- Short-Term Rental Use Permit (24-0539) – Overflow LLC requested a use permit for a short-term rental at 127 North 4th Street in the Buckrow 1 zone of the Short-Term Rental Overlay District. City Planner Hanvoo Vue presented the application. The property includes a single-family dwelling (constructed in 1927, 1,587 sq ft, 4 bedrooms/2 bathrooms) and a rear duplex with two units, each with 2 bedrooms/1 bathroom. Because the proposal exceeds the allowable number of rentable bedrooms, a use permit is required. The multifamily use is exempt from the separation requirement. Staff noted that the Buckrow 1 zone allows nine short-term rentals; five are fully approved, four grace-period rentals expired without applications, leaving four slots. This application is the first processed after the grace period ended on December 31, 2024. Staff recommended approval with 15 conditions, including a maximum of eight rentable bedrooms, overnight lodging capacity of 19, prohibition of events, and a maximum of 38 people on the property from 7 a.m. to 10 p.m. The staff attorney explained that the conditions were amended (particularly condition 4C) to resolve conflicts; the commission considered the amended conditions. No public speakers testified. The commission unanimously approved the use permit with the 15 conditions as amended.
- January Youth Planner Report – Henry Godfrey, junior youth planner, presented the monthly report. He described the grants hearing prep, which was rescheduled from December 9, 2024 to January 13, 2025, attracting eight applicants instead of four. Highlights included interviews with grant applicants, topics such as career/college and clubs/activities, and a notable applicant, HCS Stars. He also discussed upcoming training areas (professional, civil, personal, financial, and technical) and a planned lobbying trip to Richmond with the youth advisory group. Commissioners praised his presentation skills and energy.
