This is a piece that we pass every year.

1:50

It's a housekeeping piece.

Green City Council Committee Meetings - September 8, 2026

The Green City Council held its Committee Meetings on Tuesday, September 8, 2026, beginning at 5:01 PM in Council Chambers. Council President Speight called the meeting to order and welcomed student municipal representatives from the SMRP program. The meeting included approvals of previous minutes, discussions and second readings on finance resolutions, a first reading on a grant application, public comment on parks programs, and updates on transportation projects. The meeting adjourned at 5:51 PM.

Consent Calendar

  • Approved the August 25, 2026 Committee Meeting Minutes (TMP-5480) by a vote of 6-0-1, with Council Member DeVitis abstaining.

Public Comments & Testimony

  • Pat Carleski (3878 Greenfield Rd) complimented the Parks & Recreation Department for organizing the senior expo at Braintree, describing it as well-organized and providing valuable information and socialization to seniors.

Discussion Items

  • Finance Committee (Second Readings):
    • 2026-R44: Resolution requiring Summit County Fiscal Officer to advance property tax funds to the City of Green. Finance Director Goodrich explained it is an annual housekeeping measure to receive property tax collections monthly rather than at settlement, allowing earlier investment. Committee supported second reading passage.
    • 2026-R45: Resolution accepting amounts and rates as determined by the Budget Commission. The current inside millage rate is 2.4 mills, unchanged since 2006, one of the lowest in Summit County. Councilman Humphrey noted the rate can be increased only by council action. Committee supported second reading passage.
    • 2026-R46A (Amended): Resolution modifying appropriations across certain funds (total $141,184). Director Goodrich detailed $72,700 in general fund for utilities (including $34,000 for telephones/fiber due to rate increases) and legal services ($35,000 additional, covering two months of zip code lobbyist at $2,000 and union negotiation counsel). The street fund request of $28,700 covers a part-time secretary who became full-time. The ambulance fund needs $17,784 extra for a new medic unit that came in above budget. Legal services originally budgeted at $190,000, with $45,000 added in Q2 and $35,000 in Q3, totaling $270,000. Discussion clarified that fund transfers within the same fund are not new money, and city expects year-end givebacks though smaller due to tighter budgeting.
  • Environment and Parks Committee: No legislation; Director Carr promoted Core fitness center memberships for Silver Sneakers participants.
  • Public Safety Committee (First Reading):
    • 2026-R50: Resolution authorizing application for Enbridge Safe Community First Responder Program Grant (up to $10,000) to purchase 19 sections of 2.5-inch fire hose. Chief Funai noted the grant requires no local match, and the deadline is September 11, 2026. The hose would replace current tanker hose, improving water flow and reducing friction loss. If unsuccessful, the department will purchase in smaller increments. Committee supported first reading passage.
    • Flock Camera Update: Mayor Yeargin reported the contract was terminated by council vote, a potential county grant for continued service fell through, and cameras are to be removed. Finance Director Goodrich confirmed no payments were made to Flock in 2026. Councilman Brandenburg asked for prompt removal, and Councilman DeVitis expressed concern about data governance without a contract.
  • Transportation, Connectivity and Storm Water Committee (Second Reading):
    • 2026-R43: Resolution consenting with ODOT for resurfacing of SR-619 (East Turkeyfoot Lake Road) and a portion of SR-241 (Massillon Rd). City responsible for 20% of pavement costs and 100% of ADA curb ramps and non-pavement items (e.g., radar loop detectors). Estimated city cost for 20% share is $800,000. Project deferred to 2028 to free funds for neighborhood paving. Councilman Neugebauer expressed concern about poor pavement condition on Massillon Rd south of Koons. City Engineer Pickett noted the project includes full-depth repair estimates. Mayor Yeargin defended the prioritization of neighborhoods. Discussion also covered construction updates: Southwood Drive expected to open mid-September to mid-October; Butler Road to close completely from late September through Thanksgiving for widening; city resurfacing program complete except for aprons and restoration.

Key Outcomes

  • Finance Committee recommended second reading passage for 2026-R44, 2026-R45, and 2026-R46A; all will be moved to adoption at the regular council meeting.
  • Public Safety Committee recommended first reading passage for 2026-R50; will be adopted at the regular meeting.
  • Transportation Committee recommended second reading passage for 2026-R43; will be adopted at the regular meeting.
  • No items were discussed in Planning, Community and Economic Development, Rules and Personnel, or Intergovernmental and Utilities committees.
  • Flock cameras: Contract terminated, no payments in 2026, removal pending; council will monitor.
