In response to a commissioner’s question about past flooding concerns raised by a resident, Weaver said he was unaware of such issues and that no flood hazards exist per FEMA and city maps, and that all stormwater requirements will be met. - Hudson Meadows Cluster Subdivision Preliminary Plat – Staff planner Malcolm Johnson presented the request for a 448-lot single-family cluster subdivision on 187.58± acres located along Hudson Crossroads Rd., approximately 1,947± feet north of Mills Rd. (Pitt County parcels 11093 and 22677). The minimum lot size in the cluster is 5,400 square feet (a 60% reduction from the standard R-9 lot size of 9,000 square feet) due to open space dedication. The subdivision is not in a floodplain and is non-contiguous (an outlying parcel). The Subdivision Review Board had already approved the plat; staff recommended approval. Commissioners asked about lot sizes, floodplains, and open space. Following the public hearing, a motion to approve was made and seconded, and the motion passed unanimously by voice vote (all ayes).
- Update on Unified Development Ordinance (UDO) Schedule – Planning staff (Ms. Gooby) provided an update. The comment deadline for the draft UDO has been extended to September 10, 2025 (previously an earlier date, such as August 27, was mentioned but not confirmed). The schedule is now: all feedback collected through September 10; then the draft UDO will go to the City Council as a workshop item for their information; the finished document will come to the Planning and Zoning Commission at the October 21, 2025 meeting for a recommendation (treated as a text amendment); and then to Council for final adoption on November 13, 2025. Commissioners were advised they can email individual comments—no additional group meetings are planned. The new UDO will fully replace the existing zoning ordinance (not the Horizons Plan).

The property is further identified as Pitt County tax parcel numbers 11093 and 2267. The proposed plat consists of 448 single family lots, totaling 187.58 plus or minus acres. The property is located in the southwest quadrant in the southeast quadrant of the city.
