10 million spent, with only about $200,000 for new park land (Rail Park). The remaining funds were used for maintenance, repairs, ADA upgrades, signage, and equipment. Over $2.5 million in grants was leveraged.
    • A proposed charter amendment on the November ballot could redirect up to 40% of the 7% income tax currently dedicated to parks to operations, potentially reducing capital funds. Board members expressed concern that this would hurt park maintenance. They noted a newspaper report incorrectly stated 60% of parks funding goes to expansion; the reality is far less.
    • Capital project submissions (including ballpark lighting at Greensburg) have been graded but results not yet received. Lighting two fields at Greensburg would cost about $500,000; the CIP committee recommended further research and possibly a 2028 project. Lighted fields could extend playing hours to offset the loss of youth complex fields (from 21 to 18).
    • The board discussed an educational campaign to inform the public about how capital funds are actually used, possibly with a fact sheet or video. An October meeting was proposed to develop this communication strategy.
  • Unfinished Business – Meeting Schedule: The board continued discussion of moving to bi-monthly meetings in 2027. They agreed to leave the matter for an upcoming vote, possibly in October or November, and requested a proposed schedule by the next meeting.

Key Outcomes

  • Minutes approved unanimously.
  • No formal votes were taken on capital projects or the charter amendment. The board decided to hold an October meeting to discuss public education about parks funding.
  • The board will receive a proposed bi-monthly meeting schedule for review and a vote at a later meeting.
  • Motion to adjourn was made, seconded, and carried.
