Today is the 13th of August 2026.

0:09

This is the Town of Greenberg Antenna Review Board.

0:13

We welcome a new member today, Brian Labatin.

0:18

Hi Brian, welcome.

0:20

We're going to take attendance.

0:22

Catherine Letter of Flasquette here.

0:25

Diane Torstrom.

0:26

Yeah.

0:27

Brian, here.

0:28

We have a quorum in a publicly accessible location, the town of Greenberg Town Hall.

0:35

And we are here to review three applications, two of which are conditionally complete.

0:43

So we're going to look at the root submission and then we'll move on to 313 Central Avenue.

0:48

Francis Sheehan is also with us.

0:51

Can you tell me who is on Zoom?

0:53

No one at the bottom.

0:57

Isn't that there?

0:59

Not at the moment.

1:00

But maybe why don't you get through the other ones?

1:02

Because he's on for three for so let's start.

1:07

We had for 35 Spring Valley.

1:10

We gave conditional completeness on the 29th of July.

1:16

And the first part was to replace the um name, address, and land um landline cellular phone number of the property owner.

1:27

And she did that, Commissioner Frank Morbito is now listed.

1:33

Then the next part, this is where when I was looking at it, I had questions, which was under N.

1:45

And we read had chart needs site specific chart of data by five foot increments at angles to the ground for a person of six feet in height.

1:56

And what they did that's very nice here is they highlighted things in yellow.

2:03

Um it says a table showing the radio frequency drop off is located directly after the final page of exhibit three, page third, uh, which is page 13 of 13.

2:16

So I went there, and lo and behold, it is there, and they have the distance, but the distance the radio frequency exposure is considerably higher than the one listed on the sheet.

2:33

And then question two, they identified percentage of maximum radio uh frequency exposure at ground level at 4.89.

2:41

And if you look, it's as high as you have to just not look on an angle for the glasses.

2:47

Um it's as high as six point uh three six point three seven.

2:54

So they I will write an email saying you need to go back and correct this.

3:00

Uh this is the same problem with 55 Jackson as it is for 35 Spring Valley Road.

3:10

So they've submitted their response for the complete to correct the issue, but that they failed to do.

3:17

And then there was a second part that I wanted to make sure was done correctly, which is um also I I hope that no one will ever put all their corrections in one folder.

3:34

I guess this is very heavy.

3:37

No.

3:38

Um, so the we had for um a noise profile of the proposed equipment, clearly showing compliance with the um applicable requirement of three chapter 380 of the code of the town of Greenberg.

3:56

And the request, the requirement was a conclusion is needed to the report stating that 35 Spray Valley Road site is in compliance with the town of Greenbirth.

4:06

And what they wrote based on the field measurements taken on 318 2026, the evaluation site of 35 Sprain Valley Road exhibited a total combined noise level DBA LA multiple classes or all um equals maximum average of 61.0.

4:30

The this measurement is below the municipal 65 DBA requirement, therefore the site is in compliance with the applicable requirement of chapter 380 of the code of the town of Greenberg.

4:42

I think that adds the conclusion we needed.

4:46

Do you think so, Mr.

4:46

Sheehan?

4:50

So and then they change the date of installation to September 4th because they had made it the end of August.

5:00

And so with the exception of the near levels, the others meet the requirement.

5:04

So I will something stating that.

5:08

And they still have time to put it in.

5:09

They have until the 19th.

5:11

They still have six days from today.

5:13

Once it passes that deadline, it will no longer be start all over again.

5:21

Okay, so if that's okay with everyone, I'm the same.

5:24

It's the same situation with 55 Jackson's.

5:27

Okay, move to accept.

5:30

Make a motion.

5:30

Is that okay with everyone?

5:32

Yeah.

5:32

Do I have a second session?

5:34

What are you accepting?

5:35

What are you accepting?

Town of Greenberg Antenna Review Board Meeting - August 13, 2026

The Town of Greenberg Antenna Review Board met on August 13, 2026, at Town Hall with a quorum present. The board reviewed two applications: a conditional completeness follow-up for 35 Spring Valley Road and a new submission for 313 Central Avenue. A new member, Brian Labatin, was welcomed. The board also briefly addressed the status of 55 Jackson Avenue, noting it was in the same condition as 35 Spring Valley Road.

Discussion Items

35 Spring Valley Road – Conditional Completeness Review

  • The board had previously granted conditional completeness on July 29, 2026, with several conditions. The applicant submitted responses, but the board found that the radio frequency exposure chart (required by item N) still showed discrepancies: the submitted chart listed a maximum exposure of 4.89% but the actual data indicated up to 6.37%. The board concluded the applicant failed to correct this issue. The noise profile and other items were deemed acceptable. The board voted to accept the conditional completeness with the exception of the RF exposure error, and instructed staff to write an email requiring correction. The deadline for compliance is August 19, 2026 (six days from the meeting). The board also noted that the installation date was changed to September 4, 2026. A motion to accept the conditions (with the noted exception) passed unanimously.

313 Central Avenue – AT&T Application Review

  • The applicant, represented by Steve Bosk of Atlantic Site Development, submitted a revised application. The board conducted a detailed line-by-line review, identifying numerous items that remained incomplete or incorrect. Key issues included:
    • Tab A: Misspelling of Michael Fisher's name (needs correction).
    • Tab F: Box not checked for property owner's position (Vito Di Matteo).
    • Tab N: Zip code still wrong (listed as 10530/10538 instead of 10583); missing chart showing RF exposure by all providers (individual and combined); missing narrative stating total worst-case percentage.
    • Tab Q: No identification of when old power/fiber trunks will be removed.
    • Tab R: Incomplete response on concealment – did not address the pole's color or lack of camouflage.
    • Tab S: Missing details on all elements (height, elevation, materials, color, signage, lighting). The board required a comprehensive table with paint codes and a drawing showing all signage locations.
    • Tab T: Incomplete – signage approval not yet provided.
    • Insurance (Tab J): Incorrect wording; required to match the sample in Tab I and remove the phrase "if required by written contract."
    • Tab O: Non-interference letter was not resubmitted despite being marked complete previously; the board requested it be re-submitted and properly paginated.
  • The board voted to deem the application incomplete. The motion passed unanimously. The applicant was given guidance to correct all deficiencies and was encouraged to submit a courtesy notification to the board before the next submission. The board estimated a turnaround time of three to four weeks for corrections.

Key Outcomes

  • 35 Spring Valley Road: Conditional completeness upheld except for RF exposure chart; deadline extended to August 19, 2026.
  • 313 Central Avenue: Application deemed incomplete with specific list of corrections required.
  • 55 Jackson Avenue: Not discussed in detail but noted to have the same RF exposure issue as 35 Spring Valley Road.
  • The board directed staff to provide the applicant with a sample chart from a previous application (for 305 Central Avenue) to clarify the required RF exposure format.
  • The meeting adjourned unanimously.
