The Hampton City Council met on Wednesday, September 10, 2025, at 6:30 PM in Council Chambers, with all seven members present. The meeting included a consent agenda, proclamations, one public hearing, public comment, and appointments. The meeting adjourned at 7:04 PM.
Consent Calendar
- Approved unanimously (7-0) a resolution authorizing the City's participation in proposed settlements of opioid-related claims against Alvogen, Amneal, Apotex, Hikma, Indivior, Mylan, Sun, and Zydus.
- Approved unanimously (7-0) a resolution authorizing construction management contracting for sanitary sewer force main replacements.
- Approved unanimously (7-0) the Hampton-Newport News Community Services Board FY25-26 performance contract amendments with the Department of Behavioral Health and Development Services.
- Approved unanimously (7-0) a resolution amending the FY2025 budget to accept and appropriate $362,600 in additional state funds to the General Fund's School Operating Budget.
- Approved unanimously (7-0) a resolution amending the FY2026 budget to accept and appropriate $5,129,579 in additional federal and state funds to the General Fund's School Operating Budget.
- Approved unanimously (7-0) the minutes from the work session of June 11, 2025, the legislative session of July 9, 2025, and the special and legislative sessions of August 13, 2025.
Presentations & Proclamations
- Proclamation for Tom Crispell: Mayor Gray recognized Tom Crispell for 57 years of service to the City of Hampton, including 50 consecutive years as of April 2025. His contributions include work on the Hampton Coliseum, Buckroe Beach Boardwalk, City Hall, Hampton Roads Convention Center, and the Hampton Virginia Aquaplex.
- Suicide Prevention Month Proclamation: Mayor Gray proclaimed September 2025 as Suicide Prevention Month, citing that in 2023 Virginia experienced 1,230 deaths by suicide (18 in Hampton), and that suicide is the second leading cause of death for youth ages 10–14 and young adults 25–34, and third for ages 15–24. Dr. Daphne Cunningham, Executive Director of the Hampton-Newport News Community Services Board, accepted the proclamation.
- National Prostate Cancer Awareness Month Proclamation: Mayor Gray proclaimed September 2025 as National Prostate Cancer Awareness Month, noting that prostate cancer is the most commonly diagnosed non-skin cancer in men and the second leading cause of cancer deaths among men. He emphasized early detection and mentioned Hampton University's Proton Cancer Institute. He encouraged all men to get regular PSA screenings.
Public Hearing
- Billboard Lease (Item 7): A public hearing was held on Resolution 25-0238, a five-year lease with Adams Outdoor Advertising for two city-owned billboards at 715 Eaton Street and 732 N. King Street. Deputy City Manager Brian DeProfio explained that Adams will pay the City $100,000 per year, escalating at 3% annually, and will provide space on other billboards in Hampton (from I-64 near Powerplant Parkway to Settlers Landing Road) for city public service announcements. The billboards will be temporarily raised during the interstate project to maintain visibility. No public speakers signed up. The resolution was approved unanimously (7-0).
Public Comments
Three residents spoke during the public comment period:
- Latoya Fleming: Expressed support for the City's existing efforts on homelessness but urged formation of a homeless task force uniting city leaders, nonprofits, churches, and residents. She proposed a pilot program for transitional housing and support services, and asked council to review her detailed proposal submitted via email.
- Whittley Richards: Requested assistance to repair tennis courts (missing nets) and basketball courts (missing rims and backboards) at Northampton. She noted she had been trying for two to three years to improve these courts and wanted to lead the effort herself. Mayor Gray confirmed that Deputy City Manager DeProfio would share her request with the Parks, Recreation and Leisure Services Director.
- Pamela Ward: Sought help for two grandchildren she has placed in a hotel at her own expense ($500 per week) after reporting a Child Protective Services (CPS) case. She stated the CPS worker refused assistance and told her to return the children to the allegedly abusive home. Deputy City Manager DeProfio noted that Assistant City Manager Obeng would connect her with appropriate resources.
Appointments
- Economic Development Authority: Robert Pompeii was appointed to a term ending September 30, 2029 (motion carried 7-0).
- Hampton Redevelopment & Housing Authority: The appointment was deferred indefinitely (motion carried 7-0).

Good evening, everyone, and welcome to the Hampton City Council meeting. Clerk to call the roll, please. Councilman Bowman. Present. Vice Mayor Brown. Here. Councilwoman Campbell. Present. Councilwoman Fairby. Present. Councilwoman Harper. Present. Councilwoman Mudgler. Present. And Mayor Gray. Present. The next item is to the pleasure of allegiance and the invocation. And the invocation will be led by Vice Mayor Brown. So please stand and join us for the uh invocation and pleasure believe. Let's bow here some prayer. Father, we give you praise. We thank you, Lord, for this day. You said this is the you made we are commanded to rejoice in it and to be glad. We pray tonight, God, as we deliberate in this chamber. We pray for civility. We pray tonight, God, that you would look over our citizens of Hampshire, each and every one of them. Uh as we approach the holiday season, I pray, God, for peace. I pray for uh unity. I pray for uh strength among those who are weak among us, those who are homeless, those who need healing in their bodies. I pray God that you would answer their prayers. Also pray for those who are referred to responders, those who are in harm's way, those who've served in military service, and you're giving the ultimate sacrifice of their lives. As we approach tomorrow, uh September the eleventh, what a horrible day for the world and for the nation. But I pray for those families who are still grieving many, many years after that tragic event in New York and around the world. I pray now as we do our business tonight, God give us wisdom, give us the courage to make decisions that not only affect the few but all of us. And so we give you a name the praise, we give you the glory, and we give you honor. All of God's people say it together, amen. The uh Day of Care in 2025 is sponsored by the United Way of Virginia Peninsula, and this year it takes place on September twelfth. And this event brings together hundreds of volunteers from across the peninsula to create a positive impact for nonprofits and human services providers. At the city count at the City Council and the city manager's office in Hampton, we have been collecting healthy snacks to share with the young people from the Boys and Girls Club and the Food Bank. And tonight we are pleased to present them to Shaw Delaware, president and CEO of the United Way of the Virginia Peninsula, and so I ask I'll be able to come up front. I'm asking my council members to come down and present the gifts. Uh and we have quite a few more in the back, so I don't know how we arranged to get those to you, but uh we want to thank all of our employees for making the donations. Tonight, your consent agenda approves the city's participation in the proposed settlements of several opioid related claims, authorizes the use of construction management contracting for the construction of sanitary sewer forcing replacement, approves the Hampton Uber News Community Services Board FY2526 contract amendments. Amends the 2025 Council approved budget to accept and appropriate approximately $300,000 in additional state funds to the general fund school operating budget.
