1.B – 555 Kelly Avenue (continued from April 23)
- Staff presented a supplemental memo addressing legal issues: interplay of state density bonus law and the Coastal Act, CEQA exemption, parking, and pedestrian safety. The project proposes a five-story building with 40 affordable units for senior farmworkers (extremely low- and very low-income), an ALAS Farmworker Resource Center, and 18 parking spaces. The applicant, Mercy Housing, confirmed they cannot require parking under state law but voluntarily provided 18 spaces.
- Commissioners raised questions about parking configuration, project financing ($43 million total development cost), tax credits, local preference enforcement, building height (59'11” but appears taller from some angles), architectural design, and alignment with local coastal land use policies. Concerns about the building's height, massing, and fit with downtown character dominated discussion. Some commissioners felt the project had not adequately addressed feedback from the Architectural Advisory Committee (AAC).
- The applicant noted that further redesign would delay funding eligibility by six to nine months. Commissioners acknowledged the urgent need for housing but stressed the importance of setting a good precedent for future projects under the updated Land Use Plan.

This evening, it's broadcasted live on Pacific Coast TV's website as well as on the local Channel Twenty Seven TV. We also have Spanish interpretation at this meeting, and you're welcome to go to the table to get a headset if you need to at the um at the table. A few brief comments for public comment etiquette items before we start. We do have people here in person and on Zoom. So we will um sorry. Uh the Zoom platform. The Planning Commission chair will open the general public comment section of the agenda. At that time, community members are welcome to speak on any items that are not listed on this evening's agenda. For those items that are specifically on tonight's agenda, during that time, the item will be discussed, and the public comment opportunities and details will be determined by the chair. We will begin with in-person comments on those items and then move to the attendees on Zoom. Those wanting to speak, I reckon we will recognize you with a green card. There has been numerous correspondence that has happened over this past week, and the planning commission has received as well as it's been posted on our website, all of the public comments, additional supplemental staff reports, and such. But the civil rights community is a local civil rights activist. We stand for progress that is helpful to the people. I think I'll just leave it at that general comment. Sometimes we have to move forward and do what is obviously needs to be what obviously needs to be done.
