Greenville Planning and Zoning Commission Meeting
October 15, 2019
The Greenville Planning and Zoning Commission met on October 15, 2019, to consider a rezoning request and approve previous meeting minutes. The meeting began with an invocation, roll call, and approval of the September 17, 2019 meeting minutes.
Consent Calendar
- Approval of the September 17, 2019 meeting minutes: Motion made and seconded; carried unanimously.
Public Comments & Testimony
- Mike Baldwin, representing applicant Sal Pasalacwa, spoke in support of the rezoning request. He stated that the applicant purchased an adjacent lot about a year ago and is under contract to purchase the 0.227-acre lot to combine for development flexibility. He noted the requested CD zoning allows no setbacks and no required parking, aligning with other zonings along Dickinson Avenue. No opposition was presented from the public.
Discussion Items
- Rezoning Request (Ordinance Request by Salvatore Pasquala): The commission considered a request to rezone 0.227 acres located along the northern right-of-way of Dickinson Avenue between Columbia Avenue and Pennsylvania Avenue from Downtown Commercial Fringe (CDF) to Downtown Commercial (CD). Staff Planner Shantae presented details: the property is about 10,000 square feet, currently vacant, not in the floodplain, and in the Harris Mill Run and Schoolhouse Branch watershed but exempt from stormwater rules due to size (under 1 acre). The rezoning could generate a net increase of 350 trips per day. Under current CDF, only one single-family home is allowed; under CD, commercial, retail, and residential uses are possible. The property is within the West Greenville revitalization area and the Dickinson Avenue Corridor plan (Area 8, recommended for mixed use or athletic facilities). Staff found the rezoning compliant with the Horizons plan, future land use character map (Urban Edge), and the Dickinson Avenue Corridor study. Staff recommended approval.
- Commissioners asked about adjacent lots and potential development. Mike Baldwin replied that the applicant and his brother operate Mirabella Pizza but did not specify the intended use. It was noted the adjacent lot between the applicant's two lots may be unoccupied.
Key Outcomes
- Approval of Rezoning Request: Motion by Kevin Faison, second by Billy Parker. The motion carried unanimously with all members in favor (roll call: Chris Darden, Les Robinson, Michael Olbertson, Pat Maxwell, John Collins, Max Ray Joyner, Kevin Faison, Chris West, Billy Parker, Alan Brock, Brad Foot present; all voted aye).
- Adjournment: Motion by Billy Parker, second by Kevin Faison, carried unanimously.
Note: The commission makes final decisions on preliminary subdivision plats and recommendations to City Council on zoning map and text amendments.
