It's in the zoning district R1B1 and has a land use designation of residential medium density.

They currently have one five eighths inch non-priority water connection for them.

And their sewer will be through Granada Community Services District.

And the project will also include improvements, street improvements through the improvement of the swale.

Shouldn't cause any issues from views from the coastal trail, as you can see from photo in the bottom left corner here.

That this is towards the end of the street, towards the coastal trail, and the house would fall within the boundaries of the other homes, not creating any new visual problems from the trail.

The house or the lot is substandard for the R1B1 zoning designation.

The lot is only 4,376 square feet.

And the standard for R1B1 is 6,000 square feet.

The lot also only has a 40-foot average site width as opposed to the 60-foot average site width for R1B1.

That being said, the proposal is not looking for any sort of variance.

The only change is being substandard, they are allotted one garage space and one car space that can be in tandem with each other, which they have incorporated into their design.

They are conforming with all the setbacks.

And then as they go further back in the property, they are providing additional setback from the neighboring property lines.

So privacy is a bit less of a concern there, but they still took it into effect or into consideration throughout their design.

They are in conformance with the maximum building envelope, and they aren't actually even to the maximum height.

They are at a just over 26 feet in height, and they're allotted 28 feet.

This is good for lighting and to be enjoyed and enjoy the coastal views, as well as it acts as a cover to the front door and the one-car garage, which you can also see is set back from the property or from the front of the house, de-emphasizing the garage's presence, which is in conformance with our single family residential guidelines.

They also maximize the windows on the front of the house, which provides measures for passive heating and cooling and also allows more light into the house.

You can also see in this rendering some of their dark sky light fixtures that are being proposed on the side of the home.

And the rear balcony also acts as a cover to the ADU entrance that is on the bottom there in the rear.

You can also see in the design here that they have incorporated a series of open gable and shed roofs throughout the design to kind of offset the look and also comply with our single family residential guidelines.

Half Moon Bay Planning Commission Meeting - October 25, 2022

The Half Moon Bay Planning Commission met on Tuesday, October 25, 2022, via teleconference. The meeting included approval of minutes, two public hearings, a director's report, and commissioner communications. Item 1A: Coastal Development Permit for 63 Guerrero Street Staff planner Ocoee Wilson presented the proposal for a new 2,176 square-foot, two-story single-family residence with a 297 square-foot attached accessory dwelling unit (ADU) on a 4,376 square-foot substandard lot. The lot is substandard for R1B1 zoning (requires 6,000 sq ft), but the project seeks no variances. The design conforms to single-family residential guidelines, includes dark-sky fixtures, maximizes passive heating/cooling, and minimizes privacy impacts. The project received significant support from the Architectural Advisory Committee (AAC) and the applicants hosted a neighborhood gathering. Commissioners praised the outreach, design, and lack of variances. Commissioner Gossett inquired about noise dampening between the ADU and master bedroom; architect Una Kinsella confirmed sound transmission coefficient (STC) ratings would be met. The Commission unanimously approved the resolution (PDP-22-042).

Item 1B: Coastal Development Permit for Culvert Replacement at Pullman Watercourse Scott Phillips presented the proposal to replace two failing culverts (24-inch and 18-inch) with one 48-inch reinforced concrete pipe near the western terminus of Pullman Watercourse within Half Moon Bay State Park. The existing culvert, installed in the 1980s, has caused the roadway and coastal trail to fail; the parking lot has been closed since 2020. Staff recommended a continuance to a date uncertain to allow for a hydrological analysis and a more detailed coastal access plan and construction timeline. Commissioner Gossett raised concerns about upstream impacts and whether the study should consider the entire watercourse. City Engineer Maz Busygina noted a stormwater master plan update is underway. State Parks Senior Environmental Scientist Joanne Kerbavaz explained the urgency of the fix and the ease of restoring riparian vegetation. Roads and Trails Manager Chris Pereira described the historical failures and the advantage of a single larger culvert for debris passage. The Commission unanimously voted to continue the item to a date uncertain.

Director's Report

  • Jill Ekas reported that the November 8 meeting is cancelled due to Election Day; the November 22 meeting is expected to proceed (pending commissioner availability).
  • Upcoming director hearings include items at 84 Valencia, 660 Filbert, 923-925 Near Montes, 648 Myrtle, and 775 Railroad Avenue.
  • The Coastal Commission hearing on the short-term rental ordinance on October 14 resulted in a continuance with staff directed to work on compromises. The city facilitated Spanish translation at the meeting, which was well-received. The Commission expressed hope for a favorable outcome.

Planning Commission Communications

  • Commissioner Gossett and Commissioner Gorn attended a planning commissioner training in Santa Clara where ex parte communications were discussed. Chair Gorn will begin requiring disclosure of ex parte communications at future meetings.
