Welcome to the works.

0:30

In today's episode, we're going beneath the surface with Hillsborough County's jetback and underground camera crew.

0:36

Stormwater systems are made of ditches, whales, ponds, reservoirs, thousands of miles of pipe.

0:42

Our guys have been face to face with alligators and the pipes, snakes.

0:47

We've pulled out cell phones, computers, anything you could think of.

0:51

It is really a two-part system utilizing the jetback to clean the pipe and then the robotics to inspect it.

0:58

These inspections also give you a better idea of what can be repaired or replaced, which definitely reduces costs.

1:04

These guys cleaned last year over a hundred miles of pipe alone.

1:08

It is essential with all the sediment, vegetation, litter that goes into these stormwater systems that you keep them flowing.

1:16

We can mitigate stormwater damage to not only our assets, but to citizens' property as well.

1:22

And just keep the county as a whole safer.

2:09

Before I pass things over to the planning commission, I'd ask the clerk to call the role to establish a tenants.

2:23

Present.

5:00

The subject site is in the rural area and not within a community plan, but it is within the plant city vision boundary.

5:06

It is located west of South County Line Road, south of East Trapnell Road, and east of Old Mulberry Road.

5:15

Next slide, please.

5:19

Here is an aerial view of the site.

5:22

The subject property is outlined in pink.

5:25

Agricultural uses are currently on the property.

5:28

Surrounding the property, you will find single family residential uses.

5:32

And additionally, there are some industrial and commercial uses located to the north.

5:37

Next slide, please.

5:42

Currently, the subject site is designated as agricultural estate on the future land use map.

5:48

The agricultural estate future land use category allows one dwelling unit per 2.5 gross acres and a maximum floor area ratio of 0.25.

5:58

The typical uses in the agricultural estate category includes farms, ranches, residential, neighborhood commercial offices, and multi-purpose projects.

6:08

Other future land use categories shown on this map include residential one to the north and public quasi public to the northwest within the unincorporated Hillsborough County boundary.

6:20

Commercial, industrial, and transitional area to the north within the plant city boundary, rural business park center, city neighborhood activity center, residential low and residential suburban within the Polk County boundary, and community activity center conservation, public and institutional residential high and residential low in the Lakeland boundary.

6:43

Next slide, please.

6:50

The applicant is proposing to amend the future land use category, future land use designation to rural light industrial.

6:58

The newly created rural light industrial future land use category includes a 0.25 floor area ratio maximum and allows no residential development, but for limited accessory residential, such as an on-site security guard.

7:12

This category allows for consideration of limited light industrial uses, which is defined as uses that are compatible with rural residential development patterns and that do not produce significant noise, dust, odor, smoke, or vibration, as specified in the Hillsborough County land development code.

7:29

Examples include small-scale manufacturing, fabrication, and assembly of refined products, as well as warehousing or wholesale operations.

7:38

Next slide, please.

7:43

Next are the impacts.

7:45

As far as existing conditions currently under agricultural estate, the site could consider up to three dwelling units or 96,812 square feet of non-residential uses.

7:57

Under the proposed rural light industrial designation, the site could still consider up to 96,812 square feet of non-residential uses.

8:06

The proposed amendment will eliminate any potential residential density and would not change the maximum potential non-residential intensity.

8:14

However, the amendment would increase the allowable range of non-residential uses due to the consideration of commercial intensive zoning district uses and limited industrial uses as described on the previous slide.

8:27

Next slide, please.

8:31

And this concludes my presentation for HCCPA 26-21.

8:35

I'm happy to answer any questions.

8:37

Thank you.

Hillsborough County Planning Commission Briefing - July 2026 Plan Amendments (September 23, 2026)

The Hillsborough County Planning Commission held a briefing on September 23, 2026, to review seven proposed plan amendments (items A1 through A7) from the July 2026 cycle. Staff presented each item, and commissioners asked clarifying questions. No votes were taken; the items are scheduled for a public hearing before the planning commission in October 2026.

Discussion Items

Item A1 (HCCPA 26-21) – Presented by Victoria Durand. Request to change the future land use designation of 3701 East Trapnell Road from Agricultural Estate to Rural Light Industrial. The 2.5-acre site is in the rural area, within the Plant City vision boundary. The change would eliminate potential residential density (up to 3 units) but keep non-residential intensity (up to 96,812 sq ft). Commissioner Miller asked about the Plant City vision boundary and potential future commercial expansion. Staff noted the vision map is being updated and offered to provide more details at the public hearing.

Item A2 (HCCPA 26-22) – Presented by Willow Mickey. Request to change the land use designation of four parcels (13.8 acres) at 10610 Davis Road and Cricket Lane from Residential 6 and Residential 12 to Residential 16. The site is in the urban service area, East Lake Orient Park Community Plan. The change would increase potential dwelling units from 91 to 220 and non-residential square footage from 165,745 to 300,563. No questions from commissioners.

Item A3 (HCCPA 26-23) – Presented by Gillian Massey. Request to change the future land use designation of 12711 East U.S. Highway 92 (2.8 acres) from Residential 1 to Rural Light Industrial. The site is in the rural area, South Domingo Community Plan, and within the I-4 corridor urban service area expansion study area. The change would eliminate residential potential (1 unit) and keep non-residential potential (30,492 sq ft) but expand allowable uses. No questions.

Item A4 (HCCPA 26-24) – Presented by Alexis Myers. Request to change the future land use designation of 12559 North U.S. Highway 301 (74.34 acres) from Residential 1 and Office Commercial 20 to Rural Light Industrial. The site is in the rural area, Tonotosassa Community Plan. The change would eliminate residential potential (up to 234 units) and decrease commercial intensity from 993,821 sq ft to 809,562 sq ft, while introducing light industrial uses. No questions.

Item A5 (HCCPA 26-25) – Presented by Lillian Lanahan. Request to change the future land use designation of 11017-11101 East U.S. Highway 92 (6.77 acres) from Residential 9 to Suburban Mixed Use 6. The site is in the urban service area, South Normango Community Plan. The change would decrease residential density (from 60 to 40 units) and keep non-residential square footage (147,450 sq ft) but add commercial intensive and light industrial uses. No questions.

Item A6 (HCCPA 26-26) – Presented by Tyreek Royal. Request to change the land use designation of 13750 Repton Boulevard (37 acres) from Neighborhood Mixed Use 4 and Research Corporate Park to Light Industrial Plan. The site is in the urban service area, Northwest area community plan, adjacent to Pinellas County. The change would eliminate residential potential and increase commercial intensity from approximately 770,000 sq ft to 1.2 million sq ft. Commissioner Woolster expressed familiarity with the area, noting the narrow Repton Road and difficulty expanding it. He asked about allowable uses. Staff clarified the change would narrow uses to light industrial and increase floor area ratio, with concurrent rezoning including open storage and a new building. Commissioner Woolster indicated interest in seeing the building location.

Item A7 (HCCPA 26-27) – Presented by Alexis Myers. Request to change a portion of the future land use designation of 3030 Cockroach Bay Road (6.9 acres) from Agricultural Rural 1 to 5 to Light Industrial Plan. The site is in the rural area, Little Manatee South and South Hillsborough County plans. The change would eliminate residential potential (1 unit) and increase non-residential intensity from 75,141 sq ft to 225,423 sq ft, introducing intensive commercial and light industrial uses. No questions.

Key Outcomes

  • No votes were taken during this briefing session. All seven items are scheduled for a public hearing before the Hillsborough County Planning Commission in October 2026.
