Public Comments & Testimony

  • Brandon Maendele (2303 W 2nd St, Hastings) – applicant for 2025-498. Explained that a white temporary structure on the property will be moved to the south side of the existing metal building to become one of four storage units (Conex containers). The other three units will not have electricity.
  • Jeff Laubach (SBB Engineering, 101 S Kansas Ave, Topeka, KS) – civil engineering consultant for Casey's General Stores. Stated that Casey's has the two parcels (911 and 909 West J St) under contract and needs rezoning to C-3 for a convenience store with fuel sales, which is not allowed in R-1. He answered commissioner questions.

Discussion Items

  • 2025-498 – Self-Service Storage Conditional Use Permit (230 E D St): Commissioner Rosenberg asked about the type of storage units. • 2025-515 – Zoning Change from C-3 to RP-3 (West G & Franklin Ave): Staff explained the duplexes were built under C-3 zoning but the engineers placed them incorrectly; rezoning to RP-3 will bring them into compliance with setback requirements. Commissioner Rosenberg noted the Community Redevelopment Authority owns adjacent property to the north, but only the duplex parcel is being rezoned. Approved 6-0.
  • 2025-526 & 2025-527 – Zoning Changes for Casey's Development (911 & 909 West J St): These two adjacent properties are part of a planned Casey's convenience store and fuel station. Both properties have front portions zoned C-3 and rear portions zoned R-1; the applicant requests full C-3 zoning. Staff recommended approval. Commissioners voted on each separately, each passing 6-0.

  • Subdivision 2025-529 (Les Schwab Subdivision): Staff presented the final plat for two lots near 39th Street and Osborne Drive. Commissioner Rosenberg asked about access; staff said public access easements on north and south sides will provide access to the back lot. Motion to recommend approval passed 6-0.
  • Reports and Updates:
    • Chairman Sinner asked for an update on South Street and South Elm. Director Vrooman reported that utility work for the highway project is 75-80% complete for gas, 50% for electric.
