Summary of Proceedings

Regular City Commission Meeting - September 16, 2026

The Hollywood City Commission met on September 16, 2026, starting at 1:00 PM to address a full agenda including proclamations, a loan for affordable housing, a parking variance, comprehensive plan amendments, and a controversial Hollywood Beach Overlay District. The meeting extended past midnight due to extensive public testimony and commission debate. Key decisions included approval of a $1.95 million loan for the Mosaic Hollywood affordable housing development, approval of a parking variance for a coffee roastery, adoption of three comprehensive plan amendments, and first-reading approval of the Hollywood Beach Overlay District with amended height limits.

Consent Calendar

  • Items 5-12: Approved unanimously without discussion. Included budget amendments, meeting minutes, flood insurance renewal, landscaping and bulk waste removal contracts, consultant services, sports lighting, landscape maintenance, and engineering services for water treatment plant repairs.

Presentations, Proclamations, and Awards

  • National Hispanic Heritage Month (Item 13): Proclamation recognized September 15 – October 15, 2026. The city’s Hispanic population is approximately 43% (nearly 67,000 residents).
  • World Alzheimer’s Awareness Day (Item 14): Proclamation for September 21, 2026. Over 7 million Americans live with Alzheimer’s; in Florida, 580,000 individuals. The city is establishing an Alzheimer’s Daycare Center at Oak Lake Park.
  • Food Waste Prevention Week (Item 15): Proclamation for September 28 – October 4, 2026.
  • Broward County Schools Referendum (Item 16): Superintendent Howard Hepburn presented on the November 3rd referendum – a renewal of an existing property tax generating $358 million over four years for teacher supplements, school safety, and mental health. The average homeowner pays $418/year. The district has lost 11,000 students this year and closed seven schools.

Public Comments & Testimony

  • Item 17 (Mosaic Hollywood): Ann Ralston questioned the loan repayment and the property’s value; staff explained the loan is paid back at construction closing.
  • Item 18 (Parking Variance): Ann Ralston expressed concern about insufficient parking; the applicant attorney Rachel Streitfeld argued the business (coffee roastery with three employees) needs minimal parking and committed to working with the city.
  • Items 19-22 (Beach Overlay): Over 30 residents spoke, overwhelmingly opposing the proposed heights (up to 49 stories) and arguing it would destroy the beach’s low-rise charm. Several urged a workshop and more public input. A few supported hotel development but opposed extreme heights.

Discussion Items

  • Item 17 – Mosaic Hollywood Affordable Housing (1:30 PM): Resolution authorizing a $1.95 million loan to Housing Trust Group for acquisition of 1708 N. Dixie Highway to develop 84 affordable housing units (units at 30%-80% AMI). The loan will be repaid at construction closing. The property has been a blighted eyesore; the developer agreed to start cleanup after 90 days. Approved unanimously.
  • Item 18 – Parking Variance at 1980 Grant Street (2:00 PM): Quasi-judicial hearing. The applicant sought a variance to reduce the parking requirement from 12 spaces to 1 for an adaptive reuse of a building for a coffee roastery (with retail). Staff found three criteria met; the planning board had approved. After debate, the commission approved the variance conditioned on a minimum of 5 parking spaces (including through a license agreement with the city for on-street parking). Motion passed unanimously.
  • Item 23 – Chapter 38 Ordinance (First Reading): Amends procurement, budget, and finance codes. Debate centered on a provision allowing the commission to waive the cone of silence on procurements. Motion to delete that provision failed; the ordinance passed 6-1 (Commissioner Shuham dissenting).
  • Items 19-21 – Comprehensive Plan Amendments (3:00 PM): Second reading of three amendments establishing the Tourism Incentive Density Entitlement (TIDE) program, Transfer of Development Rights (TDR) program, and Flexibility Unit provisions. Staff explained these create a framework for bonus programs on the beach and do not allocate specific units. All passed unanimously.
  • Item 22 – Hollywood Beach Overlay District (First Reading): Lengthy presentation and public testimony. The ordinance establishes optional bonus programs for height, hotel density, TDR, and flex units, with design guidelines and a five-year sunset. After extensive debate, the commission amended the motion to set maximum heights: Precinct 3 (A1A) at 150 feet; landmark sites at 180 feet; and Precinct 4 (Hollywood Beach Resort) for a unified site at 340 feet with potential for higher at commission discretion, plus TDR and flex eligibility. The motion passed 4-3 (Commissioners Gruber, Biederman, Hernandez, Levy in favor; Vice Mayor Callari, Commissioners Shuham, Quintana opposed).
  • Items 24-27 – Regular Agenda: Approved unanimously: $2.97 million FDEP grant for tidal flooding mitigation (item 24), FDOT agreement for site 21 (item 25), fee schedule update (item 26), and property/casualty insurance renewal up to $2.7 million (item 27).

Key Outcomes

  • Mosaic Hollywood Loan: Approved unanimously; $1.95 million loan for 84 affordable housing units.
  • Parking Variance: Approved with condition of minimum five parking spaces (including city license agreement).
  • Procurement Code Amendments (First Reading): Passed 6-1.
  • Comprehensive Plan Amendments (TIDE, TDR, Flex): All passed unanimously on second reading.
  • Hollywood Beach Overlay District (First Reading): Approved 4-3 with amended heights (150 ft A1A, 180 ft landmark, 340 ft unified at resort).
  • Citizen Comments: Heard at 5:00 PM and again after item 22; topics included flooding, property values, and beach development concerns.
  • Citizens’ Comments: Residents discussed flooding issues and requested better communication.
