0:42

Okay.

0:42

Great.

0:43

All right.

0:43

We're going to start off with business item 26-27, the Heritage Landscape Supply ID sign.

0:50

They're represented from the project.

0:51

Okay, if you could come up, say your name and address for the record and tell us a little bit more about your project.

0:58

My name is Linda Nichols.

0:59

I'm from LAD Sign and Lighting, 3097, State Route 59 in Ravenna.

1:05

Our project is a monument sign for a company called Heritage Landscape Supply.

1:12

After many revisions and a lot of help trying to get this completed and changed appropriately, I think that we are ready to ask for final approval for this.

1:25

Okay.

1:26

Yeah, he'll zoom in.

1:27

Okay.

1:28

Some of the final changes that we were trying to get the customers made to the drawings was to call out the actual split block specification for the if you could use the mic.

1:40

Yeah, I saw how it works.

1:41

Thank you.

1:45

One of the provisions was adding note for the specifications for the split block for the pillars of the monument sign.

1:53

It was mentioned that you know it is desired that it would match the building.

1:58

So they have added some notes to that.

2:00

Before we would go forward, we would make sure that the mason matches that block.

2:05

If samples need to be submitted, we can also do that if that would be necessary.

2:10

But we'll make sure that that block matches the existing building.

2:14

The second item was for the landscape plan actually listing out the plants.

2:44

And then Tom, could you please speak to that?

2:46

10 foot?

2:48

Go ahead.

2:49

No.

2:52

Were you done with your okay?

2:54

Well, just to do a brief overview, it's a fairly straightforward sign.

3:01

Um 19 and a quarter square feet, which uh meets our code uh overall height of six feet.

3:08

Uh also within our code requirements.

3:11

Uh we did go through a number of uh some requests for some changes to the drawings, which we did receive um just the other day or today or whatever.

3:20

So what you're seeing is our final answer, I guess, on some of this stuff.

3:25

So just regarding the setback there, you they are showing a 10-foot setback.

3:30

It looks like it's kind of measured from the the roadway or the curb or something like that, but actually it needs to be from the right-of-way line, which are measurements are taken.

3:39

So the sign will probably just have to move back a little bit than what you're showing here, but um, it still still should be visible, you know.

3:47

Fine.

3:48

I believe that it'll end up being more than 10 feet.

3:50

Okay, um, actually from both, um, because that is the corner.

3:54

Um there's no sign there now, right?

Business Items

26-27 Heritage Landscape Supply ID Sign

  • Applicant Linda Nichols (Laad Sign and Lighting, Inc.) proposed a monument sign for Heritage Landscape Supply at 4940 Aultman Road. After revisions, the sign met code requirements (19.25 sq ft, 6 ft height). The commission conditionally approved the sign, requiring: verification of a 10-ft setback from the right-of-way (to be staked before digging), white split‑face block columns to match the building, and evergreen plants listed on the landscape plan. Approved unanimously (5–0).

26-32 A&C Naturals ID Sign & Retail Operation (Conditional Use)

  • Owner Audrey Maurer requested a conditional use permit for retail sales of natural, non‑toxic products at 4725 Massillon Road (a former house in Greensburg) and approval of an existing ID sign. The business had been operating for two months without proper permits. Staff required a hard‑surface (concrete or asphalt) parking area to meet code, including a handicapped‑accessible space. The commission approved the conditional use certificate and the sign, with the condition that the parking area be paved by June 2027 (to allow time for seasonal contracting). The sign setback was verified at 5 ft, meeting the Greensburg sign district requirement. Approved unanimously (5–0).

26-41 Land Development Code Text Amendment – Smoke/Vape Shops

  • The Planning Department proposed definitions and regulations for “smoke shop” and “smoke establishment” (where consumption occurs) to address recently opened vape shops. The commission recommended approval to city council with amendments: (1) revise the definition of “smoke shop” to “vape and/or smoke shop”; (2) keep “smoke establishment” as defined without “vape”; (3) limit conditional use for both to zoning districts B4, B5, and I‑1 only (removing B1, B3, and PD). Existing shops would be grandfathered as non‑conforming. The favorable recommendation passed unanimously (5–0).

Discussion Items

26-40 Data Center Text Amendment (Discussion Only)

  • The Planning Department presented a draft amendment to define and regulate data centers, with size tiers: up to 30,000 sq ft (conditional), 30,000–70,000 sq ft (conditional with extra criteria), and over 70,000 sq ft (not permitted). Standards address noise, water use, electrical demand, generators, and decommissioning. Commissioners discussed community perception, job creation, and environmental impacts. No vote was taken; the item is expected to return as an action item in October 2026.

Key Outcomes

  • 26-27: Conditionally approved (5–0) for sign with setback verification, split‑face block, and landscaping.
  • 26-32: Conditional use certificate and sign approved (5–0), requiring hard‑surface parking by June 2027.
  • 26-41: Favorable recommendation to city council with amendments (5–0); public hearing scheduled for October 13, 2026.
  • 26-40: Discussion only; will be considered for action at the October 2026 commission meeting.
  • Minutes of August 19, 2026: Approved (5–0).
  • Director's Report: Upcoming October meeting will include a site plan, a sign, and one or two text amendments.
  • Council Liaison Report: Three public hearings on planning/zoning topics (industrial rezoning, vape shop amendment, driveway amendment) are set for October 13, 2026, with votes expected in November.
