1:14

We will have a ride program update from John Christensen.

1:27

Thank you for the opportunity to present today at the September by monthly transportation committee meeting of Rory County Council.

1:35

This is a ride presentation for an update.

1:39

As you might be aware, we did not have a July update, so this will represent the full summer progress.

1:48

Starting with the slides, they're updated from the previous slides and stuff.

2:00

Ride three, current projects under construction, the dirt road pavings, the 701 widening in North Conway, the 501 realignment, the 501 mainline widening, the highway 17 business intersections, and the Forest Brook Road early clearing and grubbing package.

2:17

A little bit more in depth for the ride three dirt road pavings.

2:21

Most importantly are the roads under construction, Bonnie Bay Road, Booth Road, Harrelson Road, New Dawn Lane, Turner Road, and secondly the upcoming roads are Minick Road and Watts Road.

2:36

The early utility relocations are nearly complete.

2:40

The clearing and grubbing is nearly complete.

2:42

So we're finalizing the water sewer and power relocations.

2:45

This has paved the way for the roadway construction to start.

2:48

We have the initial lifts of embankment being put in place, some of the ditch lines being excavated for drainage, and the storm sewerments are progressing.

2:58

Further ride 3501 realignment.

3:01

After the summer lane restrictions were lifted, you can see the paving of the new alignment of 501 there.

3:08

After the lane restrictions, we're now constructing the signalization, all the foundations, poles, and mast arms.

3:15

Once the signalizations are working, we'll begin tying that pavement into the intersections and demolishing the old roadway.

3:23

Finally, after weather conditions uh change or improve next spring, we'll final surface everything, stripe and roadside development items opening it sometime late spring of next year.

3:36

The mainline widening on 501 again after the Labor Day lane restrictions were lifted.

3:44

We've been working in the median.

3:45

We shifted traffic to the outside, worked in the median, uh working on grading and drainage through the area, some of the widening that's left over there so that after the winter and the weather conditions improve, we'll put down final surface striping and hopefully open it, open it up for completion in spring of 2027.

4:05

The intersections project down in Garden City.

4:09

Um again after the lane restrictions were lifted at Labor Day.

4:13

The contractor is back to work through that period.

4:15

The utilities were being relocated.

4:17

They're going to continue to be relocated, both power and communications and the contractor with his uh water and sewer line.

4:24

All of the right-of-way has been procured, so the project should be open for construction.

4:28

And they have started some of the widenings and the temporary detour work to uh to make the phased construction progress.

4:35

Uh hopeful completion is sometime mid-2029.

4:40

Lastly, the Forest Brook Road uh early clearing and grubbing package is progressing.

4:45

Uh, this is uh definitely uh will be beneficial to the project once the power and communications and the utilities are relocated out to the limits of the new right-of-way.

4:54

We can let the project for construction and they should have minimal impacts while going through the widening of the new construction of the roadway.

5:04

Ride three upcoming uh group four dirt road paving, the Conway Perimeter Road, Carolina Bay's North Extension.

5:12

We've received a uh alternate 10 functional design here in September.

5:17

Um it shows a new alignment that we're looking at.

5:20

Um, and then these SC22 extension, the SEL with the 22 extension.

5:27

Uh we're hoping to have the reasonable alternatives, information meetings for public information meetings upcoming here in 2026.

5:35

Um we can present a couple of alternates and come up with the best value.

5:44

This slide is uh one that we've used in previous presentations.

5:48

The only thing that's really been updated on it is that the uh package two of the dirt road pavings is now shown as complete, which was previously shown as under construction.

Discussion Items

  • RIDE Program Update (John Kristensen): Provided a comprehensive update on RIDE III and IV projects. Under RIDE III, dirt road pavings are underway (Bonnie Bay, Booth, Harrelson, New Dawn, Turner roads under construction; Minick and Watts roads upcoming). The 501 realignment and mainline widening projects have resumed after summer lane restrictions were lifted; signalization work is progressing with completion expected in spring 2027. The Highway 17 Business intersections project in Garden City began construction with utility relocations; completion targeted for mid-2029. The Forest Brook Road early clearing package is nearly complete. Upcoming RIDE III projects include the Conway Perimeter Road and Carolina Bay's North Extension (alternate 10 functional design received). For RIDE IV, the Garden City Streetscapes project received a notice to proceed on September 8, 2026, and construction has started. The Kings Highway improvements designer (AECOM) has been selected. The Sand Ridge Road contract with Kimley Horn is under review. The Augusta Plantation/Revolutionary War Way project is expected to bid early 2027. A new Southern Extension (extending SC 31 from 707 to US 17) via Pine Ridge Development Group was presented; discussion included potential property condemnation needs. Committee members inquired about the completion of the Main Street widening and roundabout maintenance responsibilities, noting that the city may mow within DOT right-of-way due to infrequent state mowing.
  • Coast RTA Facility Project Update (Brian Piascik): Presented the new transit facility on Grissom Parkway, which has been annexed into the city. The 15% design is complete, including a maintenance facility, administration building, 12-bay transit center, and a new city fire station. A construction manager is on board, but initial cost estimates exceeded the budget, requiring value engineering. Opening target for the transit center is April 2029, with the maintenance facility shortly after.
  • Coast RTA FY27 Budget (Brian Piascik): Presented the proposed budget with an 11% increase, primarily due to a 40% rise in fuel costs (from $880,000 to $1.2 million). The authority has had a clean audit for nine consecutive years. Wage increases are planned at 4–5% to remain competitive. A fare increase is being considered (first in 12 years) to improve fare box revenue, possibly using distance-based or monthly cap systems. The capital program includes $1.7 million for long-lead items for the new facility. Committee members asked about the size of the administrative building relative to total employees (13 total staff) and about bus stop shelter plans; the response noted only 5 of 420 stops meet ADA requirements, so sidewalk improvements are needed.

Key Outcomes

  • Resolution approving the Waccamaw Regional Transit Authority FY2027 Budget: Passed unanimously. Authorizes the County Administrator to release payments for FY2027.
  • Resolution accepting roads into the Horry County Maintenance System: Passed unanimously. Accepted roads from Garden Grove Phase 1, Harper Meadows Phase 1, King Farm Subdivision, and Ranch Haven Subdivision (approximately 2 miles total). During discussion, Public Works Director Andy Markunas noted that the county accepts 15–20 miles of new subdivision roads per year on average. Committee members expressed concern about long-term maintenance funding; the director confirmed the resurfacing program is in good financial health, with reserves of $10–20 million and an average annual spend of $10 million on resurfacing. The RIDE program also contributes resurfacing (about 10 miles per year from RIDE III, and 400 miles over 25 years from RIDE IV).
  • Ordinance amending Articles II & IX of the Zoning Ordinance (BO1 – Boating/Marine Commercial District): Passed as amended. The original amendment allows accessory retail and restaurant uses (limited to 2,000 square feet) on the same site as a permitted principal use, with the accessory structure not located forward of the principal use. A committee member successfully moved to amend the ordinance to also include campers and utility trailers. The final ordinance passed unanimously.
  • Next meeting scheduled for November 10, 2026.
