All right, good afternoon, everyone. Welcome to the January 8, 2024 workshops at the Greenville City Council. I'm Mayor P. J. Connolly, and I'll be presiding over today's workshop. First, I'd like to call on our city clerk for the roll call. Yes, our Mayor Connolly. Here. Mayor Sam Daniels. Present. Councilmember Foreman's let us know she's on her way. Councilmember Blackburn present. Councilmember Skelly. Here. Councilmember Robinson should also be on the way. Councilmember Willis? Here. All right. Mayor Connelly have a form. Thank you very much. We'll move on to approval of the agenda. Mr. Manager, any changes? No changes. Yeah. Second. Say aye. Motion passes four and zero. All right. We'll move on to new business. The first item under new business is a sports complex feasibility study, uh, interim report and presentation. One of the strategic goals of council uh currently is to make Greenville a destination community. And back in June of uh 2023, council asked staff to uh move forward with a feasibility study of the potential impact of a sports complex for the Greenville Pitt County community, whether that'd be indoor or outdoor to look at the cost of capital, the cost of operations, and the economic impact it would have on the local economy. At that point in time, the city engaged uh Victus advisors who have a wealth of experience in providing these types of feasibility studies for municipalities and local governments around the country. In fact, one of the major clients of Victus has been the Virginia Beach area as they've moved forward their indoor sports complex over the last several years. We have with us here managing partner of victus, Brian Connley, in attendance to provide the first part of overview of uh this project, knowing that the first part will be to see uh the up that has the findings have been as far as the most potential for the Greenville Pitt County area. The second part of this conversation will be at the planning session where Brian will go through the impact on cost of capital operations as well as the economic impact to the region. I'm glad to be here. And again, I'm Andrew Schmidt, I'm president and CEO of his Greenville NC. That also encompasses our sports commission, which we brand ourselves as play Greenville NC Sports. Um so just some very quick background before I introduce Brian. Um sports tourism right now is the fastest growing market in the hospitality industry today. So with households with kids, that household income, 10% of that household income income is spent on sports-related activities. Um that continues to increase. So we know that that's a growing market. Um last year, uh 22 23 fiscal year, we put 49 tournaments into Greenville Pitt County that generated about 13 million dollars of economic impact. Estimated. Um we do have great facilities here. Um D1 facilities, JUCO facilities with Pitt Community College, Recon Parks facilities, um, high school facilities and county facilities. The commonality with all this facilities is that they're for someone else first.
