The Horry County Council held its regular meeting on June 2, 2026, at 6:00 p.m. in the Council Chambers. The meeting included approval of a consent agenda, recognition of the American Red Cross, second and third readings of multiple ordinances, and clarifications regarding recently passed regulations on e‑bikes and new signage at boat landings. No public input was received.
The consent agenda was approved unanimously. It included:
The Council recognized Horry County Government’s continued partnership with the American Red Cross. Kara Byrd and Meggin Heath presented, noting that in 2025 the county collected 1,376 units of blood, each capable of saving up to three lives (over 4,100 lives). Kelly Rodsky was honored for her 25 years of coordinating blood drives.
Councilmember DiSabato moved to defer third reading of Ordinance 23‑2026 to the June 16, 2026 meeting to allow staff time to draft agreed‑upon amendments. The motion passed unanimously.
All four ordinances (counseling facilities/prescription distribution; passenger/product transportation district; commercial centers; zoning map amendment procedures) passed second reading and public hearing unanimously with no public comment.
Ten rezoning ordinances (51‑2026 through 61‑2026) were each approved on second reading and public hearing unanimously with no public comment. Note: Ordinance 52‑2026 and 51‑2026 had staff disapproval listed on the agenda but received Council approval.
Councilmember Jordan clarified provisions of the recently passed e‑bike ordinance. The ordinance prohibits operation of seated, non‑pedal electric devices (e.g., mini dirt bikes) on roads with a speed limit over 20 mph, on public sidewalks, and on county property without permission. Allowed devices include pedal‑assist e‑bikes, stand‑up scooters, golf carts, and mopeds. Golf carts require a licensed driver; children under 12 must wear seatbelts.
Parks & Recreation Director Ray Down explained new signage at county boat landings. Misconceptions about overnight camping were addressed: overnight parking is allowed for water‑related activities (fishing, boating); unauthorized camping without facilities such as restrooms and hookups is prohibited except by special permit. New rules also require pets on leashes of seven feet or less. Signs also note park boundaries and adjacent private property.
The Council honored several deceased individuals, including Shirley Hughes Shaman, Vera Bennett, Stevie Smith, Roland John Henry Byrd, Sabrina Dixon Jeffords, Randy Harold Skipper, and others.
