21:32Townclerk, please call the role.
21:33On the post point items, Councilwoman Billadu.
21:41Councilman Hernandez.
21:44Councilman Micktham.
21:50Council President Sturgeon?
21:54Items have been postponed.
21:56Madam Majority Leader.
21:58I make a motion to withdraw the following item.
22:01Labor, Education, Workforce, and Youth Development Committee.
22:04Communication to discharge resolution confirming the appointment of Madison Shays Jeff to be a member of the City of Hartford Board of Education.
22:15Item is made and properly seconded to withdraw item 7.1.
22:18Are there any discussion?
22:21Seeing or hear no discussion, uh, Mr.
22:23Town Clerk, please call item for withdrawal.
22:29So we don't need to take a vote because uh council majority leader Rosetti is the maker of item 7.1, and the item is a discharge item from her committee.
22:40So the next item on the agenda.
22:45Uh majority leader Rosetti.
23:01Um yeah, we're going to put items 8.1 on the I'm sorry, 8.1 on the agenda.
23:09The item was originally going to go to uh executive session, but the item was discussed in the last council meeting.
23:17Uh, and so there is no more discussion on the item.
23:20Is that okay, uh, Mr.
23:22Uh Corporation Council?
23:25Uh through you, Madam President.
23:26That's entirely up to to this uh council.
23:31And then the item is made and properly second to put item eight point.
23:44Uh just think we just have a little bit of a council some technicality.
23:49Um I have a question.
23:51Just a point of order where you have a minute.
23:54I'm sorry, Councilman Mitchum.
23:58Is this this is the settlement of the lawsuit that we discussed and voted down last time?
24:09The item is back on the agenda again.
24:12Um, and so uh since we asked all our questions and um took a vote, the item is now back on the agenda again to be voted on.
24:23I believe if if an item has failed, it can't go back on the agenda without changes the next time.
24:29That's my for like six months, if I'm not mistaken, I would turn the corporation council for that.
24:34Um that we have corporation council address that issue.
24:37Yeah, through you, uh Madam President.
24:39That was something that someone had raised at the last council meeting.
24:42I spent the last week looking.
24:43I could find um nothing to that effect.
24:46I know there are some rules about when an appointment uh when an appointment fails that that person uh needs to be acted on within six months, otherwise they can't act in an acting capacity for an appointed position, but I could not find anything that indicated that in six months you cannot re-bring uh an old resolution for reconsideration, not reconsideration, but you know what I mean, as a new resolution.
25:05Not reconsideration, but you know what I mean, as a new resolution.
25:09And this is the new resolution on the agendas on the supplemental agenda, it was items eight point one.
25:17Uh point of order, council president.
25:20I I have a question.
25:21Oh, why can't we just reconsider this item and and then take a vote on the reconsideration and then we bring it back?
25:31Uh let me have corporation council answer your question.
25:35Uh through you, madam president.
25:36Uh, thank you for the question, Councilman Billy.
25:39Um technically a motion for reconsideration has to be made on the same within the same session, which is typically either the same day or over an extended session, for example, during a budget session.
25:50That one session may stretch over multiple days and it can be reconsidered during that same session.
25:55But being that we were adjourned at the last meeting and it is no longer the same calendar day, it would be inappropriate to take it up as a reconsideration as it turns out.
26:06Um thank you, Councilman Biladu.
26:09Um so the motion has been uh made and properly second um for items 8.1 on the uh the agenda.
26:18Are there any other discussion?
26:21Seeing or hearing other discussion, Mr.
26:23Town Clerk, please call the roll.
26:27Councilman Clark, no councilman Gail.
26:32Yes, Councilman Hernandez, yes, Councilman Mickham.
26:37Yes, Councilman Rosato.
26:40Yes, Councilman Rosetti.
26:42Council President Surgeon?
26:44And Councilman Thomas.
26:51Um seeing that we have no other items on the agenda.
26:54I just want to make uh a communication announcement.
26:58It's been a year uh since our past uh town clerk has passed away.
27:04It's been a year now, and unfortunately, um they have not found the actual person who caused his debt.
27:13So would like everyone to take a moment uh to acknowledge it's been a year and um in support of our past town clerk Noel McGregor.
27:36Uh thank you everyone.
27:38Um this is uh week of giving.
27:42Um Thanksgiving is coming up in another couple of days.
27:46I wish everyone a safe um for Thanksgiving and don't forget we also have our uh people in the community um you know who's also um need some help.
27:57So if anyone can reach out uh and help our residents in the city of Hartford, um don't forget this is the time of year for giving.
28:07Uh seeing any items on hold on a second.
28:20Thank you, uh Sister Majority Leader.
28:23Uh there is a pre-Thanksgiving community breakfast that is going to be held on Wednesday, November 26th, from 9 to 11.30 a.m.
28:36It's gonna be held at the uh State Capitol 210 Capitol Avenue.
28:41Again, if you know anyone in our community who needs a little bit of help, please refer them on Wednesday, November 26th.
28:50Again, it's gonna be from 9 a.m.
28:52to 11:30 at the state capitol, which is 210 Capitol Avenue.
28:59So that is again the pre Thanksgiving community breakfast.
29:03Since we have no other items on the agenda, I now adjourn the council meeting and wish everyone a safe uh happy Thanksgiving.
