Half Moon Bay Planning Commission Meeting - March 8, 2022
The Half Moon Bay Planning Commission held a remote meeting via Zoom on March 8, 2022, at 7:00 PM. Commissioners discussed and approved a mixed-use development at Main and Kelly Avenue and a resolution regarding general plan conformance for property acquisition west of Railroad Avenue. Public comments were heard on both items. The meeting concluded with a director's report and future agenda items.
Public Comments & Testimony
- General Public Comment: Bill (sore feet fleet) reported a broken Zoom link on the city website and requested it be fixed.
- Item 2.A – Main and Kelly Mixed-Use Project:
- Sarah Vila, a neighbor, expressed support for the project, commended the applicant for addressing past concerns, and requested enhanced landscaping and privacy measures between the residential building and neighboring properties.
- Sarah Bueller, a direct neighbor, spoke in favor of the project, highlighting the developer's responsiveness and requesting a 6-foot fence and landscaping for privacy.

- Item 2.A – Mixed-Use Project at Main and Kelly (PDP-20-051): Staff presented the project, which includes a historic building renovation, a new residential building, and commercial space. The parking calculation no longer required an exception. Commissioners discussed parking, design, ADA compliance, and conditions. Following public comment, a motion was made to approve with conditions including all-electric appliances (except HVAC), a photovoltaic array, and the recommended fence and landscaping. The motion passed 4-0.
- Item 2.B – General Plan Conformance for Railroad Avenue Parcels: Staff presented a resolution finding that the city's acquisition of five parcels west of Railroad Avenue conforms to the General Plan and Local Coastal Land Use Plan. Commissioner Reddick initially stated recusal due to proximity but participated in discussion and voting. A motion to adopt the resolution passed unanimously (5-0).

Good evening and welcome to Tuesday, March eighth, twenty twenty two Planning Commission meeting. Um we have a couple items to go over before we officially start. This meeting is live on Comcast Local Channel Twenty-seven and on Pacific Coast TV's website. And we have several um community members in attendance this evening. And um everyone in attendance is allowed to have the opportunity to speak. Um, just to review for the attendees, the planning commission chair will open up a general public comment section for those items that are not specifically listed on the agenda, as well as he will open up public comment during each specific item listed on the agenda. During that time, we want to um if you'd like to speak, you'll want to raise your virtual hand. Um, and then I will assist with a public comment, allowing each person to speak for the three minutes that are given. Um, if you are on the telephone only, which I don't believe I see anyone on just the telephone, um, you'll hit star six to mute and unmute and star nine to raise and unraise your hand your hand. Um there were uh several public comments that were posted um late this evening, about six thirty this evening, and also emailed to the planning commission. Very short um public comment of comments. Um, so you can see those um on their website under the item of the um Main Street and Kelly item um on the agenda, as well as the commissioners have them in their inbox. Um, thank you for your patience during our continued remote meetings, and I will now um hand over to Chair Gorn to officially begin this evening's meeting. So I have to say I think that's maybe I I literally just updated it and I had to do a personal um thing. So I will go ahead and go in there and fix that right now. I think we should um take a moment to do that because there may be some other folks who want to get on. Not a problem. I'll I'll stick it on there right now. Okay, thank you. Thank you. I downloaded a copy of the agenda and be quicker to join the point of commission meeting. Um as a hyperlink that has A Zoom link. I don't know if it's the right one, but there seems to be one there. No, I don't think it's the right one. We will make sure we get the right one up there. Anyone who um is watching on PC TV or has a friend who's reached out to you about not being able to get on, let them know uh to refresh um the agenda that's posted. Um as soon as Bridget says it's ready to go, they'll need to do a refresh. I know it seems like a really long time, but it's only been fifteen minutes. Um so you should be able to refresh your um go ahead and refresh on on the website. So any attendees or anyone that you know, um I've just sent out it's only been off the agenda from like literally 10 minutes before the meeting started. So the rest of the time it's been on there. Um it I needed to update it and it didn't update the Zoom link. So I apologize for that, but it should be um on there. I'm checking for myself right now.
