Is 4A unincorporated Hillsborough County Historic Landmark Designation 6014 ADN Street, and the presenter is Tyreek Royal.

Good evening, everyone.

Good afternoon, Colleen Marshall Development Services.

Today I'm here to present the landmark designation briefing for the historic Waimama Memorial Cemetery, summarizing the landmark report and analysis.

The report and analysis were completed by our consultants' heirs in community planning collaborative.

Copy of the full report and analysis has been submitted to the clerk.

The cemetery is located at 6012 and 6014 Adina Street in Waimama.

Spans 4.75 acres and lies within a historically African American neighborhood.

Cemetery also includes unimproved right of way between the folios as well.

Following the Civil War, African Americans migrated to this area working in turpentine, agriculture, and railroads.

In 1907, the original town plat for Waimama was filed, and this area began to grow into what is known as the Bethune neighborhood.

In 1914, a revised plat of the town of Waimama was filed, which identified a church on lot four, Block 6 in the northeast quarter of section 10.

This lot would become the site of the first Prospect Missionary Baptist Church and was transferred to the trustees of the church in 1918.

The area became a spiritual and civic anchor for the black community.

Cemetery dates back to the early 1900s, appearing in plats from 1907 and 1914.

It reflects segregation area burial traditions and is deeply embedded in the social and spiritual fabric of the community.

Black cemeteries are cultural landscapes that reflect resilience and memories.

Waimama's cemetery features vernacular design, east facing graves, open view sheds, and natural vegetation, elements that reflect spiritual traditions and community values.

There's no formal landscaping, and the spatial organization is organic.

In this slide, you can see markers that include vaults, handmade headstones, funeral home plates, and grave goods.

These reflect community craftsmanship and cultural traditions, including veteran headstones.

Two ground penetrating radar surveys conducted in 2023 revealed numerous unmarked graves.

Silver crosses now mark these locations, ensuring they're recognized and respected.

Although the church contributes to the historical context of the cemetery, physical changes to the church building are not recommended for inclusion in the local landmark designation.

Its inclusion in the designation is intended to recognize that burials exist on the church parcel itself.

The other structure shown on the slide is a baptismal pool used by the church.

Informal drive paths and historic access from Basa Street are part of the site's circulation network.

If the property is designated as a Hillsborough County Historic Landmark, designation protects the cemetery from disturbance, ensures stewardship of all graves, and honors the African American heritage of Weimama.

The first criterion that must be met for local historic landmarking is that the landmark must be at least 50 years or older.

With the earliest burial based on available death certificates dating back to 1910, and the earliest headstones dating back to the 1930s, the Weimama Memorial Cemetery meets this criterion.

The proposed landmark must then also meet one or more of the remaining criteria listed on this slide and the next.

Cemetery meets multiple Hillsborough County landmark criteria, including criteria one, three, four, and six shown on this slide.

And the cemetery also meets criteria eight, nine, ten, and eleven.

Planning Commission staff have reviewed this historical landmark designation at 1614 Adina Street and found it to be consistent with the goals, objectives, and policies in the comprehensive plan, including objective 3.5, which supports recognizing Hillsborough County's heritage through the preservation of historically and archaeologically significant sites and policy 3.5.1, which calls for the protection of historical and archaeological resources that are listed in or eligible for local or national designation.

And that concludes our presentation.

Good afternoon, Chair and Commissioners, Marissa Robinson with the City of Temple Terrace Community Development Department.

This afternoon for your consideration, the City of Temple Terrace is proposing a tax amendment, LDC 2502.

To the city section 12-984 permitted signs.

The updates will be matrices three, four, five, and six.

Currently, um any properties located within these on these matrices only are allowed one wall sign per building.

Under these matrices, property owners will be able to have two signs if they meet the conditions for footnote X, which states on corner lots a building occupying the corner may be permitted a second wall sign, provided that each of the two wall signs is located on different street-facing facades.

That's it, and I'll answer any questions.

City of Tampa redistricting, 2026 briefing, and the presenter is Yasert Gonzalez.

Good afternoon.

Yes, sir Gonzalez Planning Commission staff.

So do they um presenting an item 5B?

Is that information item?

No action is required.

So the agenda goes as follows.

We're going to do a background, a little bit of background, maybe a slide or two on that.

Because last time we talked about it was October of last year, which seemed like an eternity.

Uh echo.

So, you know, we had the holidays in between, so best to bring everybody up to speed.

Then we could discuss the timeline.

Then what have we done since October?

And then any media happenings that we've had, finally unveiling the alternatives, even though they've been there since October.

Uh, but we just want to the first time we bring in front of you.

Uh we also include them in your packet.

It's just for you to be able to see them uh before the strictures of the public hearing.

Uh then there will be some upcoming public meetings.

We would have schedule starting tomorrow.

So this is uh, you know, we're gonna be discussing those.

So the background.

Since 2020, nearly 20,000 individuals have moved to the city of Tampa.

That's the size of the city of Pornagora, the city of Maitland moving in here.

Uh, and again, with all the attendant uh uh pressures on on everything, staff infrastructure and everything.

Uh every four years, we take a look at the city council districts.

There are actually seven city council districts, but only four of them are have a territory accompany them.

So there will be three at large and four school single members.

So that will be four, five, six, and seven are single member districts.

So we looked at the population.

If the difference exceeds five percent, we will make a recommendation for alternatives.

The alternatives range in sizes.

Some of them just go for a single prison to be moved, a boarding prison that we do.

We moved one boarding prison at a time, or some of them in several boarding prisons, and we're gonna go over them again very briefly, 10,000 football.

Most residents are not affected by these changes.

Uh uh, you know, again, as we are just being, you know, making surgical, very limited moves.

The timeline.

We had a workshop on October 13th when we discussed very clearly, specifically in most detail, population, how we come about and estimate the population for these council districts.

Two days later, we went live with our website, our alternatives, and also again our comprehensive outreach of stakeholders, including you know, council members and the media, etc.

Um now forward to January.

We're going to be having open houses starting tomorrow.

This is our first briefing that we that we you know uh where we come out and share more details with the public and yourselves.

March 2026, your meeting in March will be the second and final hearing.

Allow me to remind you that this is one of the items where you have the final say.

Uh uh, so so again, quorum is important, and we understand that it's a little late in the day.

We thank you for your volunteering service, but again, it's very important that you that you're here for that.

Uh once you approve uh the one of the alternatives, then the one that's alternatives proclaimed by the subversor of elections.

And uh I go back to the city of Tampa where I then inform the council of the actual boundaries.

So what have we done since October 15th?

We have again published the alternatives, which are gonna be revealed here as well.

We have briefed council members individually and collectively uh about the the alternative proposed.

We sent 3,000 emails, uh, some of them a couple times to uh to high frequency voters, so we were able to identify high frequency voters using the voter roles.

We gather valid emails and send out emails saying, hey, this is available, we have the project started, and then second email will be uh we have now public uh uh you know meetings, open houses, and also public hearings.

We also sent to neighborhood associations, uh the NAACP, Hispanic Services Council, political parties, and even uh, you know, as already uh that they have been involved with us in the past in helping us spread the word.

First time we've received over 50 computer surveys online, of course, you know, this we have been doing this for many decades.

So there's the employee, another, you know, uh other times in which the numbers have been exceeded, but in recent history, this is a very large number, 50 uh of residents.

Now, let me let me remind this commission that this is a data point in your decision matrix.

You're you're not to be swayed perhaps by the survey results.

This is where you want to go.

And you know, another uh point that we'd like to make as some of you may have asked this question is that you will be able to see the four alternatives at every juncture, and you will be able to either accept that recommendation, reject it, or go with any other plan.

Social media posts uh and ads.

We have done uh them as well, uh, and we can we got 3,000 impressions, and we're gonna go over some detail later.

We schedule our six open houses, four in person and two virtual.

And of course, we we we are you know marked the you know, uh the two days for the public hearings, which will be in your February meeting and your March meeting.

So we had a fabulous uh year in terms of media attention, some of it is because it was going on nationally.

Uh uh, so we've been benefited tremendously.

We had an interview with Bainus Nine, and we also had a feature article with Tampa Bay Times.

Uh we got people from Spring Hill saying, Hey, I saw you on TV.

Should I be watered?

I'm like, no, we think it's fine.

Uh social media, what's happening in social media?

Uh we have had 3,000 impressions.

Some of you that you know are more number oriented will say, well, we have 400,000 people in the city, 3,000.

But we have been very deliberate and intentional in reaching out to those borders that are actually going to experience change potentially.

So there you go.

When you're looking at it in that lens, 3,000 is a very large number.

So so now this is tend to be an older crowd, you know.

LinkedIn and Facebook were where we saw the most engagement.

And we, of course, you know, we although we put some videos and things, you know, Instagram and X, you know, are have their own algorithms, so we're still fighting with those.

But uh our website is being as of December, view over a thousand times with a thousand unique visitors.

So again, that's before the interview with Venus 9, before a couple of things, and before some more social media that we're gonna be deploying through the life of the project.

Ta-da, these are the alternatives.

Uh first of all, let's talk with the status quo.

Uh we looked at the population.

Again, we do this every four years.

Our track record goes two decades, so it's something that we're, you know, we're we're not newer on the block on this.

8.36% the difference between the most populous district, which is council district seven, which includes USF area in New Tampa, and the least populous district, which is East Tampa, which is Council District 5.

As you see from the from the graph, the most important point is that every proposed alternative brings that difference to less than 5%, which is where we want to go.

Now we're going to go over this.

This is the driest part of this of this presentation.

And we're gonna be very speed, you know, we're gonna do this expeditiously.

Nonetheless, you have had this on your packet.

You we uh um we like to remind everyone that we we were happy to do as many individual briefings as you you'll need to get comfortable with this because I know it's you know it's not your it's not something that you see every day.

So happy to uh brief you as many times and and bring you up to speed.

So the first is alternative one.

It move three precincts 151, 169, and 342.

It has the lowest uh range.

That means that the the once we make these three moves, the the the difference between the most populous and least populous now to all to a miss lead 1.9%.

In the survey that we had, uh uh ranking second so far.

Alternative two.

This is the simplest alternative.

Only one pricing, 345, moving from council district seven, again, north and USF area, to Istanbul, Council District 5.

The range is 3.97, ranked first in the survey so far.

Now, you may have said, Well, you didn't say that when the in the packet it says something different, because we had a we were blessed to have a numerous surveys coming between the time we got your packeting now.

Specifically, that was helped by the Tampa Bay article, and also the the the um the the interview with Venus 9 because uh there were holidays there, we had to prepare the packet before we left for the holidays, so there was a little bit of that.

But so again, this is a great this is a good thing to have you know uh more survey results and more and and you know and and listening from the people.

But I'd like to remind you, it's just a data point in your decision matrix.

You are the final arbiters.

Uh alternative three, move three prisons, but really uh it's kind of two because 249 and 250 are very, you know, uh is is the 40 sales neighborhood, and they're very closely integrated.

So we will have to move them together, and then you know, 320 again to balance things out, the range is 3.78.

Finally, alternative four is we move three prisons, 141, 207, and 345.

Wait a minute.

345, didn't you just say that?

Yes, you're right, you heard that correctly.

345 is an alternative two by itself while here is in is in uh with other other places being moved.

And again, this is the second lowest range at 1.95.

Any questions about the alternatives?

And again, individual briefings are available.

We're happy to discuss them more in detail with the hearing, which is gonna talk about there will be a little more detail offer with that.

We have six of them.

Four are in person.

Uh notice from the map there on the right that um we try to locate them as close as possible and as practicable to the districts that are moving.

Um because of the time frame, the dates, you know, we were not as successful in some areas, but again, we try to uh have that uh you know as much as possible.

Uh this is five to five p.m.

to eight p.m.

do do attendees have to be there for three hours.

No, it's an open house.

So you come in, you may ask a question.

Uh um, and you know, and look at the maps.

The wonderful thing about the open house, you can look at the large format maps and touch them and write on them.

You know, that that's it's wonderful in that sense.

The um, and again, staff will be available for questions.

Um we had another two of them are virtual.

Uh we have had them typically on a Saturday morning.

We started with COVID doing the virtual ones, uh, you know, because again, people are more excited to just they can jump on the phone, jump on the tablets, and you know, jump in.

But you know, we have not had the success in terms of attendance for Saturday mornings, uh, needless to say.

Uh so we are we are uh switching to a different format this year.

We're just trying to be innovative, trying to engage as many people as possible.

And this is during launch time.

Again, nobody expected to be there from 12 to 2.

It's just that if you happen to be on February 10th, have some free time in that frame and you want to reach me or anybody in the planning commission that has did it that worked with this project, you can say, hey, how you doing?

I saw this map.

You know, how do I fill out the survey or you know, something if you find any technical difficulties?

If you just have a question about the map, if you just have a question about what's gonna happen to me in my precinct, you know, maybe you don't see your pissing mention anywhere.

We can tell you what happened to your precinct.

So it's just a quick, it's just a quick as five minutes, 30 minutes.

If you want to talk to us for two hours, we're happy to talk to you for two hours as well.

So but we will be online and we'll be again, there will be uh slides there, and we'll just be answering questions.

Any questions about the open houses?

Street signs.

If you've driven through Tampa, you've seen our signs, hopefully.

Uh we had two formats this year.

We had uh um typically we have our uh on the on the left-hand side there, community meetings.

Those are very effective signs.

Those are the signs that people are looking for, usually, uh, because it's usually something changing in my neighborhood.

So again, we we are we are definitely you know uh uh um you know utilizing those.

But we also had a large format signs where you have QR codes, you have the you know, more details and things.

So they supplement each other, and we have uh put put several, you know, you know, a couple dozen out there uh in terms of like uh total number of signs.

The public hearings.

Um these are again the two mandated public hearings uh from that are in the city charter.

Uh so that the first will be next in your next meeting on February 9th.

And and again, we have been this year.

We have tailed them, pair them with your regular meeting.

Uh uh, they do start at 7:30 or later.

Nonetheless, it's uh it's a 15 to 20 minute presentation plus questions.

So you should be, you know, we're thinking that assuming unless we have you know a lot of questions, you should be out by 8 p.m.

Now on March 9th, you do have to sign the the resolution.

So that you know, a couple extra minutes there so you're letting that, but again, we thank you for your volunteering service, and we understand that it's kind of late and it's a long day for y'all.

But again, uh that's why we decided to present the the hard worship, had to present the alternatives now.

That way you can ask any questions, and that way we can make this as efficient as possible.

The survey will be open through, I believe one week before, so the last week of um of February.

So that will be like a week or so before that your final hearing date, and that way you know allows us to do a little processing if we need to uh a little, you know, uh and it's just it's just a uh the survey is just arranging the options and giving any comments.

So we you will be submitted.

Typically, we will submit uh you know a summary of results, uh uh uh you know, in with the with uh with your uh technique with the technical memo that will go with the final hearing, yes.

And I just also wanted to comment that um I think you've taken a lot a complex topic and really um provided really clear alternatives, and I really appreciate the way that there's been um depth of public engagement, and I'll certainly feel um better going into a voting process, understanding the public's opinion on this.

So I appreciate the the engagement that was done on this.

No, no, no, not so far.

We have um I received there's been some um potential confusion about it being uh tied to some national trends and some state trends, but we have you know been messaging very effectively on that.

Um and you know, that's as far as we don't we don't we also again took painstakingly for because you know that there's another project, the Tampa flu that is also uh is right is coming right fast around the corners too.

So we were expecting some some overlap with that, but we also again we're messaging and managing that well so far.

So let's let's hope it continues, yes.

This amendment is privately initiated, small scale, and is approximately 0.29 acres.

The request is to go from a residential 20 future land use category to community mixed use 35.

The subject site is located within the South Tampa Planning District and the Fair Oaks Manhattan neighborhood.

This is an aerial of the subject site and the surrounding area with the subject site outlined in yellow.

The surrounding area is a mixture of uses, including light commercial to the south and west, and single family to the north, east and directly west with scattered industrial and two-family uses to the east.

This is the adopted future land use map with the subject site outlined in black, designated under the residential 20 future land use category to the north and east of the site is the residential 10 category.

South is the community commercial 35 with residential 20 along West Euclid and South Himes Avenue, and community mixed use 35 to the west as a result result of adopted TA CPA 2512.

Under the adopted flu of residential 20, the site can be considered for four dwelling units.

Subject to locational criteria.

Yes, 5D TACPA 25-19.

Comprehensive plan map amendment, Museum of Science and Industry MOSE, and the presenter is Quinn Steele.

Good afternoon, Quinn Steele Planning Commission staff.

Today I'll be presenting TACPA 2519, which is a map amendment for the MOSE site located at 4615 and 4801 East Fowler Avenue.

The request before you is publicly initiated in small scale, covering approximately 11.25 acres, and the request is to change the future land use designation from light industrial and public semi-public to public semi public.

Here's a general location map.

The subject site is located within the university planning district, the Terrace Park neighborhood, and the Tampa Green Tech Corridor.

This aerial shows the subject site outlined in blue with the adjacent publicly initiated plan amendment TACPA 2520 outlined in pink.

This will be the next item on the agenda.

The site is located south of East Fowler Avenue in USF.

Immediately east of the site is a daycare center with commercial and multifamily uses located further east across North 50th Street.

To the south and west are vacant and developed industrial lands within the Tampa Industrial Park, which transitions further south to Greco Salt Fall Complex and nearby single family neighborhoods.

Just beyond the frame to the northeast are the unincorporated Hillsborough County and Temple Terrace jurisdictions.

A more zoomed out aerial showing the broader area is included in the staff report.

This map shows the subject site outlined in black.

It's currently designated public semi-public, which supports public serving uses and light industrial, which allows uses such as light manufacturing and warehousing.

To the south and west, the surrounding area is primarily designated heavy and light industrial within the Tampa Industrial Park.

There are also a few pockets of uh community mixed use 35 in this area, which were adopted through individual plan amendments spanning from 2005 to 2023.

Further south is rec open space, associated with the Greco Softwall Complex, which then transitions to residential 10.

To the north and east are public semi-public uses, including USF and that daycare center.

To the northeast, outside of the city jurisdiction, this is um unincorporated Hillsborough County Residential 20 along the east side of USF, and then further east is Temple Terrace Residential 9 with the commercial designation closer to East Fowler Avenue.

And then this map shows the uh unified PSP designation for the entire Mosey site.

The site is currently split between light industrial and public semi-public.

The light industrial portion does not allow residential development and could accommodate just over 400,000 square feet of non-residential development.

The public semi-public portion does not have defined maximums for residential or non-residential development.

Under the proposed public semi-public designation, future development would be guided by the proposed use and its compatibility with the surrounding area.

This is TACPA 2520 located at 11315 North 46th Street and our associated parcels.

This is publicly initiated, it is a regular scale amendment, is approximately 63 acres, and the request is to go from light industrial, heavy industrial, and public semi-public.

And as of Thursday, last Thursday, January 8th, the applicant amended their request to go from urban mixed use 60 and community mixed use 35.

And later in the presentation, I will show you approximately where it is on the map that it is changing to CMU 35.

The site is located in the University Planning District, the Terrace Park neighborhood, and the Green Tech Corridor.

This is the same aerial of the subject site you saw in the previous presentation, where outlined in blue is the previous amendment, TACPA 2519.

And outlined in pink is TACPA 2520.

Again, this site is bound by North 46th Street on the west, East Fowler Avenue on the north, and North 50th Street on the east, and across the street of Fowler is the University of South Florida.

This it has a daycare right here that was previously mentioned that is part of this amendment.

And the US the unincorporated Hillsboro County and Temple Terrace are into the northeast of the site.

This is the adopted future land use map.

The sites outlined in black, and the request is to go from the light industrial, which is the light gray, the heavy industrial, which is the dark gray, and the public semi-public, which is the blue.

U.S.

South is located here to the north of the subject site.

This right here is outside the city limits, which is the Hillsborough County Residential 20.

This is Temple Terrace with the residential nine in the commercial district.

Along Fowler, you have the community mixed use 35 as well as to the west of the subject site, as these two were of a result of a plan amendment.

And then moving further south of the subject site, you have a single family detached neighborhood.

This is the proposed future land use map to go from to UMU 60.

As the request did change, this parcel is changing to community mixed use 35.

So everything here will be UMU 60.

Just this parcel is changing to community mixed use 35.

Under the existing designation of light industrial and heavy industrial residential is not permitted.

Under the public semi-public, the maximum is not defined.

It's based off of the surrounding area.

Under the light industrial and heavy industrial, the subject site could be considered for just over 3.5 million square feet of non-residential uses.

Under the proposed urban mixed use 60, this is on the whole request as being UMUMU60 as the CMU portion of the parcel just recently changed, and that will be presented on in the February meeting.

But on as the whole site, the it could be considered for just over 3,000 dwelling units or just over 8.7 million square feet.

With a change to UMU 60, this would increase the residential density as on the light industrial and the heavy industrial portions of the parcel, or that is not allowed.

And the non-commercial use, the non-residential uses would be allowed on the entire site, and it would remove the possibility for industrial uses.

And that concludes my presentation.

Was that in because of the neighborhood behind it to try and step down?

We talked with the applicant, but we had concerns about compatibility with the surrounding area, mostly concerned with the residential uses and the residential 20 and the 10 designation.

So we did have conversations with the applicant, and they did agree to reduce the request for just this parcel to CMU.

When it comes back to us, are we gonna we're obviously going to have the figures for this the adjusted for the CMU and the UMU?

Um and the presenter is Melissa Zornita.

Okay, good afternoon.

Melissa Zornita, executive director.

Um, at your seat, you should have a copy of my executive director's report covering a number of activities over the last month.

It's a little shorter than normal because of the holidays.

Um, but just a couple of things I wanted to highlight from that list.

Um we did have a meeting uh the middle of December with the county's community and infrastructure planning division about a project they're looking at at Causeway and 78th Street to look at how to uh plan for some redevelopment at uh that intersection to help implement the Palm River Community Plan.

Um around well, a little bit earlier that month, uh the director of that division um tenured his resignation, and so they are um there are ongoing discussions um about what the future of that uh division will be.

Um some of those I I met with uh Greg Horridel, Deputy County Administrator last week, um, and that was one of the topics we talked about because a lot of the work that that division does helps implement the comprehensive plan, the community plans.

Um it also has some tie-in to the work of the transportation planning organization.

Um seeing how we can uh continue to all work well together with development services, public works, um it needs to be a really good collaborative relationship regardless of how they're organized.

Um had uh have had some on conversations with the city of Tampa planning and legal staff uh last week about the finalization of the latest draft of the future land use update.

Um so in our journey to get that completed, we are moving towards releasing that draft this Friday, giving that will give folks a little bit more than a month to have access to that draft prior to the February 17th public hearing with City Council.

Um we will also be holding a uh in-person public outreach on I believe it's February 3rd, and then a virtual one at lunchtime the following uh it's the Tuesday night and then the following Wednesday at lunchtime.

Um so we are um to educate folks on the changes that we made.

A number of the changes were from the motions that city council made at their hearing back in August.

But in addition to that, one of the motions council made was for us to review the entire document based on the recently enacted Senate Bill 180, which said that we had could not make anything more restrictive or burdensome, and that necessitated us going through the entire document and taking a look at any place where maybe we took more vague language in the current document, and maybe in making it more specific, it could be read as making it more restrictive.

Um so we went back to the language that was in the plan today.

Um if we went from a should to a shall, it went back to a should.

Um so there was a lot of reverting the language back to the language that is in the plan today.

Um and uh so we anticipate that there could be some upset or unmet expectations because it went in some places those things were not things that the community will be expecting.

Um but they're necessitated by the state statute.

Um so uh that's why we're having the additional public outreach to explain those to the community once they've had uh a couple of weeks to have reviewed the draft as well as a couple of weeks before the public hearing.

Um so we're we're hopeful that that timing works out well, and um let's see.

Uh as I said, I met with Mr.

Horridel last week.

Um we also talked about the the they're the applicant for the Mosey site that you just saw the briefing on, so we talked a bit about that.

Um the county owns the land, it's in the city of Tampa, it's kind of a unique situation.

Also brought him up to date on our expansion areas and some of the discussion you all have had about the urban service area in the past couple of months.

Um we've had a number of meetings with Plant City about their comprehensive plan and the upcoming joint meeting.

Um we had a great opportunity last week to meet with the city manager and assistant city managers and all of their department heads.

They have such great buy-in on this update of the comprehensive plan.

It's r really remarkable to see them all gather together like that.

This is the second time they've done that.

They did that um last spring summer in a scoping meeting that gave us sort of some ideas of where we needed to go with our uh visioning survey, and now we shared with them all of the results and they gave us some ideas on what needed to go in the vision statement.

Um the results of the visioning survey will be one of the things that is shared at that joint meeting on January 26th in the afternoon.

Um it should be on all of your calendars from 3 to 4:30.

Um, and then we also will be sharing that draft vision that we got their input on.

The way they do workshops is a little bit different from how we do workshops, where we go into another room and we don't have, I mean, it's open to the public, but we don't have public comment, things like that.

They do typically have public comment at their workshops.

So it this will be at the Trinkle Center, which is part of their HCC campus.

It will be recorded.

And the agenda will have an opportunity at the very beginning of the meeting for about 30 minutes for there to be public comment.

And then we'll move into a staff presentation and then the discussion between the two boards.

Let's see.

So we had a good discussion kind of kicking off that process, letting them know what our staff availability was going to be and hearing about some of their constraints as some of their key staff members are otherwise engaged now.

So learning how their their process is going to be for this year.

So we're excited to partner with them again this summer.

So highlighting the upcoming meetings on the 26th, uh the meeting in Plant City.

Then because we have so many county plan amendments, we took four of them that were supposed to be heard tonight and move them to February because we had we already have eight tonight.

So we didn't want tonight to go so long.

And then the redistricting hearing is at 7:30.

Um so there's now there's a good bit on the February agenda.

Um so those are the upcoming meetings.

I will remind you that if you haven't taken Sharon's poll about a planning commissioner retreat that is in your email, and she would love to get an answer from you.

Um we'd love to get a time.

We're looking for about a three-hour block.

We will feed you before that.

We just were really looking for the three hours of substantive time first, and then we were planning to feed you as part of that or before it.

Um but um uh if you could reply to that email from Sharon, that would be outstanding.

Um we'd typically uh talk about sort of some of the current issues and discussions that are going on, um, get an update from uh Mr.

Robin on Sunshine Law and uh public records, things that are typical top hot topics and sometimes changing topics based on state law uh revisions, and so um would love to to get that scheduled if possible.

Um the last thing I'll mention is that in the plan there weren't that many plan amendment public hearings in December because the jurisdictions didn't really have that many of those, but we did have one in Temple Terrace.

Um it was a case that was from 2000, and it kind of re-emerged um and uh it was going from res four to residential 16.

Everyone had found it consistent and and city council adopted it, but um earlier last week, but um their legal counsel um expressed a lot of support for the change that was made in their procedures manual that you all adopted.

I think it was in 2024, that put sort of a statute of limitations on your recommendation so that this can't happen again.

Um, that if the city council is not taking action on a plan amendment um within a certain amount of time, it basically has to come back before you all because he said so many things can have changed in five years.

Um this is kind of ridiculous.

The plan policies could have changed, uh much less the area around the site, other things.

Um he was very happy to hear that this couldn't happen again.

So just some positive there.

So I'd be happy to answer any questions.

Oh seeing starting the area off pretty good, all right.

I have one committee report from the TPO board.

We met on December 10th downstairs in the big boardroom on the second floor for a TIP hearing.

Um we also did the election of officers.

Uh Chair Ross was voted chair again for this year, and vice chair commissioner Westel will be serving as vice chair again for this year, and most of the other committees and positions stayed the same with everyone in them.

Um we also in that meeting uh accepted a bright line station area study that was done by staff.

Um there was some discussions about some of the information and numbers they used, but overall it was pretty decent study.

So we accepted it and put it on the shelf with the rest of the studies that the TPO board does down there.

So the big uh elephant in the room at the meeting we had on the 10th was a TIP amendment uh for I-4 express lanes, the addition of express lanes to I-4 um from I-75 to County Line Road, and that approved was also approved after a little bit of discussion.

We had a couple members of the public who spoke in opposition to it, but overall, I think the vote passed.

I think there are only two members of the board who voted against it, everyone else voted for it.

Um had some discussion about reserving public right-a-way in the middle of the expressway or in the middle of I-4 for public transit that may come in the future, whatever that is, bus or trains or whatever might happen in the future at some point in time.

So FDOT assured us that we were going to be reserving that right away for that eventual eventuality in the future.

So with that, we approved it and moved it on forward.

And that was it from our last TPO meeting.

Our next TPO meeting will be this coming Wednesday, Tuesday, and then Wednesday.

So if Mayor Kilton's there, I'm gonna see if I can get some strawberries for us.

So our joint meeting since we have to go out there at fourth 4-30 till 4 30 in the afternoon in Plant City.

That's gonna be a fun ride home for all of us.

But that's the only committee report I have.
