The Greenville Planning and Zoning Commission met on February 16, 2021, to consider the preliminary plat for "Carolina Crofts," the first agricultural master plan community (agrihood) proposed under the city's amended ordinance. Emphasized compliance with the land use plan and zoning ordinance. Stated that a traffic impact analysis (TIA) had been submitted and was under review by the city and NCDOT.
- Steve Janowski (senior engineer, Rivers and Associates): Noted that the TIA and stormwater management conditions from the special use permit are being addressed. Mentioned a roundabout and a right-in/left-out design for traffic management.
- Speaker in Opposition:
- Roger Kemp (resident of Rock Springs Subdivision): Expressed concerns about incomplete traffic analysis, lack of need for commercial retail in the area, and insufficient notification to nearby residents beyond the required 23 adjacent property owners. Requested a delay until full community notification and traffic impact details are known.

- Staff Presentation: Shante (staff) presented the preliminary plat, explaining the master plan community standards and the agricultural master plan community text amendment approved in September 2020. Highlighted the 20-foot peripheral boundary, open space, wetland delineation, and compliance with PUD zoning.
- Commissioner Questions: Commissioners asked about lot sizes (ranging from 0.17 acres with 60-foot front widths to 0.75 acres with 85-foot front widths) and architectural review board establishment. Mr. Collins questioned the applicant about community outreach and traffic analysis. Mr. Newell responded that a community meeting was held, and the TIA has been submitted. Mr. Kemp rebutted, stating that board members he spoke with had no knowledge of a meeting.

Okay, Mr. Robinson, you are live. All right, Mrs. Parker, thank you very much. And everybody watching us out there, please uh welcome to the February 16, 2021 Planning and Zoning Commission meeting. Uh the planning and zoning commission is a public body established by the Greenville City Council pursuant to North Now statute. The commission makes final decisions on preliminary subdivision plots and makes recommendations to the city council on rezonings, tax amendments, ETJ extensions, street closings, street name changes, uh involving honorary designations and also comprehensive plan amendments. We meet on the third through Tuesday of each month, and because of COVID, we have two meetings. We have one on Tuesday to consider the items, and then on Thursday, we come back and actually vote amongst ourselves on the items before the uh the commission. So with that, uh we call upon Michael Overton to do the invocation for our meeting tonight. Thank you, Mr. Overton. All right. Um Bower Digital Heads here.
