The Administration Committee met on October 28, 2025, at 1:00 p.m. to discuss financial updates, employee wellness recognition, updates on state privacy laws, and several fiscal resolutions. The committee unanimously approved all agenda items, including an ordinance updating the business license class schedule, two fund transfers for capital projects, a resolution to make the mobile food vendor pilot program permanent, and community benefit fund requests.

- Financial Update for September 2025: Jamie Norman reported that total revenues across all funds were $35.5 million, with 68% in the general fund. General fund revenues were $24 million (8.4% of the annual budget) and expenditures were $63.6 million (22% of the budget). Compared to the prior year, revenues increased 4.7% and expenditures increased 7.8%. All special revenue funds (fire, road maintenance, beach renourishment, stormwater, recreation, waste management) were performing as expected, with most revenues expected in the December–January property tax collection period.
- 2025 Healthiest Employers of South Carolina: A representative from the county employee wellness committee announced that Horry County placed 12th in South Carolina for the Healthiest Employers award. They highlighted increased participation in wellness programs and expressed a goal of reaching the national top 100 next year.
- South Carolina Privacy Laws Update: Marion Foxworth detailed the upcoming state privacy laws effective January 2026, which affect how the Register of Deeds handles public information online. He explained that the county will hide parcel identification numbers (PINs) from the public index and require a paid subscription (account/paywall) to access full records, meeting the law's exemption criteria. He also announced that the Register of Deeds office will begin accepting credit and debit cards on the following Monday.
- Business License Class Schedule Update: An ordinance to amend Section 12.5-114 of the county code to update the business license class schedule, as required by state law every odd year. The changes affect approximately six codes with minimal impact. The presenter also noted the successful launch of a new online business license application.
- Mobile Food Vendor Pilot Program: Randy Haldi reported that the pilot program allowing food trucks on county property has been successful, with 20 vendors approved. All feedback from vendors and employees has been positive. The committee approved a resolution to make the program permanent.

- $1,500 from District 9 for Long Volunteers to provide supplies for the elderly, sick, and children.
- $10,000 from District 9 for the North Morton Area History museum for advertising.

Please guide us in the decisions that we are about to make for Orie County. And please look after all county employees and public safety and public works and administration as they go about their jobs today, and please get them home safely to their families. We'll move on to the review and approval of the agenda contents and move to approved. All in favor, aye. Ayes have it. Moving on to the approval of minutes from the September 23rd meeting. All in favor, aye. The ayes have it. Moving on to new business, a financial update for September 2025. Ms. Norman. Good afternoon. Today we're looking at financials for month ending September 30th, which completes the first quarter of the fiscal year. Looking at revenues across all funds, we're at 35.5 million dollars. Almost 68% of revenues are in the general fund. And as mentioned last month, most of the revenue will be received in that December-January time frame when property taxes are collected. Looking at expenditures across all funds, we're at 82.2 million dollars with 77% of expenditures in the general fund. So based on the percentages for our annualized budget, I expect to be around the 25% point for expenditures and revenues. Looking at general fund for revenues, we are at 24 million dollars, which is 8.4% of the annual budget. Again, most of those revenues will be received in the December-January time frame. Our expenditures are at 63.6 million, which is 22% of the budgeted amount. For general fund, total actual revenues are 4.7% higher than prior year, and total actual expenditures are 7.8% higher. Looking at general fund revenues a little more closely, at the end of the first quarter, all revenue categories are performing as expected. Looking at expenditures in a general fund, all categories are performing as expected for this point in the fiscal year with personnel costs at 21% of the budget, and contractual services are slightly above where we expect to be. And this is because most of our contracts renew at the beginning of the year. Looking at special revenue funds, fire fund has a net change in fund balance of $7 million. Revenues will increase in that December-January time frame. Road maintenance fund has a net change in fund balance of $4.2 million, with both both revenues and expenditures performing as expected. And the beach renourishment fund has a slight change in net fund balance of $362,000 with very little expenditures thus far in the year. And continuing with special revenue funds. Great job, Miss Norman. Moving on to item C, 2025 healthiest employers of South Carolina. Welcome. I'm bringing positive stuff. Like being healthy. Yeah. Okay. Um thank you for giving me a few minutes to talk. Um so I am talking on behalf of the Orie County Employee Level, and I hope you guys all are aware that we have an Orie County Employees Office Committee. Um I just want to talk about a little bit of the successes that we've had over the past few years.
