Public Comments & Testimony
- Rezoning (CG to OR): Brian Fagundis, representing The Covengton Group, spoke in favor, stating the request complies with the comprehensive plan and reduces traffic impacts compared to commercial use.
- Preliminary Plat (Greenville Intergenerational Community): Dan Blackman, representing Stimmel Associates and the owner Springshire Retirement LLC, spoke in favor, noting the development avoids wetlands and includes sidewalks.
- Closure of Private Alley: No public speakers.
Discussion Items
- Rezoning Request: Staff presented that 4.65 acres located between Turnbury and Smythwyck Drives, east of East Arlington Boulevard, would be rezoned from CG (General Commercial) to OR (Office Residential) to allow up to 55 multifamily units or office uses, consistent with the Horizons plan. Several commissioners raised concerns about pedestrian connectivity, as no sidewalks are currently required for multifamily residential. The commission voted to recommend approval.
- Preliminary Plat – Greenville Intergenerational Community: Staff described the subdivision of 145.13 acres into four lots along NC Highway 43 North. The plat meets technical requirements, and a traffic impact analysis is underway. The commission voted to approve.
- Closure of Private Alley: Staff reported that a 20-foot private alley west of the closed Line Avenue right-of-way is no longer in use, and the owner petitioned for its abandonment. The commission voted to recommend closure to City Council.
- Other Business – Green Growth Workshop: Shanté updated the commission on a potential presentation from the North Carolina Wildlife Commission about green growth initiatives.
