The Horry County Council met on September 17, 2024, at 6:00 p.m. in the Council Chambers. Chairman Johnny Gardner presided. The meeting opened with an invocation by Councilman Tyler Servant, the Pledge of Allegiance by Councilman R. Mark Causey, and a public comment period. The council approved a consent agenda with numerous zoning map amendments, resolutions, and budget transfers, and heard presentations on the 4-H program, employee service awards, police reaccreditation, and Fire Prevention Week. Several ordinances were debated and voted on, including a denial of a rezoning for a residential expansion and a denial of the Interstate 73 official map amendment.

Next on the agenda, we will have public input. I believe we have one person signed up for public input this evening, Miss Willard Carter. Is Miss Will Carter here? Please come up and speak, state your name for the record. Willa Carter. Thank you. Good evening. My name is Willa Carter, and I'm a resident of the Race Path community. I appreciate the opportunity to speak with you this evening about the Race Path Revitalization Plan. Specifically, phases two and three, which were a part of the 2014 approval. These phases include much needed drainage enhancements, roadway improvements, and additional sewage services, which would greatly improve the quality of life for our community. We understand that these projects take time, but as residents, we are eager to see the progress. These improvements are vital to addressing long-standing infrastructure issues in RACEPATH and ensuring the stability and safety of our neighborhood. We believe that moving forward with these enhancements will make real make a real difference in the lives of those that call RacePath their home. I'd also like to reference an article found in the archives of the HUD Urban Development titled Running Off Blight and Crime in Race Path, which was part of the Ory County 2014 CDBG Annual Action Plan. This article highlighted the early effects to revitalize RACEPATH and the roles that improvements played in making our community safer and stronger. Continuing that progress is something we deeply value and are hopeful that we'll be prioritized. Additionally, I would like to kindly ask the county council to consider partnering again with the residents of the RacePath along with the Phoenix Renaissance Incorporation. The nonprofit organization housed at the Race Path Community Center. It has been instrumental in past phases of this revitalization plan. Their continued involvement would help ensure that the needs of the community are met in a thoughtful and inclusive way. As residents, we hope to have an active role and a voice in the process, working alongside all of you to help create a brighter future. We are committed to working together with the county and other stakeholders to help prevent issues like homelessness and displacement, which could affect our neighbors if these projects are delayed any farther. Our goal is to preserve this sense of community and make sure that RACEPATH remains a thriving, vibrant place to live.
