- Deferral of Item 24-0278 (Rezoning application by DR Horton for four parcels on Semple Farm Road): Staff explained the applicant requested deferral to work with staff and community on proposal refinements. Motion to defer to the August 22, 2024 meeting passed unanimously.
- Action Item 24-0287 (Expansion of existing Dominion Energy substation at 1606 Hardy Cash Drive): Senior Planner Davis Pemberton presented the staff analysis. The proposal includes acquisition of two additional parcels, bringing the total site to approximately 3.8 acres, with replacement of a substation transformer, a 20 ft x 40 ft control enclosure, and a new 16 ft access road. Existing impervious area is 0.88 acres; proposed impervious area is 1.65 acres. The project supports existing and future needs, including Joint Base Langley-Eustis. Staff recommended approval. Applicant Stefan Brooks appeared and noted a 30-foot landscape buffer would be preserved, construction would take about six months, and outreach to neighbors occurred in January 2024 with no responses. Assistant City Attorney clarified that this is a Planning Commission action—final decision does not go to City Council. The commission voted unanimously to approve the item.

And I will move on to the um with the meeting agenda and approval of the minutes for the next item. I mean for our last meeting, uh, which would have been May 16, 2024. Are there any comments or anything? Or we have a motion for approval of the minutes, please. Move approval of minutes from uh planning commission meeting May 2024. Regarding the rules of the meeting. Okay. Um, yes, we will have one uh public hearing this afternoon, so I will read the public hearing comment rules. Uh the planning commission of the city of Hampton takes pride in being fair and courteous to all parties in attendance. It is important that all involved understand how the commission conducts its hearings and how all persons before the commission should conduct themselves. Individuals other than an applicant or the representative who have signed up to comment on a case will have three minutes to present their comments. Speaker should remain at the podium or microphone while addressing the commission. Speakers who have signed up may not donate their time to other speakers. And please note that most of the actions taken by the commission today are in the form of a recommendation to the Hampton City Council, and the final decision to approve or disapprove an application will be will be made by the city council at a future date.
