City Manager Mary Bunting responded: Public Works Director Jason Mitchell will follow up on pavement markings; thermoplastic markings may take 60 days. Regarding assessments, she explained market forces and that the city council cannot set assessments; she will ask the assessor to review the properties. She also summarized an afternoon discussion on Shell Road and Greenbrier Avenue: no council sentiment for a pilot or full closure, but signs and lighting upgrades will be pursued.

We have been advised that the applicant has withdrawn their request, and as such, that item will be removed from tonight's agenda. There will not be a public hearing on agenda item number 12. Thank you, Mayor Donnie Tuck, for your continued support in providing this exciting opportunity for our students to showcase their creativity through the annual holiday card contest. The executive principals, administrators at our four high schools, and the teachers, parents, and family members who have supported our students. Tonight we're here to recognize and celebrate the creativity and talent of our high school students who have excelled in this year's contest. This event highlights the artistic abilities in our community and spreads the holiday spirit. This year, we received many impressive submissions with students using their unique perspectives on the theme of Fort Monroe. Now I will announce the winners.
