Greenville Planning and Zoning Commission – April 20, 2021
The Greenville Planning and Zoning Commission met virtually on April 20, 2021, at 6:00 p.m. The meeting included an invocation, roll call, approval of minutes, and public hearings on two rezoning requests and one text amendment. Items 4, 5, and 6 were continued to the May meeting. The commission recessed to vote on the remaining items on April 27, 2021.

Public Comments & Testimony
- Item 2 (Collice Moore, Jr. rezoning): Lance Cherry Sr. spoke in favor, stating the rezoning would allow relocation of his existing business and bring additional commerce to the area. No opposition speakers were signed up.
- Item 7 (Text Amendment by Michael Birch): Michael Birch spoke in favor, arguing the removal of the 10,000 sq ft non-residential requirement would not hinder mixed-use goals and that vacant ground-floor retail was not serving the public interest. No opposition speakers were signed up.
Discussion Items
- Item 2 – Rezoning from IU to CH: Staff presented the 1.4854-acre property at Diamond Drive and Sapphire Court. The site could accommodate 3,000 sq ft of automotive sales under CH zoning. Staff recommended approval. The commission took no vote; it will be considered on April 27.
- Item 3 – Rezoning from RA20 to R6: Staff presented the 2.385-acre property between Dickinson Avenue and SW Greenville Boulevard. The site could accommodate 5–10 multifamily units. Staff recommended approval. No public comments were made. The commission will vote on April 27.
- Item 7 – Text Amendment (CDF-UC Dormitory Development): Staff detailed the history of the CDF-UC district and emphasized that the existing standards support Horizons goals. Staff recommended denial of the request to delete the 10,000 sq ft non-residential requirement. The applicant argued the requirement is not needed and has led to vacant space. The commission will vote on April 27.

- Continuations: Items 4 (Shared Risk Holdings rezoning), 5 (Happy Trail Farms rezoning), and 6 (Baldwin text amendment on warehouse use) were continued to the May meeting by unanimous vote.

And established by the Greenville City Council pursuant to the North Congenal statutes. This commission makes final decisions on preliminary subdivision plots and makes recommendations to the city council on rezonings, text amendments, ETJ extensions, street closings, street name changes, including honorary designations and other comprehensive plan text or map amendments. We typically meet on the third Tuesday of each month at 6 p.m. in the city council chambers, but because of COVID, we're now on Zoom. This week and this week only, typically we would have the presentation from staff, the presenters on the items and any opposition speak, and then Thursday night we would come and vote as a commission. However, because there's a conflict, our meeting to vote on the items will be on next Tuesday at 6 p.m. on April the 27th. Um the P Z meetings are open to the public, and anybody interested can sign up to speak or join us or watch us at home. And again, we welcome everybody to come in. And having said all of that, I would call on Mr. Max Joyner to do our invocation. Please bow your head.
