The Town of Greenberg Antenna Review Board met on August 13, 2026, at Town Hall with a quorum present. The board reviewed two applications: a conditional completeness follow-up for 35 Spring Valley Road and a new submission for 313 Central Avenue. A new member, Brian Labatin, was welcomed. The board also briefly addressed the status of 55 Jackson Avenue, noting it was in the same condition as 35 Spring Valley Road.
Today is the 13th of August 2026. This is the Town of Greenberg Antenna Review Board. We welcome a new member today, Brian Labatin. Hi Brian, welcome. We're going to take attendance. Catherine Letter of Flasquette here. Diane Torstrom. Yeah. Brian, here. We have a quorum in a publicly accessible location, the town of Greenberg Town Hall. And we are here to review three applications, two of which are conditionally complete. So we're going to look at the root submission and then we'll move on to 313 Central Avenue. Francis Sheehan is also with us. Can you tell me who is on Zoom? No one at the bottom. Isn't that there? Not at the moment. But maybe why don't you get through the other ones? Because he's on for three for so let's start. We had for 35 Spring Valley. We gave conditional completeness on the 29th of July. And the first part was to replace the um name, address, and land um landline cellular phone number of the property owner. And she did that, Commissioner Frank Morbito is now listed. Then the next part, this is where when I was looking at it, I had questions, which was under N. And we read had chart needs site specific chart of data by five foot increments at angles to the ground for a person of six feet in height. And what they did that's very nice here is they highlighted things in yellow. Um it says a table showing the radio frequency drop off is located directly after the final page of exhibit three, page third, uh, which is page 13 of 13. So I went there, and lo and behold, it is there, and they have the distance, but the distance the radio frequency exposure is considerably higher than the one listed on the sheet. And then question two, they identified percentage of maximum radio uh frequency exposure at ground level at 4.89. And if you look, it's as high as you have to just not look on an angle for the glasses. Um it's as high as six point uh three six point three seven. So they I will write an email saying you need to go back and correct this. Uh this is the same problem with 55 Jackson as it is for 35 Spring Valley Road. So they've submitted their response for the complete to correct the issue, but that they failed to do. And then there was a second part that I wanted to make sure was done correctly, which is um also I I hope that no one will ever put all their corrections in one folder. I guess this is very heavy. No. Um, so the we had for um a noise profile of the proposed equipment, clearly showing compliance with the um applicable requirement of three chapter 380 of the code of the town of Greenberg. And the request, the requirement was a conclusion is needed to the report stating that 35 Spray Valley Road site is in compliance with the town of Greenbirth. And what they wrote based on the field measurements taken on 318 2026, the evaluation site of 35 Sprain Valley Road exhibited a total combined noise level DBA LA multiple classes or all um equals maximum average of 61.0. The this measurement is below the municipal 65 DBA requirement, therefore the site is in compliance with the applicable requirement of chapter 380 of the code of the town of Greenberg. I think that adds the conclusion we needed. Do you think so, Mr. Sheehan? So and then they change the date of installation to September 4th because they had made it the end of August. And so with the exception of the near levels, the others meet the requirement. So I will something stating that. And they still have time to put it in. They have until the 19th. They still have six days from today.
