So I was watching the uh equal rights commission meeting, and I might just be a timing overlap, uh, because they did meet, but there's nothing in the council packet.

Um and then maybe because it's really not posted anywhere, so maybe I'll just ask here.

Um, but i I didn't I couldn't tell if there was a staff person that was present and assigned to working with them.

And the reason I bring it up is because obviously that could affect the flow of information and how all that happens.

Yeah, I'll address the timing real quick.

I mean, to your point, they meet on Thursdays, and so it typically doesn't get wrapped up in time for it to make the agenda on Friday.

Um, so there's a little bit of a lag when it comes to equal rights, but as far as staffing is concerned, uh, Director Olofson.

So there's uh a member from my staff, Andrea Fox, who attends each uh uh uh committee meeting.

Okay, and and you know, because I noticed I guess again a lot of conversation that maybe it was more like questions of what can we do?

I didn't feel like there was a maybe a strong guidance from staff to help mentor in that scenario, and even at least if if the roster is correct in the website, there's nine members of the commission, but if I reduce the staff, that means there have only been four people at the commission meeting, and then that they didn't even have quorum.

So just kind of something to for staff, I guess, to contemplate is making sure that they've got the right support from staff because obviously we're gonna have a commission.

Want to make sure it's supported.

Um it's a great project.

Obviously, collaboration between our fire department and uh and general capital is our private developer, um, some affordable housing, significant amount of affordable housing being created as well as uh a new fire station for us to benefit the citizens of Green Bay.

Um so I know it's it's something that's received a lot of support already from this council, and just uh encouraging your support for the development agreement and some of the other associated documents um that go along with it.

Um also just wanted to to touch on um what Alder DeLee was I think referencing in his invocation.

Um it has been a really crazy week, uh tragic week um in the US and in the world and in our politics, and uh I think we're all mourning the the tragic loss of life uh Charlie Kirk's life that follows on the heels of um the assassination of Minnesota State Legislator uh Melissa Hortman, who's a former speaker of of their House of Representatives.

Um, you know, the attempted assassination of President Trump, the firebombing of Governor Shapiro's residents.

I mean, this is just stuff off the top of the head, and there there have been so many more incidents, unfortunately, over the last few years, and you know, we can only do what we can do in this room.

Um, but I really just wanted to to call all of you out as great examples of you know how you can operate in politics and and be a public servant and somebody who cares passionately about these issues, but does it in a really uh decent way?

Um, leading with care for your community and for the residents that that you represent.

And uh so just you know, proud to serve uh with you all.

There's a lot of diverse opinions represented in this room.

Um, but it's really clear that we care for one another and care about this community, and so thank you for that.

We're the developer of the fire station flats apartments.

Um, and really just here to talk about just for 30 seconds the amazing process that we've been through since last year.

It's been uh an ongoing um process that has taken shape and taken on different forms um since we started, and we are really at the point where we're we we have things starting to line up in their final details, and it has been only with your staffs and your Mr.

Mayor, uh all everybody's support here to get this over the finish line.

And so we're here.

Uh I'm here to answer any questions that you may have, but also just to say that uh it's been great to work with you.

We can we look forward to continuing this work.

We have a long road ahead to get this over the finish line.

Uh we hope to be under construction next uh spring summer with this project.

But this is the first step to actually close on the land and to really get the process going.

Uh I've had the pleasure of working with SIG on some other stuff, and um, you know, really talented team.

We're lucky to have them uh looking at Green Bay, uh, much like some other developers that we've had taken a look at projects here and put shovels in the ground.

Um developers who do these types of developments, unfortunately we don't have very many of them, very many of them that do these types of projects that are based here locally.

So when you can get folks to take interest in Green Bay, that's a positive sign.

It means we're doing something really well here.

Um but uh my experience with these guys is they crank really hard and work really hard on trying to solve problems and complexities around development like this, and they don't throw in the towel easily.

And I know this hasn't been an easy project, and I've heard Matt say it uh that this is one of the harder ones he's worked on because it is a challenging site, and yet it's a site that I think is incredibly important to our community and that tid in particular and the way that that tid has been used to fund uh construction of the shipyard and making sure that we can restore a little bit of balance to that that TID.

This project will certainly help do that.

I know you got a little bit more work to do on this.

Um excited to see uh shovels hit the ground next summer.

Yeah, and I you know, I'll certainly defer to staff.

I'm gonna ask maybe some questions, and if you feel it needs to be in closed session, um, I I don't feel like I need to go there, but um it you know, when we uh obviously this needs to be done, and we have to have appropriate evidence storage.

Uh I'm I'm looking at you, Director Renier Weg only because I I think you're the point of contact as opposed to the chief.

Um, but you know, when we first when this was first brought to us, I think the intent was that we weren't really gonna have to invest in the property, and of course, we previously had an asbestos uh removal request, and now we've got this one here.

We're probably approaching a million dollars, which when you contemplate leasehold improvements, not uncommon, especially for a long-term lease.

I think had I know now, or excuse me, if had I known then what we know now around investment, I probably would have approached this a little differently.

So could you just talk us through maybe how these expenses came up and kind of what your your plan is because I know it was written in here to where it was at least talked about to go talk to the landlord a little bit about maybe tweaking some things in a lease.

So again, I don't want to want you to talk about anything you can't.

So my role really has was is to work with the lease and maybe approach the the lease um holder one more time to see if we could maybe um work a better deal on the lease just because we're making all these leasehold improvements that we weren't expecting.

But all of the work with regards to the bids and all the work needs to be done is was run through public works, so I can't I can't speak to those improvements.

Okay, other than what you just said was really basically we thought it was going to be just the asbestos removal, and I think the addition of a door being put into this building, but then um I think some things happened which increased the cost.

Changed the it changed what the project became into a larger project that needed um more of a commercial code being put in place through inspection.

Okay, and I know there's one thing that I would like to see in your lease negotiation, which I will just share with you privately in the spirit of negotiation here.

But uh Director Juicens, if you want to, I don't know if you've got any insight on where these how these expenses kind of came up um well it so it kind of came up over time, so there was a asbestos removal, and then um as part of that removal interior walls came down because the layout wasn't as needed for the future use, and so um at when that happened, then it kicked it in as Cheryl mentioned, and they had to uh do upgrades for the to meet the code requirements.

So kind of one thing led to another, and and it it grew um in scope.

So when we approach a project like this and we're doing an analysis, and please know this is not a pursuit for anything.

Um if anything, I would say I'm trying to just get a little bit better understanding because it feeds into maybe a a broader future item for discussion around facilities.

But I mean, who does the analysis when we're looking at this to determine what improvements might be necessary?

Because I I'm assuming at least, and correct me if I'm wrong, that when we first looked at this, the assumption was that we didn't need these improvements, these were unexpected, right?

I was not involved in the you know, the history.

This all started, I believe, in 2022 is when you entered into a lease.

So I don't necessarily have all the history.

Um I believe the director at the time was working with the um property owner, and they I believe you know, I think the asbestos came through uh council before, and there may have been discussion on that before, which I'm not privy to all that background at this point.

Um yeah, and I I appreciate you're in a tough spot because you aren't part of the original engagement on this.

It's just uh uh, you know, what I'm trying to figure out is how we can be a little bit more um, I guess uh observe these things, right?

Because again, I I don't think any of us were aware when we approved this that there were gonna be an additional million dollar right uh investment or requirement into this.

And I to your point, if this was done in 22, right?

We had a three-year ramp and we might have made a different decision uh, you know, to as opposed to a lease.

So um so currently we have our facilities manager involved, so now we're we've got a better handle on all of the different expenses.

So um so I think that'll help us going forward.

Um and I do want to emphasize.

I mean, mayor, you made this point to me privately, and I think you're spot on, which is um you know, the TID, uh TID 21 is the funding source for this, and it is because of that project that the evidence storage had to be relocated in the first place.

So it I'm very comfortable with the funding source and I just kind of wanted to to reassert that I just wish we didn't have to use it um but we need evidence storage.

Construction documents for what for item four was to uh approve hiring a c a contractor to do the infrastructure for Triangle Hill.

John's Ministries 612 Stewart Street my colleague Tony Snyder who is the director of community engagement is here in case you have any questions that stump me here would be very happy to answer them as well.

So before you is a request to revise our conditional use permit to go from 58 women 58 women to 70 women.

So our current permit allows us 58.

One night last season we peaked at 57 at that facility, and then 16 nights we have 50 plus women.

And so really it's preventative.

You may ask, will we regularly have 58, 59, 64, whatever women?

Chances are not.

We averaged over a six-month period of time, 41 women at that facility.

We just simply want to be in compliance should woman 59 show up at our door, so we're not placed in a position where we would have to deny shelter to that person.

And then the other request is to remove the seasonal restriction on our women's shelter.

We are in the process of looking at sheltering women next off season from May 1st through April 31st.

Not sure what that looks like exactly, but we recognize their growing needs around homelessness services in our community.

I'm sure it's much more visible to all of you as you drive in the downtown area and perhaps in some of your districts.

John's is committed to helping resolve the community's homelessness uh crisis, and we're well suited to do that at that facility.

And so we're undergoing, assuming you approve this, and I'm hoping you do, that will allow us to start fundraising and planning for operating the women's shelter in some capacity next off season.

So this is just with women's.

Yes, this is the women's shelter.

The men's shelter, we're allowed 140 men at that facility during the shelter season.

We reached, I think, 122 last season.

So I don't think we're in jeopardy of going beyond the 140.

I hope.

And then uh the safe sleep programs currently runs at the men's shelter, and currently men and women are sheltering there, and those are the most chronically homeless uh of uh individuals, the most chronically vulnerable.

And so typically we shelter 10 to 15 people per night in the off-season, which is right now at the men's shelter.

The permits are for two separate locations.

Um mayor taught me something a few weeks ago that former elected officials earned the title honorable.

So honorable brunette.

Yeah, uh the I appreciate the conversation you and I have had uh around this.

Um of the things um that was brought up at the plan commission when I rewatched the video was you weren't necessarily looking to go year-round.

Uh, didn't have a plan for that, at least not yet, but wanted to be able to have that option.

Um, could you maybe speak to whether or not you've made any progress on that concept or kind of what you're thinking broadly about that?

So most likely will not be year-round emergency shelter, and there's a lot of reasons that we have uh avoided doing that, not out of a lack of care or concern, it's just that we do not have many barriers to our shelter uh on purpose.

We're the community's low barrier shelter, and so we're always encouraging forward movement, forward progress, and we don't want to be placed in a position that come, you know April, May, we or March and April, we really want our guests to move forward in life, secure housing, secure other options and opportunities, and we have not uh you know created a lot of stipulations for you must do this to remain in shelter.

You have to check all these boxes for guests that are experiencing tremendous levels of trauma, which could include violence and sexual trauma and mental health crises and drug and alcohol addiction, you name it, to put uh a timeline on their stay with us is very damaging to them.

However, we also recognize for many of the folks in our community to have fight or flight survival mode.

That's not healthy healthy either.

So if they're making good progress March, April, and then our shelter season ends on May 1st, and they're out on the streets that really prohibits their growth towards forward movement and lasting change.

So there's uh all sorts of shelters across the country, and we're not unique.

Green Bay is not unique.

These are concerns that every low barrier shelter has.

At what point do you help people without enabling them?

Because long-term enabling and and reliance on a low barrier shelter is not ideal.

And so we we walk this delicate line every year.

I feel very comfortable with who we as or are as an organization.

I think it reflects the values of our community quite well.

Um, but probably not going to be a continuation of a seasonal shelter.

We're we're we're we've identified four groups of women currently that we'd like to focus on serving next off season.

Okay.

And and I appreciate that.

And you guys will obviously analyze that, and I trust your board will be a part of that decision.

You know, part of the reason I asked the question is because I would love to see if we if this is approved, um, to take advantage of that opportunity to maybe even pilot uh something that could be replicated at the men's shelter, recognizing and acknowledging their challenges that come with that.

But uh, I think most people here would would probably agree that status quo um isn't fully serving our need either, and I know you know that, but um you know, just appreciate what you guys do.

I think you do tremendous work.

Thank you for that, Tony.

Uh we serve on the Fort Howard board together, but uh appreciate um without you uh the rest of this doesn't work.

Can I just add a quick comment to that?

The reason why we're piloting, there's several reasons why we're piloting it at the women's shelter, but the obvious reason really for people that are familiar with our locations is it's wellspring, which we own and operate is on one side of the building and wellspring or the women's shelters on the other.

So when we look at more 24-7 operations, that's the location to do it, as well as there's typically less women in our community in need of shelter than the men, which is counterintuitive because then you would argue why not focus on the men.

Well, the men's shelter, there's a challenge there.

That's really not set up to be a 24-7.

They can go to Micah Center, but Micah Center's open Monday through Friday.

And so if we're looking to pilot something and look at to do something in a more 24-7 form or fashion, the women's shelter is the place for us to pilot to get good at that, and then we can perhaps look at the men's shelter.

Uh I live at one, two, three south of Quincy Street.

Uh my property is about 10 feet to the south of uh the uh south fence of the uh uh wellspring.

And um I'm one of the few people within 200 feet to get the notice and everything.

So I showed up uh and made a lot of comments and everything, but uh the more I think about what's going on there, the more complex the issues are and the more proud I am of uh Jesse Brunett's uh service to the community.

And uh it's like uh you're you're juggling like a a feather in a book in a dump truck and you gotta keep them all up in the air, you know.

And uh I was on the original uh um homeless task force and I met with all the people that were concerned with uh wellspring and uh uh St.

John's and all that uh for almost a year every week I'd meet with uh police department and everybody and um so if they're expanding 12 more people.

Uh there's different issues with parking and uh uh security of the uh I would call it a campus.

I would call that a campus.

And uh lately uh the fence was removed on the source part of the uh property.

I'd like to uh see if they could re-establish uh uh new uh channeling fence, which uh I'm in a position where I could donate uh uh uh channeling fence uh for the back of the property.

And uh there's a whole bunch of people that that uh cut through uh the uh residences to the uh south of the uh uh facility because it's just wide open now, you know, and uh there's people in my backyard and all that, but it it's part of uh the people that uh go to school and everybody just cutting cutting through there.

So um I'm sure that Jesse's uh more than able to uh uh find a bunch of solutions a little bit at a time, you know.

I'm so proud of him, and um um pretty much the bottom line is I'm I'm delighted to have the facility there, and uh it's inconvenient for me and stuff like that, but so what?

You know, no pain, no gain.

I mean, uh I've seen seen this women uh during the summer just kind of wandering around like they're stunned, you know.

All of a sudden they say, Hey, uh, we're closing it up for the summer.

And they're traumatized.

I I see it every day.

And these uh changes are uh uh really gonna do the community a lot of good.

So I I hope to see a lot of volunteers for uh general housekeeping outside and different things and uh uh donations and uh uh pretty much what I'd like to say, but I'm I'm so uh proud of Jesse and uh the people that uh devote all their time and effort and all the volunteers.

Um really I'm here to support this project because uh it protects the most vulnerable segment of uh the of an a battled community.

Uh I am a former security member of the security personnel at St.

John's.

Uh I've worked at the men's and a women's facility with the men's.

You know, they can get uh awfully rowdy, and you're making sure to keep um the rules being followed while they're in the facility that make them get underways with the women, the dangers are very much are on the outside.

There are people, you know, they do laps uh before we call uh chief's people and chief comes and chases um, make sure they're they they get away.

Um but when the uh the the shelter closes down for the summer.

I also ride public transportation, and I see these women, the same ones that you know I was responsible for the security for being bullied on the streets, and it is the crudest, most localized form of human trafficking you can think of.

With somebody that's simply bigger than you and stronger than you says you're gonna stand next to me, and I know you don't have anywhere else to go.

Um so yeah, I would love for the the common council to uh to approve this expansion.

It's it will do good.

I've seen the healing first place uh take take hand.

And also um as a veteran, we lost the BHRP last week because of the state.

And I know this council, whether it's Washington with the consolidate conservation corps or Madison, you know, with other issues.

Uh I know that um they always do a great job making sure to take care of their people.

Uh uh, the most dependable form of uh the dependable sides of government possible.

So thank you so much.

One of the things after talking to a few folks afterwards, I don't think we adequately addressed uh sort of where the salary's at, you know, kind of today, and if it's sort of appropriate for the level of skill that's required for this position.

So the motion that I would make is I I would make a motion to approve, but then um refer to staff for placement on the next personnel committee agenda uh discussion around the the base salary.

Does that make sense?

Because then the ordinance piece can still proceed right now.
