18:43I will try I made notes, so I'll try to be brief by not ranging too widely.
18:49But I am going to vote no on this, and I just want to say why.
18:52And it's three reasons.
18:53The first has nothing to do with uh Chief Ravella.
18:56It's just a question of process.
18:59Um the we we had one nominee who turns out we didn't do a background check on and he had to withdraw his name.
19:06And then we did a proper search with the search firm, and we had someone else we were talking to, and then that fell through.
19:14And in the meantime, the community really came together and they tried to express what they wanted.
19:19You know, uh AJ Johnson and the North help me out with the acronym.
19:25That group for North Hartford Safety Coalition.
19:30Those folks really did yeoman's work bringing people together, fostering discussions, and what they were asking for was local candidates.
19:38They were asking for multiple candidates to be presented to the public and to this body.
19:43And none of that happened.
19:45We spent a bunch of money on searching to not do any of those things.
19:50And you know, I was told that we can't have the candidates um be public while they're in the candidate phase because it'll discourage them from taking the job, but the other way didn't work either, right?
20:01So we spent a bunch of time and a bunch of money and a bunch of community members put a lot of their time and effort and it feels like for nothing.
20:08And that has nothing to do with Chief Rivella, but our only option to say this is not how you should do it, mayor, is to vote no.
20:15And I think that's a good enough reason to say that we recognize the work that all those folks did and that we want a better process.
20:26I asked this chief when or this potential chief when he was at the committee of the whole meeting.
20:30Um did he what did he think about our numbers and where they needed to be?
20:35And he said that he wanted to do basically what the previous chief had done, which was get us up to 450 or 470 cops.
20:42Remember, the previous chief came before us and he said that more police doesn't reduce crime.
20:48That hasn't been shown.
20:49And more police spending doesn't reduce crime.
20:51And he couldn't share with us a formula or a reason for the number.
20:56But he said, I want this number, and we said sure.
21:01And we gave him the money that he asked for.
21:03And that police spending is budgetary handcuffs for us.
21:08It keeps us from doing the things that have been shown actually to make lives better and reduce crime.
21:13We do it every year.
21:14They come in and they talk to us about their expertise and about crime and about this and about that, and then we just give them the money, and that money doesn't go to peace builders and it doesn't go to our schools, and it doesn't go to a host of things that have been scientifically shown to reduce crime.
21:29And if he doesn't have a new strategy, if his strategy is the same strategy as Stody's, we should find somebody with more innovative ideas and more willingness to actually look at the data to make our city safer and not just an insistence on more money for my department.
21:45And lastly, the question of how we keep our immigrant residents safe.
21:58Council President wouldn't let him answer that question, which you know I disagree with.
22:01He's a big boy, he can answer questions on his own.
22:04But the fact is we need someone who would have said, no, no, no, Council President, I got it.
22:18That's where we're at right now.
22:19We have a growing dictatorship.
22:21I know folks think we can keep our head down and get past it, but that's not how dictatorships work.
22:26They don't stop at the top line and then chill.
22:28They consolidate their power until their power is full.
22:31And we need to be ready.
22:33And from what I've heard from this candidate, he's not ready.
22:36So for all those reasons, I'm a vote no, and I would ask a couple of you to join me.
