Meeting Transcript
Good morning. Welcome to the May 19, 2026 volume adjustment board meeting. Would you all please stand for the Pledge of Allegiance? I pledge allegiance to the flag of the United States of America in the Republic for which it stands. One nation under God individual with liberty and justice for all. Thank you. Please be seated. Under public comments, we welcome public comment from petitioners about any issue or concern related to the petition that's before us. It's a I think it was a six-page recommendation listing all the factors, all the evidence, the entire I reviewed the entire audio, the um the uh the documentation in the file as well. So I feel confident Ms. Holman has um followed the rules in compliance and that the recommendation meets the requirements of the law for the board to consider today. I was hoping that the petitioner would also be present be present. I don't know if the property appraiser has any comment before y'all vote on all the recommendations today, but I wanted to bring it to the court or to the um board's attention so that you were aware. Would a representative from the property appraiser like to make a comment on this? Anyone here from the property appraiser's office? What's that? Would you like to make a comment regarding the complaint that was filed? I'm sorry, sir. Are you addressing me? Yeah, yes. That's okay. I'm I'm I'm I'm Rick Rape, uh director of evaluation for the property appraisers office. How can I help you? Yes, uh, we received a complaint um that was filed and reviewed. We were just wondering if you had any comment regarding this particular complaint or if you were aware of it at all. The complaint was um directed at the uh the value adjustment board process, and I think that the clerk did everything right and the magistrate did everything right. I understand that the the lady that's filing the complaints not happy with the homestead issues, but those are beyond the control of the property payers' office, it's all determined by law and statute. So everyone did I assure you everyone did the right thing. If we had uh been able to give her homestead, we would have, but we could not. Okay, so very good. Thank you. And just for the board's information, uh, as you all are well aware, um, if you do approve her recommendation today, that's not the end all be all. She does have the ability, all of our petitioners have the ability to appeal to um the circuit court and get a brand new hearing, all new facts, new judge, everything like it never happened here. So is there a disposition we need to take care of with this? Um, if you're going to um make any motions as to that one individually, you would do that. If not, you can include it in approval of the phase two recommendations. That's the board's um pleasure. Okay, is there any other comment regarding this complaint? Um, just that uh this will the written complaint will be in the official file as requested and everything right. Yeah, yes, it is. And and the copies that we have here are cut off a little bit that we provided to the board. I do want to assure the board the my understanding is that the entire magistrate notes were available to everyone, and so that they're not cut off in our official file. Okay, thank you. Thank you. Any other further comments? Seeing none if there's no motion to exclude it from the phase two recommended decisions, we'll just include that in there. So fine. So with that being said, is there any comments regarding the uh phase two recommended decisions that have been provided to us from the board? Any no, I make a motion to approve. Sir second second, second.
