Speaker 4

4:06

Second, this is uh Bill Heitzmann's last meeting.

4:11

So I think a lot of us um when we choose to go into public service positions, um the one thing we all hope to do is uh leave everything a little bit better than how we found it.

4:25

Um Bill through what he's done for this community, not only through the the community college through Hastings economic development, but especially for us in this room as a utility.

4:36

Um I can't thank you enough, Bill, for your leadership, what you've done for uh the utilities, what you've done for myself, uh working through the transition of coming into this managerial role.

4:48

Um appreciate the hours that you've stopped in, talked to me, allowed me to call you on the phone, talk through some things.

4:55

Um I can't thank you enough.

Unassigned speaker

5:00

Really appreciate uh what you've done for our staff, the support you've shown for the staff, uh what you've done for our ratepayers.

Speaker 4

5:05

So thank you for your service for your time.

5:08

We do have uh a plaque here I'd like to present you with uh just to show some appreciation for your time as a utility board chairman.

5:17

So if I could ask you to come up front.

5:24

Tony, where would you

Speaker 5

5:25

uh front slide everywhere for it?

Unassigned speaker

5:35

You

Speaker 4

5:35

didn't know there's gonna be an obstacle appreciation for everything you've done for the utilities and thank you.

6:10

That is all I have for managers communication.

Speaker 1

6:15

Well, since it is my last meeting, Derek did ask if I would make a comment or two, and uh this I was not expecting, but I appreciate it very much.

6:24

It's been a pleasure.

6:25

I'm gonna miss being on the board, miss working with all of you, but like all good organizations, I can tell you it's the people that make it

Unassigned speaker

6:34

work.

Speaker 1

6:35

Good people, always hard to find, but we want to hang on to them, and the utilities has been outstanding with what they do.

6:43

I know it's pretty tough when you have outages when you have all those things and people are complaining and calling in, but wow, our efficiency is extremely uh good.

6:52

I've been fortunate with the board.

6:55

I've been fortunate with uh working with a couple of our directors and and uh Derek has been a pleasure working with you and the leadership that you provide for this organization.

7:06

I will say I've been harping for 10 years on we got to find a way to find money to help our community.

7:17

I know the one uh fund that we had, it was over three million when I started.

7:21

We've spent it down, I think it's under a million now.

7:25

Uh and as we start looking at that, and HEDC chamber and those things start coming to us to look at resources when we're out of them, we we don't help much with the community.

7:37

And I I think we need to find a legal way to replenish that fund and have dollars available to be able to compete with our surrounding communities and those things.

7:47

And the same thing, Mark, I think I would challenge.

7:49

I know budgets are tough with the community and those things, but we probably won't have LB 840, I believe it is.

7:56

And if the if we did, we'd have to have go out for the community for a vote and those things.

8:01

But I think we need to find a way that we can uh build up our resources and be able to be competitive.

Summary of Proceedings

Hastings Utility Board Regular Meeting – June 11, 2026

The Hastings Utility Board met on June 11, 2026, at 9:00 AM in the Airport Conference Room. Key topics included a cost-of-service study for water and wastewater rates, a second-quarter financial update, and a budget schedule review. The board also recognized outgoing Chairman Bill Hitesman for his service and unanimously approved recommendations to adjust rates and shift a July meeting date.

Consent Calendar

  • Approved the minutes of the May 14, 2026, regular meeting (moved by Dewalt, seconded by Kvols; vote 3-0).

Public Comments & Testimony

  • No citizen comments were received.

Discussion Items

  • Cost-of-Service Study (Water & Wastewater): John Krajewski presented the rate study results. For water, operating deficits are projected to begin in FY2029; proposed annual rate increases of 1.5% for FY2027–2030 for most classes, and 10% annually for CMS (commercial/industrial customers in a low-density area). An inclining block rate for residential customers was recommended: first 5 CCF at $1.79/ccf (down $0.20), next 25 CCF at $2.09/ccf (up $0.10), excess at $2.42/ccf (up $0.43). Typical residential bill would increase $0.53/month in FY2027 and FY2028, and $0.61/month in FY2029. For wastewater, no system-wide increase is needed, except for Rate Class S-3 (CMS), which would receive 10% annual increases for FY2027–2029. CMS rates would need to increase more than 100% to cover true cost of service.
  • Q2 Financial Update (FY2026): JC reported that the electric department had a strong January market (WEC One unit average price $94/MWh vs. $32.29 in prior Januaries). Gas department experienced a very mild winter (10% lower usage) but received unusually high transportation credits (~$1.2M for Oct–Mar), which are market-driven and not budgeted. Water revenues were low due to dry conditions (precipitation 2.7 inches vs. normal 6.5 inches for Oct–Mar). Sewer revenue was affected by unbilled usage, with ~75% already recovered.
  • Budget Update: JC noted that internal budget meetings are progressing well, with a target to complete number crunching by early July. Larry Fox indicated that the capital improvement presentation format has been revised for greater transparency.
  • Meeting Date Change: The board agreed to move the regular July 9, 2026, meeting to July 23, 2026, to accommodate member schedules.

Key Outcomes

  • Rate Recommendation Approved (3-0): Motion by Dewalt, seconded by Kvols, to forward the water and sewer rate proposals (1.5% annual water increase for most classes, 10% for CMS; 10% annual increase for wastewater S-3; inclining block residential water rates) to the Hastings City Council for adoption.
  • July Meeting Rescheduled: The July 9 meeting will be held on July 23, 2026, by unanimous consent of the attending board members.
  • Chairman Recognition: The board presented outgoing Chairman Bill Hitesman with a plaque and thanked him for his leadership. Hitesman urged the board to find a legal way to replenish the economic development fund to help the community remain competitive.
