Consent Calendar
- The board approved the minutes of the last meeting by voice vote with no opposition.
Public Comments & Testimony
- Flea Market Application (Debbie James): Several speakers expressed strong support. Debbie James, the applicant, described the property's history, noting it had been reclaimed after foreclosure and was rundown. She emphasized the community outreach potential, including helping flood-affected residents. Clementine Corbett spoke in support, citing the outreach center's assistance during Hurricane Matthew and the need for community services over additional restaurants or tobacco shops. Rosetta Davis Satterwhite, a vendor, shared that the market felt like home and supported the community outreach aspect. No speakers opposed the flea market.
- Church Application (Shaunya McMiller): No public comments were made in favor or opposition.
Discussion Items
- Special Use Permit for Indoor/Outdoor Flea Market (1114 North Green Street): Staff presented a report describing the 2.26-acre property zoned CH (heavy commercial), currently housing a laundromat, salon, and consignment shop. The proposed indoor flea market (12,492 sq ft) and outdoor vendor stalls (35 stalls in two locations) required 90 parking spaces (81 existing, 9 added). Staff recommended 14 conditions, including no temporary coverings overnight, daily trash cleanup, limited outdoor hours to daylight, screening fencing (PVC vinyl, 4 ft high, three rails), and compliance with state tax and registration laws. Board members asked about individual vendor signs (not permitted on fencing), operating hours (daylight only for outdoor, indoor unrestricted), and inspection (one-time prior to operation). The applicant, Steve Spruell, confirmed agreement with all conditions and noted collaboration with city agencies. A board member noted the area's church on Sunday mornings, but the applicant stated outdoor hours would be daylight only and that the activity had historically occurred there. The board discussed the structure and positive impact of formalizing the market.
- Special Use Permit for Church (2402A United Drive): Staff described the property zoned IU (unoffensive industry), with the church occupying Unit A of an 8,800 sq ft building. The permit is limited to a three-year interval to review compatibility with industrial neighbors. The applicant, Pastor Apostle Yvonne Jones, stated the congregation has about 30 attendees on Sundays, with additional Bible study and rehearsals. She noted the current building leaks and that the new space would be an improvement. Neighbors include another small church and infrequently used storage. Staff recommended approval, finding compliance with dimensional standards.
Key Outcomes
- Flea Market Permit: Board member Glenn recused himself due to a property interest, leaving five voting members. The board voted unanimously (5-0) to approve the findings of fact and the special use permit with the recommended conditions.
- Church Permit: The board voted unanimously (all members present, 6-0) to approve the findings of fact and the special use permit for a three-year term.
- The meeting adjourned following the second vote.
